Virginia Beach was formed in the era of the interstate and urban sprawl. Unfortunately, this has resulted in a city that is nearly impossible to travel throughout the city with non- motorized means of transportation. The configuration of large highways or interstate corridors has created physical barriers and effectively isolated several neighborhoods. The Virginia Beach Trail will provide the means to stitch this city together with this active mobility highway and unite us. The trail will be a paved path that begins at the western city limit, goes through the newly-formed urban core of Town Center and six master planned Strategic Figure 1: Bicycle riders enjoy the existing Norfolk Figure 3: The Thalia Creek Greenway is an existing Growth Areas, all the way to our Resort Avenue Trail, which Phase I would connect to shared-use path with views to Town Center and will Area at the Atlantic Ocean (Figure 2). The total cost estimate for Phase I is $12.0 million. The City is committed to providing the additional $2.4 million not covered by the grant. Phase I is the most critical section of our city because it presents the opportunity to serve the most residents and businesses; it also parallels and intersects two of the most trafficked vehicular roadways in Virginia Beach—Virginia Beach Boulevard and Independence Boulevard. The project provides a safe crossing separated from the 82,000 vehicles who travel Independence Boulevard every day, and it connects underserved areas who have Figure 4: The proposed pedestrian fly-over is a grade-separated road crossing to allow users to cross been isolated and ignored for too long.
