MADISON, Wis. (AP) — The push to legalize medical marijuana in Wisconsin gained momentum Wednesday with the unveiling of a bill introduced for the first time by Republican lawmakers. The newfound Republican support comes for an idea that Democrats have tried in vain for years to get passed in the GOP-controlled Legislature. Democratic Gov. Tony Evers proposed legalizing medical marijuana earlier this year, but Republicans rejected it. Similar Democratic proposals, as well as efforts to legalize recreational pot and decriminalize possession, have gone nowhere. JANESVILLE—No criminal charges will be filed against the three officers involved in the Dec. 10, 2019 shooting death of 23-year-old Montay S. Penning. Rock County District Attorney David O’Leary said the conduct of patrol officer John McMahon, Sgt. Ryan Flanagan and detective Nathan Adams was “lawful and reasonable” based on the circumstances outlined in a state investigation of the case by the Wisconsin Department of Justice’s Division of Criminal Investigation (DCI). According to a summary Penning of the DCI investigation provided by O’Leary, the incident started when a Beloit police officer investigated a stolen vehicle complaint at around 10:43 a.m. on Dec. 10 in the 600 block of Portland Avenue. A white Hyundai Accent was reportedly stolen by a suspect wearing a dark-colored hoodie, blue jeans and ten- nis shoes, according to security camera Hillary Gavan/Beloit Daily News video from the store.
