It refers also to a proper assignment of 48 responsibility for ensuring that adequate funds to maintain services are available and for deciding what should be done if funds are inSUfficient. As usual the 52 report gives some account of the political and economic environment in which 54 operations were carried on and the problems encountered~ notably those arising from 55 commodity shortages and from outbreaks of violence. 56 Chapter I of the report describes the Agency's programmes and how they 58 developed during the year which ended on 30 June 1975. Chapter II presents the Agency's budget for 1976~ for consideration by the General Assembly at its forthcoming session, and the revised budget for 1975. 60 Of the four Rnnexes to the report, the first contains statistical data on various aspects of the Agency's work, and the second~ third and fourth reproduce, 91 respectively~ resolution WHA 28.35 adopted by the World Health Assembly~ a relevant extract from resolution 1.141 adopted by the UNESCO General Conference~ and an opinion given by the United Nations 1egal Counsel~ at the request of the Commissioner-General~ as a result of a question raised in the Advisory Commission 93 about the proper authority to determine the level of th2 Agency's services in relation to its resources • • The Advisory Commission of UNRWA examined this report in draft and its views are set forth in a letter dated 4 September 1975 from its Chairman, of which I attach a copy. Although in drafting the report I have had the benefit of the advice of the members of the Commission, it should not be assumed that the Governments represented on the Commission necessarily subscribe to all the views I have expressed. The Commission considers that the report accurately describes the activities of the Agency during the period 1 July 1974 to 30 June 1975. Tne Commission hopes that the Commissioner-General will take into consideration the remarks made on behalf of the Arab hostc:'~iJtries when preparing the report in final form.
