RESOLUTION Sergeant II Cassandra Britt-Nickerson #27666

WHEREAS, Sergeant II Cassandra Britt-Nickerson was bom in in 1968 to Bennie Re Britt and Janies Alonso Britt; and

WHEREAS, Sergeant II Cassandra Britt-Nickerson received her Bachelor of Science degree from State University, Long Beach; and

WHEREAS, Sergeant II Cassandra Britt-Nickerson joined the Los Angeles Police Department as a Recruit Officer on May 21,1990 where upon graduating from the Los Angeles Police Academy, she was assigned to patrol functions in the Harbor, North , and Wilshire areas; and

WHEREAS, On October 2, 1994, Sergeant II Cassandra Britt-Nickerson was promoted to the rank of Police Officer III, where she worked Wilshire Area Vice as an investigator and shortly after, on May 10, 1998, Sergeant II Cassandra Britt-Nickerson was promoted to the rank of Detective and transferred to Southeast Area, where she served as investigator on the Burglary and Major Assault Crimes tables, to Juvenile Narcotics Division as an investigator; and

WHEREAS, On August 29, 1999, Sergeant II Cassandra Britt-Nickerson promoted to the rank of Sergeant, where she served as a patrol supervisor at Rampart Area and on October 22, 2000, Sergeant II Cassandra Britt- Nickerson was promoted to the rank of Detective II and transferred to Juvenile Narcotics Division, where she served as the Assistant Officer-in-Charge at Juvenile Narcotics Valley Bureau; and

WHEREAS, On December 11,2005, Sergeant II Cassandra Britt-Nickerson transferred to Personnel Group, Recmitment Section where she served as a supervisor, helping reach the Mayor’ goal of ten thousand officers and on April 29, 2007, she was promoted to the rank of Sergeant II at Recmitment and Employment Division, where she served as the Assistant Officer-in-Charge of Recmitment Section, playing an intricate role in recmiting the next generation of police officers; and

WHEREAS, In 2008, 2009, 2016, and 2019, Sergeant II Cassandra Britt-Nickerson was commended for being the team captain for the Los Angeles Police Relief Association’s fitness challenge, keeping the Recmitment and Employment Division team motivated and focused by utilizing her knowledge as a fitness trainer to lead the teams of thirty sworn and civilian to win the grand prize of ten thousand dollars; and

WHEREAS, On July 01, 2018, Sergeant II Cassandra Britt-Nickerson was voted by her peers as Supervisor of the Year and was honored by the Department and on October 17, 2019, Sergeant II Cassandra Britt-Nickerson was a presenter at the Los Angeles Women’s Police Officers Association (LAWPOA) Training and Development Symposium and was a featured speaker on the Panel Discussion, "The Real Balance" to discuss her challenges during her professional and private life; and

WHEREAS, On September 23 and 26,2020 Sergeant II Cassandra Britt-Nickerson was commended for the coordination of two virtual women’s seminars, which garnered an unprecedented 414 attendance. In the era of COVID- 19, this had never been done before where we have to find new and innovative ways of recmiting. The Recmitment and Employment Division created a template for other agencies to model after; and

NOW, THEREFORE BE IT RESOLVED, that by adoption of this Resolution, the hereby commend and recognize Sergeant II Cassandra Britt-Nickerson for her 30 years of exemplary, dedicated and unparalleled service to the residents of the City of Los Angeles and the Los Angeles Police Department and wish her continued success and happiness for her retirement this January 31, 2021,

WHEREAS, Deputy City Attorney IV Hugo S. Rossitter obtained his B.A. from the University of California, Santa Barbara, and J.D. from King Hall, University of California, Davis, and is a member of the State Bar of California and the Labor and Employment Section of the Los Angeles County Bar Association, with an Advanced Mediation Certification; and

WHEREAS, Deputy City Attorney IV Hugo S. Rossitter has twenty years of corporate experience in negotiating and administering labor, employment, media programming, and sports rights, including the Lakers, Angels, and Kings, agreements and has negotiated numerous collective bargaining agreements including, the Harlem Globetrotters, KCAL-TV, and America's Most Wanted; and

WHEREAS, Deputy City Attorney IV Hugo S. Rossitter is a licensed real estate broker and experienced mediator with particular emphasis on employment related cases, and has mediated numerous employment related cases and disputes involving non-employment matters, including copyright, real estate, entertainment, and more; and

WHEREAS, Deputy City Attorney IV Hugo S. Rossitter has served the elected officials, City departments, and residents of the City of Los Angeles with dedication and distinction for 18 years; and

WHEREAS, Deputy City Attorney IV Hugo S. Rossitter is exceptionally knowledgeable regarding issues arising from public employment, both civilian and sworn; has provided invaluable advice to City management and elected officials; has worked closely with management and union leaders to negotiate and resolve disputed issues; and

WHEREAS, Deputy City Attorney IV Hugo S. Rossitter has excelled in the field of Workplace Violence Prevention, serving on the Citywide Threat Assessment Team for 18 years, and leading the challenge of ensuring a safe workplace for all City employees, free from violence and threats of violence, through training, threat assessment and court intervention; and

WHEREAS, The City Council, Mayor, Office of the City Clerk, all City departments and his fellow employees applaud and commend Hugo for his exceptional work and dedicated service to the City of Los Angeles; and

NOW THEREFORE, BE IT RESOLVED, that, by adoption of this resolution, the Mayor and the City Council, along with the City Attorney and City Controller, do hereby extend their highest regard and heartfelt gratitude to Deputy City Attorney IV Hugo S. Rossitter for his distinguished career and phenomenal service to the City of Los Angeles, and wish him and his family best wishes for happiness and good health for many years to come.

TCM WOMEN MAKE DAY IN THE CITY OF LOS ANGELES

WHEREAS, (TCM), now in its 26th year as a leading authority in classic film, has done a special, invaluable service benefiting all women — all people — by honoring and championing women who make film. For fourteen consecutive Tuesdays, starting on September 1, 2020 and ending on December 1, many hours of TCM programming have been devoted to a dazzling array of wondrous directed by women — 100 films by 100 filmmakers from 6 continents and 44 countries and spanning 12 decades, plus the premiering of a 14-part, groundbreaking documentary, Women Make Film: A New Road Movie Through Cinema, written and directed by Mark Cousins, along with illuminating additional insights provided by hosts Alicia Malone and Jacqueline Stewart, numerous special guests and exciting events; and

WHEREAS, since its very beginnings, cinema has been blessed with the astounding creativity, skills, labor and vision of countless women, and yet too often their magnificent contributions to the art and industry of movies have been obscured. That’s particularly sad here in , where so many women have valiantly worked, currently work, or dream of working someday in moviemaking. TCM’s entire, heroic Women Make Film effort corrects the record while opening eyes, minds and hearts to so many new experiences of great films that may have gone previously under the radar purely due to systemic lack of exposure; and

WHEREAS, }\ 'omen Make Film: A New Road Movie Through Cinema, by documentarian Mark Cousins and narrated by . , Adjoa Andoh, Sharmila Tagore, Kerry Fox, Thandie Newton and Debra Winger, asks how films are made, shot and edited: bow stories are shaped, and how movies depict life, love, politics, humor and death, all through the compelling lens of some of the world's greatest directors - all of them women; and

RALPH AVILA

WHEREAS, Ralph Avila began his tenure with the City of Los Angeles Planning Department in January 1988 as a Planning Assistant where he worked on the Balance Growth Element and Sewer Allocation Ordinance, staffed the Design Review Board for: the Mulholland Scenic Parkway, Hollywoodland and Colorado Boulevard Specific Plans and was assigned to various Historic Preservation Overlay Zone Boards: Angelino Heights, Highland Park, West Adams and Melrose Hill; and

WHEREAS, Ralph Avila was promoted to City Planning Associate in January 1999 and assigned to the Office of Zoning Administration's Research and Analysis Section, in this assignment he was responsible for the preparation of staff reports for Associate Zoning Administrator's review; and

WHEREAS, Ralph Avila left the Planning Department in July 2001 to work for the Office of Councilmember Ed Reyes as his Chief Planning Deputy and served the residents of the City's 1st Council District. Ralph advised Councilman Reyes on zoning and land use issues that plagued the 1st Council District; and

WHEREAS, Ralph Avila was promoted to City Planner in March of 2003 and returned to the Planning Department to work in the Los Angeles World Airports (LAWA) unit where he collaborated with LAWA staff in the preparation and development of the LAX Specific Plan; and

WHEREAS, Ralph Avila was reassigned to the Development Services Center "DSC" as a Public Counter supervisor in November 2007 and was promoted to Senior City Planner in December 2016. In this capacity, he oversaw and managed the Case Management Unit and the Metro, Valley & DSC Counter operations. He was instrumental in the opening of the West Los Angeles public counter and served as technical resource to DSC staff on matters related to the Zoning Code and new ordinances; and

WHEREAS, Ralph Avila has celebrated three major events within a two week span: his birthday, the Dodgers winning the 2020 World Series and his retirement (in that order)!

NOW THEREFORE, BE IT RESOLVED, that by the adoption of this resolution, the Los Angeles City Council, does hereby commend and congratulate Ralph Avila on his 33 years of service to the City of Los Angeles and extend best wishes for many years of good health and a long and happy retirement.

William P. Imperial

WHEREAS, William P. Imperial has provided almost 18 years of dedicated and exemplary service to the residents of the City of Los Angeles, having commenced his career with the City on January 27, 2003, as a Telecommunications Regulatory Officer I, with the Information Technology Agency's Cable TV Regulatory Division. WHEREAS, on May 5,2007, William was appointed as the Acting Division Manager for ITA's Cable TV Regulatory Division and promoted to Telecommunications Regulatory Officer III. ITA's Cable TV Regulatory Division oversaw legal, technical and financial and subscriber service compliance from the City's franchised four cable TV operators who had over 600,000 cable TV subscribers in the City. WHEREAS, on January 26, 2009, William was appointed Division Manager for ITA's yideo Services Regulatory Division and promoted to Telecommunications Regulatory Officer III. ITA's Video Services Regulatory Division was created to respond to changes brought by state law that preempted control of the franchising of the City's cable TV operators to the state of California leaving the City with oversight for the collection of $36 million in annual cable TV franchise and Public, Educational and Governmental Access fees, in addition to overseeing the franchising process for the City's twenty-one private line telecommunications franchises and collecting $500,000 in annual franchise fees.

WHEREAS, William's commitment to promoting high speed broadband digital equity for the unserved and underserved communities in the City, led, in 2017, to his co-founding and co­ chairing the City's internal Connectivity and Digital Equity Working Group that brought together more than 10 City Public Right-of-Ways permitting departments, to address the need to provide high speed broadband service to those residents and businesses that could least afford internet access and the equipment necessary to access those services.

NOW THEREFORE, BE IT RESOLVED, that by the adoption of this resolution, the Los Angeles City Council, does hereby commend and congratulate William Imperial on his 18 years of service to the City of Los Angeles and extend best wishes for many years of good health and a long and happy retirement.

WHEREAS, Debra Gonzales has served in the Los Angeles City Attorney’s Office for more than 35 years; and

WHEREAS, During those years, the City benefited greatly from Debra’s outstanding and insightful legal experience, initially in her role as a criminal prosecutor in the Central Trials and Hollywood Branches and as supervising attorney at the Hollywood Branch; and

WHEREAS, Debra then spent three and a half years representing the Los Angeles Police Department and its officers in tort and civil rights cases within the Police Litigation Unit, and an additional three years in the Police and Fire Services Division where she served as General Counsel to LA PD, the Los Angeles Fire Department, Emergency Management Department, both the Police and Fire Commissions and the City’s Emergency Operations Board; and

WHEREAS, Debra spent the last 20+ years of her career in what is now the Public Safety General Counsel Division as a Deputy and Assistant City Attorney, where she staffs the City Council’s Public Safety Committee and continues to serve as general counsel to the City’s public safety departments; and

WHEREAS, As a supervisor and mentor to fellow attorneys, Debra was always available, insightful and supportive, and will be greatly missed by her colleagues;

NOW, THEREFORE BE IT RESOLVED, by adoption of this resolution, that the Los Angeles City Council and the City Attorney, hereby commends and congratulates Assistant City Attorney Debra Gonzales for her exemplary service to the City of Los Angeles and extends best wishes for a happy and healthy retirement.

Whereas, Practitioners of Acupuncture and Traditional Medicine across America observe Acupuncture Traditional Medicine Day on October 24, 2020 and,

Whereas, Acupuncture and Traditional Medicine began in America at Sutter's Mill where Chinese immigrants came and built the railroad during the California Gold Rush, bringing with them the centuries old practice of Acupuncture Traditional Medicine,

Whereas, Acupuncture Traditional Medicine practitioners have been certified and licensed in California since 1975,

Whereas California has become a national leader in Acupuncture Traditional Medicine Education hosting 18 accredited Universities of Acupuncture Traditional Medicine and ■ licensing 13,000 Acupuncturists while serving as home to a third of ail practicing Acupuncturists in the country today,

Whereas Acupuncture Traditional Medicine has gained acceptance in the State of California as a holistic medical discipline geared towards prevention that is widely accepted by health insurers as treatment for Pain Management, opiate addiction, Post-Traumatic Stress Disorder and injuries associated with workers compensation,

Whereas on October 24, 2020, Practitioners of Acupuncture and Traditional Medicine will gather throughout California and across America to celebrate the progress and achievements of their profession,

NOW, THEREFORE, BE IT RESOLVED by the Los Angeles City Council that October 24. 2020 be recognized as Acupuncture Traditional Medicine Day and that the California Acupuncture Traditional Medicine Association be applauded for their ongoing work and leadership to create a strong united profession dedicated towards health and wellness for all.
