    Invest, Don’t Cut The predicted impact of Government policy on funding for schools and academies by 2020 A report by NUT and ATL This report presents findings from an NUT / ATL interactive website which demonstrates the likely impact on schools and academies of the Government’s current school funding policies and its plan to redistribute existing funding between schools in England - www.schoolcuts.org.uk The interactive website allows users to access detailed predictions for every school’s funding per pupil in real terms, as affected by the Government’s proposal to implement a new funding formula for schools alongside a freeze in funding per pupil and cost increases imposed by Government. The predictions are based on publicly available government data and the most robustly constructed proposed funding formula for schools currently available. With schools already struggling to cope, the Government plans what the Institute for Fiscal Studies has described as the largest real terms cut in school funding in a generation. We know that children are already suffering – class sizes are rising, curriculum choices are being cut, pupils with special educational needs and disabilities are losing vital support and school staff are losing their jobs. Instead of investing more money in education to address the funding shortages already hitting schools and academies, the Government plans only to move existing money around the country through a new funding formula. For every school which gains from this, others will lose – and almost every school will lose when the impact of inflation and other cost increases, against which the funding freeze offers no protection, are also taken into account.

OPEN LETTER to the University of Liverpool concerning threatened redundancies of academic staff In January the University of Liverpool announced 47 redundancies of academic staff. These staff were identified by grant income and citation metrics and sent letters notifying them they had been targeted for redundancies without the opportunity to review the criteria or the specific information held about them. The University has not made allowance for individual circumstances such as workload or sickness which might have affected these metrics, nor has it given any indication of any meaningful plans to make allowance for such factors. The University used a narrow time window over which to calculate these fluctuating metrics, and a proprietary citation metric tool from Elsevier to arrive at field-weighted citation metrics which are, as a consequence, opaque and difficult to review for appropriateness. We write as members of the wider academic community - researchers who collaborate with the University of Liverpool on grants and papers, who read and cite work from Liverpool, examine PhD students, review courses, attend conferences with colleagues from the University of Liverpool. We are dismayed by the University of Liverpool’s actions, which ​ can only have a chilling effect on UK research.     What the Indicative Votes Indicate: No Substantive Consensus but Some Meta-Consensus in the House of Commons Christian List & Kai Spiekermann London School of Economics April 1, 2019 The results of the indicative votes held in the House of Commons on 27 March were greeted with a mixture of disappointment and ridicule. While the lack of a majority for all of the eight options under consideration shows that Parliament is deeply divided about the substantial decisions regarding the future course of the Brexit process, there is a surprising amount of agreement about the structure of the choices ahead. Drawing on tools from social choice theory (the mathematical theory of group decision making), we reveal this structure and show how it indicates possible paths towards a majority. Our main results can be seen in the table below. The table shows a way of arranging groups of MPs on a unidimensional scale, with the green bars indicating the options the dierent groups supported. The most important lessons to take away from the table are: • Of the 602 MPs that actively supported or opposed at least one option, 511 can be placed on the scale as shown, ranging roughly from No-Deal-Brexit to Ruling-out-No-Deal and/or conducting a second referendum (from left to right in our table). Between these two poles lie several distinct proposals for a close relationship with the EU, involving membership in or alignment with the EU single market and/or a customs union. • The median group of MPs (indicated in blue) on that scale supports Nick Boles's Common Market 2.0, Ken Clarke's customs union proposal, and the Labour plan for a customs union.
