Section A: Plan of action chalked out by the IQAC in the beginning of the year towards quality enhancement and the outcome achieved:

After the first NAAC’s accreditation of Rangia College at B++ level in the year 2004, the college has established IQAC (Internal Quality Assurance Cell) as per the guidelines of NAAC. As per guidelines of NAAC, proper representation of all sections of academia was ensured with all sincerity. The main objective of the formation of IQAC was to maintain value based quality education and healthy academic practices in the campus.

The action plan chalked out by IQAC, Rangia College for the academic year 2010-11 is as follows:

* Independent departmental accommodation for most of the arts department with departmental library to promote healthy academic atmosphere.

* Computerization in the department to provide better teaching learning process.

* Opening of H.S. section in Commerce stream.

* Promotion of research (both major/minor projects) among faculty members for personal career enhancement.

* Extension activities through NSS, NCC, Scout & Guide, Health Care center and various forums to bridge the gap between the college community and the adjoining society.

* Publication of College Magazine, departmental wall magazine etc. to promote creative writing among the students and faculty members.

* Holding of departmental seminars on relevant issues of socio-academic importance to create social awareness through students.

* Presentation of International/National level seminar papers by the faculty members in different institutions to encourage personal development.

* Introduction of Biometric Time Attendance system to record the attendance of the staff.

The college has been able to provide specious departmental accommodation to most of the departments in the faculty of arts and for the remaining few departments, work is in progress. Five departments have been converted to computer enriched department and the process is on for the remaining departments in a phased manner. It has been decided to introduce commerce at the HS level from the academic session 2012-13. It could not be done in 2011- 12 due to the introduction of semester system in degree level from that year. A good number of teachers availed UGC’s Minor research projects. A few of the faculty members are doing Major research projects. Moreover, some faculty members have started Ph.D programme under different universities. Different support services of the college have been doing excellent work in different field of extension activities. Here most significant contribution is seen in case of Scouts and Guides, NCC, NSS and Health Care Unit of the college. College magazine is timely published with a desired standard. Most of the departments have published departmental wall magazine periodically. It reflects the writing skill and creativity of the students along with the faculty members. Departmental seminar/popular talk/workshop etc are organized from time to time with the involvement of the college community on recent topics of academic relevance. During the period faculty members attend various national and international level seminars/workshops at different colleges/universities within and outside the state. The events are mostly UGC or similar academic funding agency sponsored. The college has started the process of introduction of Biometric Time Attendance system to record the attendance of the staff.

01. Activities reflecting the goals and objectives of the institution Established in 1963, Rangia College has been serving the socio-educational needs of the entire North Kamrup area. This institution of higher education is the premier seat of learning in the north bank of the Brahamaputra which is primarily a rural base. With a humble beginning towards spreading the light of higher education in a socio-economically backward area, because of the sincere efforts of a handful of local educational entrepreneur, the collage has now become a full-fledged three stream (Arts, Science and Commerce) college getting ready to celebrate the Golden Jubilee Year of its establishment from August 5, 2012. During this course of almost five decades, it has produced a good number of graduates who are now serving in different areas of social responsibility. The human resource produced by this institution has been able to establish it as a reputed academic institution in spite of its rural environment. This is sufficiently established by the NAAC accreditation of the college as B++ in 2004 and its ability to maintain to be reaccredidated subsequently as B (2.80 score on four point scale) in 2010.

But, the college community strongly believes that still there is a lot more to be done in the field of academic excellence particularly with the changing challenges in the field of higher education over the years. In this age of globalization, the scope and area of higher education is expanding day by day. Under these challenging circumstances, the college community is determined to meet the socio-academic needs of the society in spite of its all sorts of constraints. With this aim in mind the college has prepared its priorities from physical infrastructure to mental make up in the campus.

02. New academic programmes initiated As the college is an affiliated college (to Gauhati University), the subject wise syllabus is prepared by Committee of Course and syllabus (CCS) for UG level at University level. Member of CCS: Some of our faculty members are contributing their best of knowledge in preparation of curriculum and syllabus for courses in their respective subjects. Dr. Dwijendra Nath Deka of Political science, Dr. Gitimoni Deka of Chemistry Dr. Pradip Ch. Deka of Physics Department, Dr. Phukan Ch. Basumatary of Bodo Department are presently members of CCS in Gauhati University in UG level courses.

04. Interdisciplinary programmes started: The College has desire to start one or two interdisciplinary course e.g Gandhian thought, biotechnology, for which necessary preliminary work is going on

Examination reforms implemented a Semester Monitoring Committee constituted: Under the careful guidance of the Institutional authority and the IQAC, a nucleus monitoring group has been formed for looking into the academic rules and regulations of newly introduced semester system for UG courses in Gauhati University. The college has introduced the semester system in the UG level courses from the academic session 2011. The semester monitoring committee has been constituted by the Principal i/c of the college with Dr. Paritosh Ch. Das, as Convener. The monitoring committee has been coordinating and actively guiding all the departments of the college in conducting the home assignment, sessional examinations and all other related issues of academic discipline.

06. Candidates qualified for NET/SLET/GATE etc. The college is a under graduate college. No regular students can appear in the NET/SLET/GATE etc. examination. Some of alumni of different major courses have cleared such examinations. 07. 08. Total numbers of Seminars/ Workshops etc. conducted ∗ A Unique workshop on “Mukha Silpa” was held in Rangia College from 28th January to 1st February,2011. To encourage the students in the field of Fine Arts, IQAC took the initiative to arrange this type of a programme as co-curricular activities amongst the students from time to time. The objective of the five day workshop on “mask making” was to involve students in mask preparation. In the workshop, a group of students of the college, some teachers and a few school students of the locality actively participated. National and Internationally reputed mask maker from Majuli (Assam) Sri Sri Hem Chandra Goswami and one of his disciples acted as the Resource Person during this workshop. At the end of the workshop, a concluding meeting was held under the stewardship of the Principal i/c of the college, wherein the participants expressed the usefulness of such programme. Dr. Gitimoni Deka and Mrs. Latika Mazumdar jointly coordinated the programme with grand success. Some of the faculties and the college authority supported the workshop with financial assistance to IQAC for smooth conducting of the programme. ∗ On 48th Foundation Day of the college (5th August 2011), Dr. Paritosh Ch. Das, Associate professor in Mathematics delivered a lecture on the system of Credit point as incorporated in the Semester System course curriculum.

Details of Research Scholars Rangia College is an undergraduate college and as per its affiliating institution Gauhati University, there is no provision for admission of research scholar at the college level. But, Dr. Phukan Ch. Basumatary from Bodo Department is a recognized Ph.D. guide of Gauhati University. Moreover, some of the faculty members have recognized Ph.D guide ship of various state and private Universities in distance mode (e.g CMJ in Meghalaya, Periyar in Tamil Nadu).

Community Service: The college is not only a center of higher education in the locality but also playing significant role in the field of community services in the locality. • The various activities performed by the NCC wing of the College during 2010- 2011 are: Apart from the regular training programmes, the cadets of the unit attended several local and national camps during this period like A.T.C., Army Attachment Camp and Trekking Camp and have been able to brought laurels to the college. During this period the unit has been adjudged the best marching contingent in the Republic Day (26th January 2011) and Independence Day (15th August 2011) parade organised by the Civil Administration, Rangia. The unit observed the NCC day on the last Sunday of November, 2011 and also participated in the campus cleaning activity. During this period15 cadets passed ’B’ certificate exam. and 8 cadets passed ‘C’ certificate exam.

The various activities performed by the Bharat Scouts & Guides of the College during 2010 - 2011 are: Æ 25th August, 2011: A group of 18 Rover/ Ranger of the Unit participated in the Blood donation camp Organized by Sanakr Azan Development Organization, a NGO at Panchayat Bhaban, Rangia and four members of the unit ( Diganta Kakoti, Rupam Kalita, Dipankar Das and Bhaswati Kalita) donated blood one unit each .

Æ 3rd Septmber, 2011: A group of 30 Rover/Ranger took part in the Abhiruchi Sports Day as a part of all Assam events.

Æ 12th -16th October, 2011: A group of six (3+3) Rover/Ranger of Rangia College Unit participated in National Rover/Ranger Moot Camp held at Gorakhpur in Uttar Pradesh and was adjudged as the Best group of the event. Æ 29th October, to 2nd November, 2011: A group of eleventh (4+7) Rover/Ranger attended the State Nipun Testing Camp held at State Training Center Chamata Pathar, Sonapur, Assam

Æ 7th- 9th November 2011: A group of nineteen (15+4) Rover and Ranger of the unit rendered day and night service to people who paid homage to the departed soul of Dr. Bhupen Hazarika, the musical maestro, at Judges Field, Guwahati and the on the occasion of “Adya Sradhya” to pay homage to the departed soul on 15th November, 2011.

• “Red Ribbon Club” was formed on 9th January, 2011 and from its inception different activities were organised by the club during the year (2011). • On 24.09.2010, a seminar (workshop) on Safe blood, HIV/AIDS was organised at Rangia College, Rangia by Health Care Unit & Red Ribbon Club of the college. Dr. Bharat Baishya was the resource person in the seminar. • HIV/AIDS Awareness programme : On April 22, 2011,held at Rangia College, Rangia. On 01.10.2011 at Manabendra Sarmah Girls’ College, Rangia and on 01.06.2011 at College Chowk near Rangia College was observed by Health Care Unit & Red Ribbon Club • World AIDS Day was observed at the College on December 1st, 2010 & 2011 by the Red Ribbon Club, Health Care Unit, and Women’s Studies Research Cell, Rangia College, Rangia. An essay competition was also held among the students in 2011 and prizes were given to winners. • On 25.08.2011, a blood donation camp was arranged by Health Care Unit & Red Ribbon Club of Rangia College, which was held at Panchayat Bhavan, Rangia in collaboration with Sanakar Azan Development Organization (NGO).******** • The “Youth Red Cross”(Rangia College Unit), the first of its kind in Assam was established in Rangia College on 8th may, 2010 On that day Dr. Jyotiraj Pathak, the Programme Officer of the Unit organized a meeting in the college to celebrate the “Red Cross Day”. The Unit organizes following programmes for students and community as a whole-

Æ An awareness Programme was organised in association with Political science department on 13th September, 2011 on the occasion of “First-Aid-Day”. Dr. Khabiruddin Admed (Secretary Red cross Society, Rangia District Unit) and Ms. Deepa Kumar (Master Trainer of Red Cross Society, Rangia District Unit) were the resource person of the programme. Mock drill was also demonstrated amongst the participating students.

Computerization of administration and the process of admissions and examination results, issue of certificates: In college computer laboratory, internet facility is available for both the students and the staff during the office hours. The computerized office continues to serve the students in right earnest. The admission records, students’ database, records of examination results, accounts etc. have been computerized.

27. Increase in the infrastructural facilities:

Installation of electricity transformer within the college campus from its own source for better electricity back up.

Necessary infrastructure like electricity connection, furniture, almirah, table, chair, water filter, has been provided to the six new departments viz, Economics, English, History, Political Science, Philosophy and Sanskrit.

Renovation of laboratories of science departments viz. Physics, Chemistry, Botany and Zoology were going from the financial assistance of DST.

All the teachers of the newly constructed departments have arranged inverter connection in their respective departments from their own source.

The general common room for teachers has been nicely developed with floor tiles by the financial contribution of the teaching staff.

28. Technology up gradation:

Computer set has been provided to four departments Viz. Assamese, Economics, English, Education and Political Science.

29. Computer and internet access and training to teachers, non-teaching staff and students:

Computer with internet facility is available in College computer laboratory. Provision for regular classes for the students is there. Both teaching and non-teaching staff can also use that facility as and when necessary.

Financial aid to students ™ During financial year 2010 – 11 an amount of Rs.1,77,520.00 have been distributed among 117 students as scholarship money under the OBC scholarship scheme of the Govt. of Assam. ™ Rangia College Employees’ Co-operative Thrift and Credit Society have been awarding a scholarship of Rs. 3,000.00 to students showing commendable result in Higher Secondary Final and T.D.C. Final examination from 2006-2007. Under this scheme, during 2011- 12, Miss Nijara Ahmeda (1st class 1st position in Botany Major from Gauhati University) and Digbijoy Das from H.S. received the prizes. In 2010- 2011 Md Gamir Ali (1st class 1st position in TDC Arabic Major from Gauhati University) and among the HS students Nazma Sultana got the prize.

™ On 48th foundation day of college (5th August,2011 ) “Sandhya Memorial Best student Award, 2011” was presented to Sri Mrinal Haloi ( 1st class 55th position in Political Science Major from Gauhati University in 2011 ) for 2010-11 session. This award has been founded by Dr. Snigdha Sarkar, Associate Professor in Botany dept. of the college in memory of her beloved mother late Sandhya Sarkar from 2010-11. The prize is given to economically backward but meritorious student with remarkable performance in Degree final examination.

™ Free studentship is offered to poor and meritorious students. ™ The Book Bank of the College Library lends Text Books for the whole session to the poor students 31. Activities and support from the Alumni Association: None

32. Activities and support from the Parent-Teacher Association:

There is no formal Parent-Teacher Association at present. But the college has two representatives from students’ guardian in the Governing Body. Regular interaction between parents and teachers take place in almost all departments for specific purposes based on academic and administrative needs. It has been decided by all the departments to form Parent-Teacher Association at the department level. As the college is a rural based academic institution, the academic consciousness at the parental level is not very encouraging which is a deterrent towards the formation of Parent Teacher Association. But some of the guardians at their individual level offered support and extend helping hand towards building up a healthy academic atmosphere.

33. Health services:

The Health Care Unit of the college is maintaining the following minimum requirements to meet an emergency in the event of anyone felling discomfort within the campus-

i. One bed, meant for patients as in hospitals along with mattress, white bed sheets and pillows ii. One First-Aid Box having emergency items as per doctor’s advice. iii. One stethoscope with blood pressure measuring instrument. iv. One stretcher for carrying patients. v. The Health Care Unit has been maintaining a cordial rapport with the authority and doctors of Rangia Civil Hospital, located adjacent to the college campus and has been getting prompt response in case of any emergency situation.

However the department of Chemistry has a departmental first- aid- box to meet any emergency situation during practical classes. This first-aid box was donated by Dr. Mrinal Bhuyan, Registrar, Neuro-Surgery, Gauhati Medical College, an Ex-student of this college.

34. Performance in sports activities: No exceptional performance in sports activities achieved during this period.

35. Incentives to outstanding sportspersons:

The college has provision to give cash/incentives to outstanding performer in sports from time to time. But no such outstanding sports person could be identified in the year 2011.

Good practices of the institution Some of the department of college doing different works as specified under, • Bodo department has organized a seminar on the topic “Socio-Economic Life as Reflected in Bodo Literature” held on 17th October, 2011 in association with Sahitya Akademi, Kolkata Regional Branch. The following sub-themes were taken in to consideration for discussion in the seminar: (i) Socio-cultural Life of the Bodos as reflected in Literature ii)Religious movement during the first part of the twentieth century and its impact on literature iii) Literary renaissance during the first part of twentieth century

The seminar came into conclusion with an elaborative opinion on the presentations of different participant scholars.

• Education department with Education Society observed World Environment Day, World Literacy Day, Teachers’ Day & World AIDS day. A Departmental seminar was organised on the ‘Need of Measurement in Education’ on 5th August, 2011 and also an essay competition was held on World Literacy Day’. The department also conducted a survey by the students of TDC Part- II (Major) on World Literacy Day. • A Departmental Seminar was held on 04/01/2011 at Sanskrit department, Dr.Daksheswar Deka was the Chair Person. Dr. Nagendranath Nath Sarma, Ayurvedic Doctor delivered a speech on Ayurvedic Sastra. Mrs. D.Bhatta and Mr. Bimal Das (both are faculty member from the department) and students of Sanskrit Department participated in the seminar. Teachers and students of other department also attended the seminar. • The English department successfully conducted a three months long “Spoken English Course” for the third consecutive year. • Economics department Organized felicitation programme for 1st class holder of UG major course from Gauhati University in 2011 final examination, Bikram Pathak (1st class 15th with distinction) and Nure Asma Parbin (1st class 71st) on 06/08/2011. • 9th State level Chemistry Olympiad was held on 10th October, 2010 under the supervision of Centre-in Charge at Rangia College Centre. • A Seminar on “Career Counseling” ( 1st and 2nd phase) was organized by BARDS Institute (NGO) in Collaboration with Political science Department, Rangia College on 9th April & 5th June 2011. • Since 2009, the college premises is serving as the venue of “All Assam Safura Scholarship” examination for greater Rangia area and one of our teachers is also working as the co-coordinator of this examination. • In 12th November, 2010 department of Philosophy conducted a historical and philosophical tour to ‘Dipteswari Mandir’ about 5km from Rangia College, for gathering knowledge and religious experience with major B.A. 1st Semester students. The objective of the programme to help the students in moulding their characters and morality. Moreover, it held in socialization process a lot. The department also arranged a meeting of interaction amongst the T.D.C. 1st Semester students in August, 2011. Students present in the meet and presented papers on the topic ‘Relation between Philosophy & Science. Students Seminars are conducted regularly in respective departments on selected topics of the concerned subject

♣ Lecture series and seminar organized: Rangia College Employees’ Thrift & Credit Society Ltd. organized a lecture programme on the topic “March towards excellence and youth of Assam” on 20th December, 2010. In this programme, senior journalist Mr. Dhirendra Nath Chakravorty delivered an illuminating lecture highlighting importance of skill development among the youth generation of the present society. Acquisition of excellence and proficiency in various fields should be the motto of youths; Mr. Chakravorty opined in his speech. Teachers, office staff, students and some distinguished personalities were participated, exchanged their views with the speaker. ♣ Foundation of Red Ribbon Club Red Ribbon Club is formed in a meeting held on 7th of January, 2011 with a view to work AIDS awareness programmes and social welfare services at the periphery of this institution and the rest.
