& FARLEIGH PARISH COUNCIL

The minutes of the meeting of the Parish Council of Chelsham & Farleigh held at Farleigh Hall, on 9th April 2018.

PRESENT Tony Roberts Alex Butler Mike Kan Mike Webb David Garden Jeremy Pursehouse( District Councillor) David Hodge ( County Council) Michelle Richards ( Clerk in attendance)

The meeting opened at 8.07pm under the chairmanship of Tony Roberts.

1. Welcome and apologies for absence Peter Cairns, Bob Anderson and Cindy Steer.

2. Declaration of Interest by Councillors In view of the proximity of Councillors homes in relation to the area and layout of the hamlets which make up Chelsham & Farleigh all Councillors declared a personal interest in the agenda items. Declaration of interest for Alex Butler regarding planning applications 2018/262 and 2018/272.

3. Minutes of meeting dated 5th March had been previously circulated and were duly approved.

4.Matters Arising from Minutes

5. Planning To discuss planning applications received:

Greenlawn Memorial Park - as noted in March’s meeting, application has been withdrawn for the time being.

High view Application - nothing to report. Hillary Ore and team are still work- ing on an enforcement plan.

Farleigh Lodge - Tony noted that he had received an email from Mr Jim Hug- gins(the owner of Farleigh Lodge) to note his disappointment of the Parish’s objection to his recent planning application. Tony asked the Councillors if they would agree for him to reply To Mr Huggins, everyone agreed. ACTION: Tony It was agreed in last months meeting that we would ratify our ‘No objection’ to applications 2018/262 and 2018/272 at this meeting as at the time, due to Bob Anderson's interest in these applications meaning we were inquorate for these two applications. Alex Butler left the meeting and in his absence our previous ‘ No objection’ opinion was ratified by the council.

2018/573 - No objection. Variation of condition 4 of planning application TA/2013/1131 dated 15 November 2013 to allow for stables 1-4 and the menage to be used for commercial purposes. Farleigh House Farm,Farleigh Common, CR6 9PE

6. Clerk received an email from a Helen Lincoln about the litter on the Common. Tony advised that he would do a walk around and report back in the next meet- ing. Mike W also agreed to join Tony on the walk this coming Thursday morn- ing. It was also noted that the pallet of bricks on the corner of Harrow Road, near health field cottages are still on show. Tony has also agreed to go and speak to the owner.ACTION: Tony and Mike W

Mike K noted the road leading to Croydon Road( on the zig zag bend) has a build up of litter. ACTION: Clerk to contact TDC Street cleaning team.

7. Highways

Michelle talked through the spreadsheet ( in Bob’s absence).

Beech Farm Road - just a short distance to Chelsham Heights, large pothole which is causing cars to swerve. Bob has not reported, however, it shows its already been reported on the website.

Blackmans Lane - many large potholes, which have been marked for attention already. Bob has not reported due to this reason.

David H has been given a small pot of funding for little projects and would like to give £500 to Chesham and Farleigh Parish towards highway repairs, if it works out the works cost more then we need to let David know as soon as pos- sible. There is also funding for the Community projects,(£250.00) Tony noted that this could be used for the Crossroads group. Councillors to agree where to best use this funding and report back to David H as soon as possible. ACTION: ALL

Mike K noted that he did call Marshalls about the works on Church Road, i.e., digging out the ditch and repairing the road leading up to the Church. Mike is due to go on holiday for 2 weeks soon, so will not have time to liaise with Mar- shalls further at this point.Tony has agreed to speak to Scot Marshall to set up a site view and obtain prices. In the meantime,David M will speak to Merton College to see if they will consider contributing to having the ditch dug out. ACTION: Tony and David M

Mike K asked David H about the yellow lines that were due to be painted on Harrow Road joining onto Great Park, opposite Warlingham Park School, David H advised this is going to be happening soon.

It was noted that the double yellow lines on Harrow Road and Daniels Lane are still being parked on and there seems to be no enforcement in place. David H advised he is aware of this issue and its in hand.

It was noted that there is a Large pothole on Road near the cottage, needs to be reported. Clerk to do action this. ACTION: Clerk to log on SCC website.

8. Local Plan update - nothing to add at the moment. Jeremy noted that the numbers that were in the plan have not been accepted by the government and it appears the government are trying to get the numbers up to 13,000 houses. The Garden Village site consultation is coming to the end and will be published soon.

9. APA - Clerk confirmed the date( 22nd May) and also advised that she has added date to CR6 and will be adding to the main homepage on the Parish’s website. ACTION: Clerk

10. Tandridge Neighbourhood watch - the steering group have asked all Parish Councils in the Tandridge area to contribute to their group. It was dis- cussed and agreed that the Parish will not be contributing. Clerk to go back to the group to advise that we are not in a position to contribute to their funding request at this time. ACTION: Clerk to reply back.

11. Planning officer - it was decided that there will be no set planning officer for the Parish Council. All applications will be brought to each meeting and ac- tions decided there and then. If there are pressing applications(before the next meeting) Clerk will forward on to everyone prior to that meeting to review and action. Clerk will continue to forward on the spreadsheets each week, if there are applications for the Parish. ACTION: Clerk and Councillors.

12.GDPR Training session - Clerk advised the Councillors of the training ses- sions that are taking place on the 11th and 24th April at School and St Peters & St Paul's School in , 7pm-9pm. These are the only sessions that will take place before the 25th May(locally) and will cost £17pp. Clerk has asked the Councillors to check the date to see if they are able to attend. Every councillor will need to attend a training session at some point! Alex and Mike K asked the Clerk to confirm if they would be required to attend if they are cur- rently going through the same changes at their place of work, Clerk to confirm and report back. Confirmed attendees are Clerk, Tony, David M. ACTION:- Clerk to; Book places for the confirmed attendees Obtain agenda and send out to Councillors Check if Mike K and Alex need to attend the sessions

14. Governance - Clerk ran through the final figures(pre audit) with the coun- cillors and compared where we are today verses 2017/18. It was agreed to change the 2018/19 budget slightly. An increase for Tree checks has been change from £500 to £2,000. Clerk to find out(from website provider) how much it will cost to provide each councillor with a council email address( which will be required as part of the new General Data Protection Regulations), if it works out to be more than the current budget set ( £500.00) then a review of that figure will need to be made in Mays meeting. ACTION: Clerk.

15. Correspondence Clerk handed out a poster advertising the next Tandridge meeting and leaflets on the Surrey Magazine online. It was agreed we should advertise both, Mike W and Tony will add to the noticeboards.ACTION: Mike W and Tony R

16. Urgent Matters for Noting for Future Agenda

Jeremy noted the May Queen crowning that is taking place on the 5th May on the Green at 1.45pm. This will then follow a free concert on School Common brought to you by WE. All welcome.

Jeremy noted the co-option policy and advised that we need to check out what the local regulations are, i.e. you cannot just add Vacancies onto Parish notice boards, you also need to add them onto Parish website , etc. ACTION: Clerk to look into this. There being no further business, the meeting closed at 10.06pm.
