This thesis focuses on the means employed by the Fasci in the transformation of Italian communities in Great Britain into Tittle Fascist Italies’. It argues that fascistisation of Italian emigrants became effective from 1932 and seemed to succeed in creating a corporativist and totalitarian community from 1935-36, until the international crisis of 1938-39 brought that Fascist dream to an end. The Ethiopian war and Italy’s alliance with Germany were the most crucial events in the development of the Fasci in their relationship with both the Italian communities and the British government.

    6 Unbounded nationalism: Florence 1867 hen Florence hosted the sixth international statistical congress in the Wautumn of 1867, the city had been the capital of the newly united Italy for just three years. In 1864 the Italian government – pressured by the French – had decided to relocate the seat of government from Turin to Florence. In exchange, the French army would withdraw from Rome, a promise it reluctantly fulfilled, but not until 1870. In 1864 many suspected or hoped that ‘Firenze Capitale’ would be short-lived. If Rome were ever annexed, the Eternal City would undoubtedly become the country’s permanent capital. Nevertheless, Florence spared no expense or effort to fashion its image as a true capital city. The ink was barely dry on the national parliament’s decision to relocate when the city government commissioned architect Giuseppe Poggi to design an ambitious expansion plan. The most radical undertaking of all was the demo- lition of the city walls and creation of a broad boulevard modelled on Baron Georges Haussmann’s project in Paris. Several buildings were demolished in the old city centre and construction began on new residential neighbourhoods. The statisticians who made their way to Florence witnessed a massive wave of demolition, as they had in Paris twelve years earlier. An old world was vanish- ing before their eyes, and the new one was no more than a blueprint. But that was how statisticians saw the world: all at once volatile, threatening and chal- lenging. Statistics was their blueprint. Florence was eager to position itself as a city of culture and organised several national festivals.

    Italian Regionalism and the Federal Challenge Erika Arban Thesis submitted to the Faculty of Graduate and Postdoctoral Studies in partial fulfillment of the requirements for the Doctorate in Philosophy degree in Law Faculty of Law Common Law Section University of Ottawa © Erika Arban, Ottawa, Canada, 2015 ABSTRACT This thesis takes as its point of departure the debate on federalism that emerged in Italy in the years preceding the unification of 1861 and that resumed in the early 1990s, a debate mainly revolving around the profound socio-economic differences between the North and the South of the country. Torn between continuous centripetal and centrifugal forces, but not characterized by ethnic connotations, the Italian regional model implemented with the 1948 constitution and strengthened in 2001 elicits questions that intersect with topical debates engaging scholars across the globe, and displays features that have the potential to stimulate fruitful discussions both inside and outside Italian borders. While the present state of Italian regionalism remains ambiguous, the Italian regional model distils lessons coming from different theoretical experiences, including federalism, sub-state nationalism, and the European unification process. Therefore, it can be seen as an innovative experiment crafted by those who were looking for a compromise between unitary and federal schemes. Adopting a theoretical framework combining literature on federalism, regionalism and sub-state national theory, this thesis addresses a number of questions that help fill a gap in scholarship. The thesis discusses the relationship between federalism and regionalism, arguing that regionalism is an overarching term that incorporates diverse experiences; consequently, the regional state paradigm to which Italy is usually associated is just one of the many shapes that regionalism can take.
