Its contents are applicable for all types of Jewish schools,including congregational and communal, day, afternoon, and weekend. There are four major sections. Section one, a civics curriculum, presents a sequential program focusing on the contemporary Jewish community. concepts and related learning experiences are described for primary, intermediate, junior high, and senior high grades. For example, to illustrate how American Jews are simultaneously part of two cultures, students might conduct a seminar discussing contributions of various ethnic groups to the overall society. .Section two contains a teaching strategy on Jewish identity through the concept of "tzedakah,"which is "the sociological end result of the psychological process where identity is really formulated." The program bases learning on the study of individuals familiar to students. It outlines goals, learning opportunities, and evaluation measures. Section three contains five units on topics such as responsibility to Israel and respect for the elderly. Section four, an idea corner,desciibes over 50 innovative projects from schools, temples, and bulletins ofthe t. Bureau of Jewish Education. Fruts of the Commission's labors haveincluded a student text, teaching guides. a simulation game. an annotated bibliography ofmultimedia materials, mini- courses for junior-and senior hieh school classes. several.teacher training institutes, an extensive cOnsultation service, and a systematic campaign to promote interest in Jewish civics as an integral aspect of the curriculum of the Jewish school. TheSourcebookisa much-needed document in the fields offormal and informal Jewish education. lt contains a wealth of proposals which, in many respects, synthesize thetrends in curriculum planning and the innovations in social studies teaching of the past fifteen years. Its thrust is more than cognition of the structure and problems of theJewish community. It attempts, through the numerous "sensitivity" experiences ithighlights, to help Jewish youth develop a meanindbl individual relationship with the functioning Jewishcommunity and, in due course, become responsible participants in itsactivities. Its foci are first, the quality of the personal association that can and should exist between our young and theirpeoplelocally', nationally, and internationallyand second, the relationship that ought toobtain between them as Jews and the larger societyof which they are a part. Schools, centers, and other educational agencies have heretofore done little to achieve these goals.     NO. 41 OCTOBER 2018 Introduction Israel’s Nation-State Law Netanyahu Government Lays the Foundations for a Majoritarian System Peter Lintl and Stefan Wolfrum On 19 July 2018, the Israeli parliament passed legislation known as the nation-state law. It is highly controversial in Israel as well as internationally, although strictly speaking there is little new contained in it. Its advocates emphasise that it merely gives expression to existing realities. Critics argue that the law discriminates against minorities, runs counter to democratic values and, in particular, undermines the principle of equality. The debate reveals the social tension in Israel between its ‘Jewish’ and ‘democratic’ identity. In addition, it becomes clear that the main sup- porters of the law on the government side have more far-reaching intentions than its wording suggests. Their aim is to place Jewish collective rights above individual rights and freedoms. The law is, therefore, also a manifestation of current govern- ment policy aimed at leading Israel away from a more liberal democracy and towards a majoritarian democracy. In particular, this policy affects the Supreme Court as a defender of liberal principles. AKING SERIOUSLY ITS ROLE as the world's largest and most powerful Jewish community, organized American Jewry concentrated its energies outward in 2002, focusing on the threats to Israel's security and the alarming rise of anti-Israel and anti-Semitic sentiment elsewhere in the world. Domestically, controversy swirled over the basic demographic facts of American Jewish life and their meaning, while the downturn of the American economy placed serious constraints on Jewish organiza- tions as they sought to carry on their work. FOCUS ON THE MIDDLE EAST Gauging the Administration The events of September 11, 2001, generated apprehension in the ranks of many pro-Israel organizations. But this anticipation also gave new life to the more dovish sectors of the American Jewish com- munity, which had never been comfortable with the hard-line policies of the Sharon government in Israel. As the year 2002 began, Michael Lerner, editor of Tikkun magazine and long-time supporter of the Israeli left, announced the founding of the Tikkun Community, "a new multi-issue national organization of lib- eral and progressive Jews" for which Israeli concessions were part of a far broader agenda.     DRAFT Implications of Annexation for Israel’s Rule Over Palestinians Introduction The last few years have seen increasing discussion of Israeli annexation of Palestinian territory in the West Bank. With the recent formation of a unity government between Benjamin Netanyahu and Benny Gantz, the terms of which allow for the advancement of annexation ​ legislation as soon as this summer, as well as ongoing work of a joint US-Israel mapping committee that was formed following the release of the Trump Plan, questions remain as to which territory could be annexed, how annexation would be carried out, and what such a move would mean for the nature of Israel’s regime/s between the Jordan River and the Mediterranean Sea. This document will attempt to lay out the possibilities that lie ahead and explain some of the implications of annexation for Israel’s governance, as well as the impact it could have on the ground. Context In the territory between the Mediterranean Sea and the Jordan River, there are today around 7 million Jews and 7 million Palestinians. Since 1967, Israel has ruled over this entire territory, which includes controlling Palestinian residents in Israel proper, the West Bank (including East Jerusalem), and the Gaza Strip. This paper will focus primarily on the West Bank, where Israel has controlled Palestinian residents via a system of military rule, which has, since its beginning, advanced de facto annexation and today is moving towards formal de jure annexation. ​ ​ ​ ​ In discussing the de jure annexation options currently under Israel’s consideration, it is ​ ​ important to note that in none of them will Israelis and Palestinians have equality in their civil and political rights.
