Mal Breen has been appointed 2013 Commissioner.
The BRL Commissioner will have the right to grant dispensations/exemptions to the BRL Points System on an individual basis.
Any appeal against the BRL Commissioner’s decision to be heard/judged by the BRL Board.
The BRL Board must determine whether an appeal fee should be charged.
Points Allocation – 2013 Season
70 Points to be allocated to each A Grade team per match – the points are to be tallied for the 17 players selected for each match. All 2011 BRL/FCRL A Grade players will be deemed as zero (0) points with the club they played with in 2012 should they remain with that club in 2013. Each player will not be graded at an ‘A Grade’ category until he has played five (5) games in the BRL Competition. All other player categories require only one (1) game to have been at that level within the last five (5) seasons. Points would be gained throughout the 2012 BRL Competition & other representative games throughout the 2012 season will carry over to 2013 season. Player points values are not cumulative – individual players will only be categorised at the highest level . Players can move from their Junior club for 2 seasons and return without attracting points for their junior club – once only.
2013 Season
Clubs are required to supply the BRL with each player’s points value at time of registration (note: Players Points Index Form) Each player’s points value are to be documented on each club’s weekly match sheet based on the individual player’s points value as determined/verified by the BRL Commissioner The BRL Commissioner will issue the points values to all clubs for reference on match days Enquires relating to points allocations/categories are to be forward to the BRL Commissioner Any application regarding points dispensation/exemption must be in writing addressed to the BRL Commissioner
BRL JUNIOR DEFINITIONS
Juniors: defined as U/18 or under who have registered with Bundaberg Junior Rugby League &/or Fraser Coast Junior Rugby League ‘Local junior’ has to have played a minimum of one (1) year with a club in the Local Junior Competitions (Bundaberg Junior Rugby League & Fraser Coast Junior Rugby League) to be classified as a ‘local junior’ If a player has played the majority of junior (international) years at one club, then he automatically becomes a ‘local junior’ for that club If a player has played equal years with a number of clubs then prior to the commencement of the season, he must nominate to the BRL Commissioner his junior club of choice (Note: the player’s decision is final) Local junior will be allocated zero (0) points
MATCH DAY POINTS COMPLAINTS
All complaints/disputes relating to the Points System must be in writing addressed to the BRL Secretary prior to 12 midday of the following Wednesday after the match The Qualifications Committee shall deal with all enquires by 12 midday of the ensuing Wednesday Penalties for a club found in breach of exceeding points allocations include a maximum fine of $1000 per match with the automatic loss of the match and all points scored
