1. The Council of the London of Hounslow proposes to make the above-mentioned Orders under sections 6 and 124 of the Road Traffic Regulation Act 1984. 2. The general effect of the Orders would be to: (a) restrict unauthorised vehicular access into and out of the Heston Services (eastbound) by way of the access road linking North Hyde Lane with the service station; and (b) introduce “at any time” waiting and loading restrictions in the access road linking Heston Services (Eastbound) and North Hyde Lane throughout the north side, and in certain lengths of the south side. 3. Documents giving further information about the proposed Orders, including detailed descriptions and plans, can be view for a period of 21 days from the date of this Notice online at hounslow.gov.uk by typing in the term “traffic notices” in the search bar. 4. Any person wishing to object to the proposed Orders should send a statement in writing stating the grounds of the objection to the Assistant Director Transport, Parking & Environmental Strategy at Hounslow House, 7 Bath Road, Hounslow, TW3 3EB, or by email to [email protected] quoting the reference TMO/P030/20 to be received by no later than 18 November 2020.

The London Borough of Hounslow (Prescribed Routes) (No.2) Order 2018 imposes restrictions on moving traffic at various locations within the London Borough of Hounslow. This Order further amends the Order of 2018 by introducing a prohibition of motor vehicles except permit holders restriction to apply in a short length of the unnamed access road linking Heston Services (Eastbound) and North Hyde Lane.

This Order further amends the Order of 2008 by introducing “at any time” waiting and loading restrictions in certain lengths of the unnamed access road linking Heston Services (Eastbound) and North Hyde Lane.

Heston Services (Eastbound) Access Road – Proposed Restricted Access and Waiting and Loading Restrictions Statement of Reasons

The proposed Orders would prohibit unauthorised vehicles from entering into or proceeding in a short length of the unnamed access road linking Heston Services (Eastbound) and North Hyde Lane, and deter obstructive waiting (parking) and loading/unloading by vehicles throughout the north side and in certain lengths of the south side of the access road within and either side of the motor vehicle prohibition.

Motorway Service Operators are obligated to ensure that the use of the rear accesses to their sites is confined to authorised vehicles only, so as to prevent the service areas from becoming informal motorway junctions.

Previous attempts to restrict access at this site with signage have proved ineffective, so a prohibition of motor vehicles Order is now being proposed for the unnamed access road linking Heston Services (Eastbound) and North Hyde Lane that would enable the London Borough of Hounslow to undertake effective enforcement and ensure the prohibition is observed.

In this Order, except where the context otherwise requires, the following expressions have the meanings hereby respectively assigned to them: Revoked by TMO 2019/27 “Authorise Vehicle List” means a list of authorised road user vehicle registration numbers supplied to London Borough of Hounslow by Moto and/or Travelodge. “ FC Event Days” means any such day when an event is taking place at Brentford Football ground , Braemar Road, Brentford restrictions will come into operation 2 hours prior to an event starting and would be lifted 15 minutes after an event has started. The restrictions would then be reinstated 15 minutes before the event concludes and will remain in operation one hour after an event to facilitate the safe movement of pedestrians to and from the stadium. “Council” means the Council of the London Borough of Hounslow; “Forge Lane island site” means the triangle island at or adjacent to the junction of Forge Lane and Green Lane, ; “goods vehicle”, “local bus” “pedal cycle” and “taxi” have the same meanings as in the Traffic Signs Regulations and General Directions 2015j; and “Highways England” means the company appointed as a highway authority by the Secretary of State for Transport “Moto” means Moto Hospitality Limited incorporated and register in England and Wales with company number 00734299. Added by TMO 2019/27 "permit holder“ means any driver whose vehicle is listed on the list of authorised road user vehicle registration numbers held by the London Borough of Hounslow. 4. a) No person shall cause any vehicle to proceed in any length of road specified in column 2 of Schedule 1 in a direction other than that specified in column 3, unless otherwise stated in column 4 of the said Schedule. b) No person shall cause any vehicle to enter a road specified in column 2 of Schedule 2 at the location so specified, unless otherwise stated in column 3 of the said Schedule. c) No person shall cause any vehicle proceeding in any length of road as specified in column 2 of Schedule 3 to turn right into any length of road specified in column 3 of Schedule 3 during the hours specified in column 4 unless otherwise stated in column 5 of the said Schedule. d) No person shall cause any vehicle proceeding in any length of road as specified in column 2 of Schedule 4 to turn left into any length of road specified in column 3 of Schedule 3 during the hours specified in column 4 unless otherwise stated in column 5 of the said Schedule. e) Every person causing any vehicle to proceed in any length of road specified in column 2 of Schedule 5 shall upon reacing the junction with the road specified in column 3 proceed in the direction specified in column 4 during the hours specified in column 5 unless otherwise stated in column 6 of the said Schedule. f) No person shall cause or permit any vehicle proceeding in any length of road as specified in column 2 of Schedule 6 to make a U-turn, so as to proceed in the opposite direction to which the vehicle was proceeding. g) No person shall cause any vehicle to proceed in any length of road specified in column 2 of Schedule 7 with the overall load width of which together with the load (if any) carried thereon exceeds the width specified in column 3 unless otherwise stated in column 4 of the said Schedule. h) No person shall cause any vehicle to enter into any length of road specified in column 2 of Schedule 8 during the hours specified in column 3 unless otherwise stated in column 4 of the said Schedule. i) No person shall cause any motor vehicle to proceed in any length of road specified in column 2 of Schedule 9 during the hours specified in column 3 unless otherwise stated in column 4 of the said Schedule. Article j) and Schedule 10 added by TMO 2019/27 5. Nothing in this Order shall apply to: a) anything done with the permission or at the direction of a police constable in uniform; b) in relation to a vehicle being used for ambulance, fire brigade or police purposes in an emergency; or c) to any person who causes any vehicle to proceed in accordance with any restriction or requirement indicated by traffic signs placed pursuant to sections 66 and 67 of the Road Traffic Regulation Act 1984.

6. Nothing in Articles 4(h) and 4(i) shall apply to: a 1986 c.60 Page 3 of 18 2018/97 a) a vehicle being used in the service of the local authority for the purpose of collecting refuse, the maintainance, improvement, reconstruction or cleansing of the highway; b) a vehicle being used for the purpose of laying, erection, alteration or repair of any main, pipe or apparatus for the supply of gas, water or electricity or of any telecommunication system; c) a vehicle being used for the for the purpose of any building operation, demolition or excavation adjacent to the street or length of street specified in Schedules 8 and 9;
