Mobile Networks Update: (December 2018)

It's been six months since OpenSignal's last State of Mobile Networks report on Taiwan, and our speed awards remain dominated by two operators, while we saw another draw in 4G availability. The country continues to impress in 4G availability with four operators passing the 90% mark. But there remains a wide range of speeds across Taiwan's operators — from the very fast to the distinctly mediocre — while one operator has increased its lead in our 4G and overall download categories. Analysing over 454 million measurements from nearly 35,000 devices in the three months from 1 September 2018, we examined the country's five key operators on a national level, as well as their performance in four of Taiwan's biggest cities. ( )

In 4G availability, we saw FarEasTone draw with Taiwan Mobile, after the latter drew with GT six months ago. Both FarEasTone and Taiwan Mobile had highly impressive scores approaching the 95% mark, while four of Taiwan's operators have now passed the 90% 4G availability milestone in our measurements. The dominance of the leading operators was reflected in the cities, where Taiwan Mobile drew with FarEasTone in three metros, while Taiwan Mobile won outright in the capital .

The other key change in our awards was in 4G latency, where we saw T Star grab the crown from FarEasTone. FarEasTone's score stayed virtually the same over the past six months at around 34 milliseconds in our measurements, but T Star improved its score by nearly 10ms to leapfrog three of Taiwan's operators into the lead. T Star also came from behind to win our 4G latency award outright in three of Taiwan's cities.

Our network speed analysis remained dominated by two operators, as kept hold of both our 4G and overall download speed awards, while FarEasTone again won both download and 4G upload. This was reflected in Taiwan's largest cities, as Chunghwa Telecom won our 4G download and overall speed awards outright in three cities, while it drew with FarEasTone in both categories in Taichung.

Our Methodology

OpenSignal measures the real-world experience of consumers on mobile networks as they go about their daily lives. We collect 3 billion individual measurements every day from tens of millions of smartphones worldwide.

Our measurements are collected at all hours of the day, every day of the year, under conditions of normal usage, including inside buildings and outdoors, in cities and the countryside, and everywhere in between. By analyzing on-device measurements recorded in the places where subscribers actually live, work and travel, we report on mobile network service the way users truly experience it.

For this particular report, 454,762,501 datapoints were collected from 34,728 users during the period: Sep 1 - Nov 29, 2018.

We continually adapt our methodology to best represent the changing experience of consumers on mobile networks and, therefore, comparisons of the results to past reports should be considered indicative only. For more information on how we collect and analyze our data, see our methodology page.

For every metric we've calculated statistical confidence intervals and plotted them on all of the graphs. When confidence intervals overlap for a certain metric, our measured results are too close to declare a winner in a particular category. In those cases, we show a statistical draw. For this reason, some metrics have multiple operator winners.
