Federico M. Rossi was born in Buenos Aires, Argentina. After completing his Bachelor in Political Science at the Universidad de Buenos Aires he went to Florence. In Italy he obtained at the European University Institute a Ph.D. in Political and Social Sciences in 2011. His research interests have included national and transnational social movements, protest, trade unions, democratization, and youth political participation. His field research has, to date, been primarily in Argentina, Brazil and Italy and he has written on the assemblies’ movement of Buenos Aires, the piqueteros movement in Argentina, land reform movements in Brazil, transnational movements, trade unions and globalization in Latin America, democratization and contentious politics, and youth political participation. Federico is working on two edited books and a monograph. The first volume, co-edited and co- authored with Eduardo Silva, is about the neoliberal critical juncture and the second wave of incorporation in Argentina, Bolivia, Brazil, Ecuador and Venezuela. The second volume, co- edited and co-authored with Marisa von Bülow, is a collection of theoretical contributions to the general literature on contentious politics by scholars studying social movements in Latin America. Finally, he is working on a single-authored monograph about the second wave of incorporation and territorial politics in Argentina. White by Law The Legal Construction of Race Revised and Updated 10th Anniversary Edition Ian Haney Lόpez NEW YORK UNIVERSITY PRESS New York and London (2006) 1│White Lines In its first words on the subject of citizenship, Congress in 1790 restricted naturalization to “white persons.” Though the requirements for naturalization changed frequently thereafter, this racial prerequisite to citizenship endured for over a century and a half, remaining in force until 1952. From the earliest years of this country until just a generation ago, being a “white person” was a condition for acquiring citizenship. Whether one was “white” however, was often no easy question. As immigration reached record highs at the turn of this century, countless people found themselves arguing their racial identity in order to naturalize. From 1907, when the federal government began collecting data on naturalization, until 1920, over one million people gained citizenship under the racially restrictive naturalization laws. Many more sought to naturalize and were rejected. Naturalization rarely involved formal court proceedings and therefore usually generated few if any written records beyond the simple decision. However, a number of cases construing the “white person” prerequisite reached the highest state and federal judicial circles, and two were argued before the U.S. Supreme Court in the early 1920s. These cases produced illuminating published decisions that document the efforts of would-be citizens from around the world to establish their Whiteness at law. Applicants from Hawaii, China, Japan, Burma, and the Philippines, as well as all mixed- race applicants, failed in their arguments. Conversely, courts ruled that applicants from Mexico and Armenia were “white,” but vacillated over the Whiteness of petitioners from Syria, India, and Arabia. -

No. 29 2019 Questioning Whiteness: “Who is white?” ―A case study of Barbados and Trinidad― Michiru Ito1 1International Center, Otsuma Women’s University 12 Sanban-cho, Chiyoda-ku, Tokyo, Japan 102-8357 Key words:Whiteness, Caribbean, Barbados, Trinidad, Oral history Abstract This paper seeks to produce knowledge of identity as European-descended white in the Caribbean islands of Barbados and Trinidad, where the white populations account for 2.7% and 0.7% respectively, of the total population. Face-to-face individual interviews were conducted with 29 participants who are subjectively and objectively white, in August 2016 and February 2017 in order to obtain primary data, as a means of creating oral history. Many of the whites in Barbados recognise their interracial family background, and possess no reluctance for having interracial marriage and interracial children. They have very weak attachment to white hegemony. On contrary, white Trinidadians insist on their racial purity as white and show their disagreement towards interracial marriage and interracial children. The younger generations in both islands say white supremacy does not work anymore, yet admit they take advantage of whiteness in everyday life. The elder generation in Barbados say being white is somewhat disadvantageous, but their Trinidadian counterparts are very proud of being white which is superior form of racial identity. The paper revealed the sense of colonial superiority is rooted in the minds of whites in Barbados and Trinidad, yet the younger generations in both islands tend to deny the existence of white privilege and racism in order to assimilate into the majority of the society, which is non-white. -

AQUILINA WE read in verse 19 of Chapter IT of Genesis that 'The Lord God having formed out of the ground all the beasts of the earth and all the fowls of the earth brought them to Adam to see what he would call them; For what soever Adam called any living creatures the same is its name'. This is the first historical record of man as a name-giver. As a name places a living, or non-living, creature, a thing or an idea, or any intellectual abstraction, within a context of recognizable reality of human experience in a way that it can be distinguished from others existing within the same, or different or kindred, category, we can say that names indi viduat ing realities or sUbjective reactions are indicative labels. In a sense the name is the thing or the person itself. Indeed, amongst savages the name is considered as an integral part of the person that bears it. As a rule, therefore, the savage prefers to be known rather by his substituted name than by his real name, the reason being that while one cannot harm him through the substituted name one can reach him and do him harm through his own name, which is his real personal identity. Hence the Maltese saying skond laqmek ghamlek 'A.s you are so is your surname'. Latin nomina omina 'names are omens', and a Kirundi saying [zina niryo muntu 'Le nom c'est l'homme' given by F .M. -

EXPLAINING WHITE PRIVILEGE TO A BROKE WHITE PERSON... Gina Crosley-Corcoran Years ago, some feminist on the internet told me I was "Privileged." "WTH?!?" I said. I came from the kind of Poor that people don't want to believe still exists in this country. Have you ever spent a frigid northern Illinois winter without heat or running water? I have. At twelve years old, were you making ramen noodles in a coffee maker with water you fetched from a public bathroom? I was. Have you ever lived in a camper year round and used a random relative's apartment as your mailing address? We did. Did you attend so many different elementary schools that you can only remember a quarter of their names? Welcome to my childhood. So when that feminist told me I had "white privilege," I told her that my white skin didn't do shit to prevent me from experiencing poverty. Then, like any good, educated feminist would, she directed me to Peggy McIntosh's 1988 now-famous piece, "White Privilege: Unpacking the Invisible Knapsack." After one reads McIntosh's powerful essay, it's impossible to deny that being born with white skin in America affords people certain unearned privileges in life that people of another skin color simple are not afforded. For example: "I can turn on the television or open to the front page of the paper and see people of my race widely represented." "When I am told about our national heritage or about “civilization,” I am shown that people of my color made it what it is." "If a traffic cop pulls me over or if the IRS audits my tax return, I can be sure I haven’t been singled out because of my race." "I can if I wish arrange to be in the company of people of my race most of the time." If you read through the rest of the list, you can see how white people and people of color experience the world in two very different ways. -

In the imaginary of the majority of Argentines, the tango is identified as "music of the city," fundame ntally linked to the city of Buenos Aires and its neighborhoods. In this imaginary, the music of the capital of the country is distinguished from the music of the provinces (including the province of Buenos Aires), which has been called campera, musica criolla, native, folk music, etc. -

Maurício Sirotsky Sobrinho, s/n, km02, Jurerê, Florianópolis, SC, 88053-700, Brasil Abstract: The aim of this study was to characterize the feeding behavior of the Guiana dolphin, S. guianensis, through description and quantification of the strategies used by the dolphins, and possibly to apply this patterns to other areas in its distribution. Data were collected during systematic boat surveys, between November/1996 and May/1997, with 120 hours and 13 minutes of total observations. Scheffé Test was utilized to determine whether some strategies were used more than others. Six basic strategies of dolphin feeding behavior were identified: Individual Random Feeding (IRF), Group Random Feeding (GRF), Circular Cooperative Feeding (CCF), Front Cooperative feeding (FCF), Crossing Cooperative Feeding (CRF) and Zig-zag Cooperative Feeding (ZCF). The strategy GRF was statistically different from the others (Scheffé 5%). Previous studies suggested that S. guianensis exhibit two basic feeding strategies, while here we show greater diversity on the feeding behavior, with more complex and varied foraging strategies than previously reported for this species. Observed variation in the coordination of individuals, group cohesion, movement patterns, prey availability and environmental features, demonstrates the complexity of the S. guianensis feeding behavior. In this context, the Emilia-Romagna Region (Italy) is considered a pioneer in Italy, due to the efforts taken for the transition towards a circular economy. It was the first Italian region to launch a specific law on the subject besides to have relevant projects. Thus, the objective of this paper is to analyse the efforts aimed at the transition to a circular economy in the Emilia-Romagna Region, Italy, considering technological, legal–regulatory, and financial points of view under a market orientation. Complementary, we pointed out the main initiatives related to the circular economy and the areas of interest. To gather data, we conducted applied, descriptive and qualitative research. -

Employing Critical Race Theory as the theoretical framework, each counties’ analysis results are examined. The concepts of race, systemic racism, White privilege and interest-convergence are used to assess both counties continuance of sustaining a racially imbalanced historical narrative. I posit that the construction of history of Bates County and Cass County continues to influence and reinforces systemic racism in the local narrative. White Fragility and the Rules of Engagement BY DR. ROBIN DIANGELO How to engage in the necessary dialogue and self-reflection that can lead to structural change. ––– I am white. I write and teach about what it means to be white in a society that proclaims race meaningless, yet remains deeply divided by race. A fundamental but very challenging part of my work is moving white people from an individual understanding of racism—i.e. only some people are racist and those people are bad—to a structural understanding. A structural understanding recognizes racism as a default system that institutionalizes an unequal distribution of resources and power between white people and people of color. This system is historic, taken for granted, deeply embedded, and it works to the benefit of whites. The two most effective beliefs that prevent us (whites) from seeing racism as a system are: 1. that racists are bad people and 2. that racism is conscious dislike; if we are well-intended and do not consciously dislike people of color, we cannot be racist. This is why it is so common for white people to cite their friends and family members as evidence of their lack of racism. However, when you understand racism as a system of structured relations into which we are all socialized, you understand that intentions are irrelevant. And when you understand how socialization works, you understand that much of racial bias is unconscious. Negative messages about people of color circulate all around us. While having friends of color is better than not having them, it doesn’t change the overall system or prevent racism from surfacing in our relationships. -

This paper shifts attention toward the racialization of dominant group space, namely, the creation and maintenance of white places. Using the case study of the software workplace, I argue that white places are formed through a process of whitewashing, which simultaneously denies race and superimposes white culture. Whitewashing wields language and invisibility to deny race and promote a particular kind of multiculturalism, while cloaking the workplace in a culture of informality and business politics. -
