    TOWN COUNCIL MEETING January 24, 2011 5:30 p.m. Work Session – Legislative Delegation, Town Council and School Committee In attendance were Representatives Jared Nunes, Patricia Morgan, Patricia Serpa, Scott Guthrie, Lisa Tomasso and Michael Chippendale and Senators Nicholas Kettle and Glenford Shibley. School Committee members present included Chairwoman Katherine Patenaude and School Committee members Thomas Hetherman, Lianne Russell, Nancy Sprengelmeyer and Judith Liner. Town Council members present were President Gary Cote, Vice-President Kerry McGee, Councilman Ted Jendzejec and Councilman Raymond Spear. Town Manager Thomas Hoover Town Solicitor Frederick Tobin Items for discussion: Replacement of the General Nathanael Greene Memorial Bridge State budget Proposed Legislative actions Increasing the limit for settlement bonds Extension on fire code mandate at Coventry High School Local budget forecasts Unfunded state mandates With regard to anticipated state aid funding, Representative Serpa explained that she has not seen the Governor’s budget yet but will forward all correspondence that she receives to Manager Hoover. She advised that the town should count on no increases. Even though the estimates for projected revenues are looking better, the town should proceed with caution. Neither Representative Serpa nor Senator Shibley have heard anything yet as far as money and agreed that the town should assume no increase, especially since the state has a $350 million shortfall to close. Representative Guthrie thinks the town may be forced to change the way it taxes, for example the motor vehicle tax, as doesn’t expect more money to be given to the cities and towns. Representative Tomasso added that it is important that if the tax rate changes, the levy stays the same.

The Battle over Wastewater between Woonsocket and North Smithfield Structured Abstract Purpose— This case study analyzes a protracted battle that took place between two Rhode Island municipalities over the use of a shared wastewater facility. It traces a five-year long dispute during which time the host community (Woonsocket) imposed a new host fee on the user communities (including North Smithfield). This paper highlights the challenges that may arise during the implementation of a long term inter-jurisdictional agreement. Design/methodology/approach— This case study draws on interviews conducted with officials from the Rhode Island Department of Environmental Management, City of Woonsocket, and Town of North Smithfield. Additionally, it pulls from relevant legal documents, recordings and minutes from meetings of the Woonsocket City Council and North Smithfield Town Council, City Council resolutions, state legislation, and local press coverage.

    Your Guide to Local Elections

    They’re Running!: Your guide to local elections COVID has pushed almost all other news out of the limelight, but 2020 is still an election year, and even though the national parties’ presidential primaries wrapped up months ago, the American experiment is still crackling on our local level. With most of the major candidates announced and wrapping up their nomination papers, we’ve put together an election guide to help you keep track. Cranston, Rhode Island’s own second city, has a number of important or notable races this year. Mayor Allan Fung is term-limited out of the mayoral office, and both parties have contested primaries. Fung has endorsed city council member Ken Hopkins, but City Council President Michael Farina has racked up the local party’s endorsements and has a rather “extravagant” campaign strategy. On the Democrats’ side, longtime council member Steven Stycos is squaring off against former councilwoman Maria Bucci. Republicans have controlled both the mayor’s office and city council since 2016. With six ward seats and three citywide seats, it’s up in the air who will control the council. Speaker Nick Mattiello is running for re-election for his seat in House District 15. This year’s challenger is Cranston First Lady Barbara Ann Fenton-Fung, wife of outgoing mayor Allan Fung. Mattiello is possibly having the worst year of anyone in RI politics, being the target of at least two grand jury investigations. Right to Life has publicly supported Fenton-Fung, as pro-life organizations feel stung after the Speaker let abortion rights get codified into state law.

OPEN ViewPDF.io State legislative seats that changed party control, 2018 PRIMARY ELECTIONS FEDERAL ELECTIONS STATE ELECTIONS LOCAL ELECTIONS VOTER INFORMATION On November 6, 2018, 6,073 seats were up for election across 87 of the nation's 99 state legislative chambers. As a result of the elections, control of 508 seats was flipped from one party to another. 2018 State Democrats gained a net 308 seats in the 2018 elections, Republicans lost a net 294 seats, and third legislative elections party and independent candidates lost a net 14 seats. At least one flip occurred in every state except Louisiana, Mississippi, New Jersey, and Virginia, which did not hold state legislative elections in 2018. « 2017 2019 » New Hampshire had 77 seats flip, the most of any state. Sixty-seven of those seats flipped from Republicans to Democrats, seven from Democrats to Republicans, two from third party legislators to Republicans, and one from a third party legislator to a Democrat. Maine followed with 26 flips, including 16 Republican seats to Democrats, two Democratic seats to Republicans, three Republican seats to third party candidates, and five third party seats to Democrats. The only other state with more than 20 flips was Pennsylvania, with 19 Republican seats flipping to Democrats and three Democratic seats flipping to Republicans. Six state legislative chambers flipped control in 2018, including both chambers of the New Hampshire General Court, the state senates of Colorado, Maine, and New York, and the Minnesota House of Representatives.

The figures in the document are drawn from campaign finance records (Campaign Contributions and Expenditures Report, CCER-1) on file at the State Board of Elections for the calendar year 2014. The document was compiled by Nathan McGuire (Boston College, Class of 2016), Kate Mancosh (Furman University, Class of 2017), and Matthew Romano (Boston College, Class of 2018). Candidates for office are ranked by the amount of money raised for a campaign (“Raised”), and the amount of money spent (“Spent”) on a campaign. In addition to names and numerical ranking, the report includes data for two other points. The column titled “Other Resources” reflects funds available to a candidate for his/her campaign that were not raised during 2014. Figures in this column include money on hand prior to January 1, 2014, personal loans to a campaign, returns of deposit money for public utilities, and other sources of campaign revenue. The last column for Senators and Representatives is titled “Opponents.” In this column, opposition is characterized in three categories, as follows: N = No Opponent O = An opponent who received less than one-third, or 33.3%, of the vote in the election. C = A “credible” opponent who received more than one-third, or 33.3%, of the vote in the election.
