Like other cases where the crisis and downfall of democracy was led by authoritari- an elites either in opposition to or alliance with the fascists, this study aims to analyse the factors that led to the rise of fascism, as well as the conditions for its success in the inter-war period. The first chapter examines the foundation and political trajec- tory of Lusitanian Integralism (Integralismo Lusitano, IL), the main Portuguese radical right movement, and the political profile of the charismatic leader of the National Syndicalists, Rolão Preto. It analyses the main factors that led to the late emergence of fascism in Portugal, as well as the peculiarities of the fall of the Liberal Republic and the transition to authoritarianism in the twenties. The second chapter looks at the foundation of National Syndi- calism in the context of the Military Dictatorship established in 1926, and assesses its political and social characteristics. The third chapter describes the organisational structure as well as the political and social profile of the leaders and members of the NS. The fourth chapter draws some parallels between NS and National Union (União Nacional, UN), the government’s party, which became the single party of Salazar’s New State (Estado Novo) regime. xii The Blue Shirts The last three chapters of the book consist of a diachronic analysis of the growing tension between the fascists and Salazarism. Chapter five assesses the attitude of the fascists towards the forma- tion of the New State and their ‘forced integration’ into the new authoritarian order. The sixth chapter, which is perhaps the most difficult to reconstruct empirically, looks at anti-Salazar radicalisa- tion by a part of the movement, which culminated in the attempt- ed coup of September 1935. To place this analysis in context, chap- ter seven undertakes an assessment of the role of the fascists in Salazar’s New State in comparative perspective. Given its monographic nature, this book does not analyse in detail the wider context in which the events described take place. For an introduction to the period and more details about context the reader can refer to a previously published book on the New State and European fascism1. Three kinds of primary sources were used to carry out research for the book: The records of the political police of Salazarism (PIDE/DGS) and of the Ministry of the Interior, held in the Torre do Tombo National Archives in Lisbon. Internal NS correspon- dence, mainly what is left of Rolão Preto’s personal records and those of other national syndicalists were important, as were first- hand accounts, although there were few of these given that not many of the leaders and militants are still living. The first of these sources allowed me to fill in some information gaps, given that NS left no formal party archives. The police files were essential, as they provided quantitative data on age, social profile and political careers of NS leaders and information allow- ing a reconstruction of their political action, particularly during the ‘underground’ period.     Politics of Identity and Counter-Hegemony: Lopes-Graça and the Concept of “National Music” MÁRIO VIEIRA de CARVALHO The idea of “national music” plays a paramount role in the theory and praxis of the Portuguese composer Fernando Lopes-Graça (1906-1994), who was confronted with it in the 1920s, when ‘nationalism’ increasingly influenced different ideological discourses and became entangled in arts and music. In this paper, I begin with a brief historical retrospective in order to situate the “position” of Lopes- Graça and discuss the circumstances in which he first joined the mainstream, then radically broke with it, and finally developed what I call a counter-hegemonic “politics of identity,” 1 based on a particular concept of “national music”: a concept not yet given , but still to be constructed. Lopes-Graça was able to inscribe this concept within a broader strategy of cultural resistance against the Estado Novo (the “New State”), including alternative, counter-hegemonic structures of communication. The sentiment of decadence and nationalism In Portugal, the turn to “musical nationalism” dates back to the end of the 19th century, with the pianist and composer José Viana da Mota (1868–1948) and the composer Alfredo Keil (1850–1907). 2 It coincides, on the one hand, with a prevailing sense that Portugal had lapsed into decadence, aroused by the colonial crisis and the British ultimatum (1890) concerning certain Portuguese territorial ambitions in Africa, and, on the other hand, with the rise of the Republican movement, which had grown in influence since 1880 as a “patriotic” alternative to the establishment. The fanfare of the last section—Ressurgimento (‘Resurgence’)—of the Symphony “ à Pátria ” (dedicated to the homeland), written by Viana da Mota in 1895 (immediately after his entry into Freemasonry), seems to anticipate the Republican victory of 1910.

The history of Fascist corporatism, however, is not only an unsuccessful story. Despite the failure of the “corporatist revolution” and “Fascist third way”, Fascist corporatism since the mid- Twenties helped the progressive development of a new political system to regulate relationship between State and private interests. The paper examines not only the institutional framework (the systems of formal laws, regulations, and procedures, and informal norms) but also their acts and real activities. It dwells upon internal debates, political and institutional importance acquired by corporative institutions in Fascist regime and behaviours of entrepreneurial organizations and labour unions. In this way, the paper aims to point out the “real” consequences of Fascist corporatism, different from the ideological ones. Articles History Department’s 2013 Faculty Choice Award A Historiography of Fascism By Glenn-Iain Steinback Abstract: A long-standing historical debate revolves around the definition, fundamental nature and historical constraints of the concept of fascism. A wide array of scholarly questions about the political and ideological nature of fascism, the minimum or necessary traits of a fascist movement, arguments over the classification of semi-fascist groups and the concept of generic fascism characterize this debate. The result is a substantial body of scholarly research replete with competing theories for the evolution and origin of fascism as a concept, of individual fascist movements and even over the geographic and temporal application of the term itself within history. This paper is a historiography of fascist studies that illuminates the development of the scholarly narrative and understanding of fascism. Beginning with the historically contemporary Marxist perceptive of fascism, this paper examines competing and complimentary understandings of the phenomenon across the twentieth century, including various theories for the evolution of fascism in Europe, the relationship to and placement of fascism in the broader political spectrum, and the debate over fascism as a form of political religion.

In 13 the context of climate change adaptation strategies, a reliable and accurate assessment of the 14 physical vulnerability to SLR is crucial. This study is a contribution to the implementation of 15 flooding standards imposed by the European Directive 2007/60/EC, which requires each member 16 state to assess the risk associated to SLR and floods caused by extreme events. Therefore, coastal 17 hazard in the Continental Atlantic coast of Portugal Mainland was evaluated for 2025, 2050 and 18 2100 in the whole coastal extension with different sea level scenarios for different extreme event 19 return periods and due to SLR. A coastal flooding probabilistic map was produced based on the 20 developed methodology using Geographic Information Systems (GIS) technology.

    Political Extremism in the 1920s and 1930s: Do German Lessons Generalize?G ALAN DE BROMHEAD, BARRY EICHENGREEN, AND KEVIN H. O’ROURKE We examine the impact of the Great Depression on the share of votes for right- wing extremists in elections in the 1920s and 1930s. We confirm the existence of a link between political extremism and economic hard times as captured by growth or contraction of the economy. What mattered was not simply growth at the time of the election, but cumulative growth performance. The impact was greatest in countries with relatively short histories of democracy, with electoral systems that created low hurdles to parliamentary representation, and which had been on the losing side in World War I. he impact of the global credit crisis and Great Recession has been Tmore than just economic. In both parliamentary and presidential democracies, governments have been ousted. Hard economic times have increased political polarization and bred support for nationalist and right-wing political parties. All this gives rise to fears that economic hard times will feed political extremism, as it did in the 1930s. Memories of the 1930s inform much contemporary political commentary, just as they inform recent economic commentary.
