Per Curiam March 19, 2018 I. Introduction This case has its genesis in a hard-fought congressional redistricting battle waged in state and federal courts across the Commonwealth of Pennsylvania. The various antecedent lawsuits engaged Republican members of the Pennsylvania General Assembly, Democratic elected and appointed officials of the Commonwealth, Democrat and Republican activists, and numerous interested parties from within and outside the Commonwealth. -

November 13, 2018 Dear Colleague: We write today to share our support for Steny Hoyer to serve as Majority Leader in the 116th Congress. In the majority, we will have considerable opportunity to effect change and great responsibility to get things done on behalf of our constituents. We will need a steady, experienced leader over the next two years, who also works to empower our Members and prepare them for future leadership opportunities. We will need someone who will hold President Trump, his Administration, and Congressional Republicans accountable – while still being able to work effectively in a divided government to get legislation passed. It is for these reasons that we believe that Steny is the person we need as Majority Leader. Steny was out on the trail tirelessly campaigning this cycle, doing the hard work necessary to take back the House. He traveled to districts in every part of the country, campaigning with progressive and moderate Democratic candidates alike. He’s been there for us: traveling for us, raising money for us, and he’s often one of the first people to reach out and offer his support. He has been a mentor to many of us. We believe it is critical for our leaders to promote Members across our Caucus and give them real opportunities to lead. Steny has done this, and will continue to do so. Half of his Whip team is composed of Members who have served for three terms or less. He was a strong supporter of efforts in 2016 to expand the leadership team, and he is committed to making changes that empower Members further, including by strengthening the Committee process. -

Fact Sheet: The House Health Repeal Bill’s Impact on Pennsylvania A year ago, a majority of the House of Representatives, including Representatives Mike Kelly, Scott Perry, Glenn Thompson, Bill Shuster, Tom Marino, Lou Barletta, Keith Rothfus, Lloyd Smucker, and Tim Murphy, voted for and passed the so-called “American Health Care Act,” or AHCA, a health repeal bill that would have cut coverage, increased costs, and eliminated protections for hundreds of thousands of Pennsylvanians. The bill would have imposed an “age tax,” letting insurers charge people over 50 five times more for coverage, and put the health of one in five Americans on Medicaid in jeopardy, including seniors, children, and people with disabilities. While Pennsylvanians would have lost out, the wealthy and insurance and drug companies would have gotten $600 billion in new tax breaks. AHCA Meant Pennsylvanians Would Have Lost Coverage 777,000 Pennsylvanians Would Have Lost Coverage. In 2026, 777,000 Pennsylvanians would have lost coverage under this bill. 371,800 With Medicaid Would Have Lost Coverage. Under the American Health Care Act, 371,800 Pennsylvanians with Medicaid would have lost their coverage. 10,800 Veterans in Pennsylvania Would Have Lost Coverage. Under the American Health Care Act, 10,800 veterans in Pennsylvania would have lost their Medicaid coverage. AHCA Meant Pennsylvanians Would Have Paid Higher Costs, Especially Older Pennsylvanians Raise Premiums By Double Digits. The nonpartisan Congressional Budget Office found that a key part of the American Health Care Act, repealing the requirement that most people have health insurance, will premiums 10 percent next year. Though the AHCA never became law, Congressional Republicans managed to enact these changes through the GOP tax bill. -

This is an action concerning, inter alia, the Pennsylvania Supreme Court’s striking of a validly-enacted congressional districting plan and issuance of a substitute plan, each action in direct violation of the Elections Clause of the United States Constitution (the “Elections Clause”). 2. The Elections Clause provides, in relevant part, that “[t]he Times, Places and Manner” of holding congressional elections “shall be prescribed in each State by the Legislature thereof[,]”or by an act of Congress. -

Over the past two years, almost every major clean water protection, including the Clean Water Act, has been under assault by the federal government. And the November elections represent a chance for voters to let their elected representatives know their views on these attacks. And with state legislators in Harrisburg trying to outdo Washington in deregulating the oil and gas industry, who gets elected to Harrisburg matters more than ever. In 2018, there has been a real groundswell of candidates who have strong records of making environmental protection a priority at both the state and federal levels. Voters can ensure that representatives who will champion clean water and a healthy planet get elected. Top of the Ticket: Bob Casey for U.S. Senate and Tom Wolf for Governor Clean Water Action has endorsed Bob Casey for U.S. Senate and Tom Wolf for Governor in recognition of their strong records in support of environmental protection. Casey introduced the FRAC Act in the Senate to close the Halliburton Loophole, which has allowed oil and gas companies to hide from the public the toxic chemicals they are releasing. And since Trump’s election, Casey has been outspoken on the many anti-environmental actions by Trump and Scott Pruitt and Andrew Wheeler at EPA. By contrast Casey’s opponent, Lou Barletta, has an abysmal 0% environmental voting score as a member of the U.S. House. Bob Casey As Governor, Tom Wolf has voted for a permanent ban on fracking in the Delaware watershed, established a first ever reduction in methane emissions from gas wells and pipelines, and expanded state regulations on fracking, including a ban on open air frack pits which has been a major contamination source throughout the state. -

November 7, 2018 Pennsylvania Was One of the Most Closely Watched

Redistricting of Congressional seats meant a shakeup was coming for the Commonwealth’s 18-member delegation. At the statewide level, the Governor and one of two U.S. Senators were on the ballot. In the state legislature, half of the 50 Senate seats (even- numbered districts) and the entire 203-seat House of Representatives were up for grabs. During the 2017-18 legislative session the Pennsylvania House of Representatives was comprised of 121 Republicans and 82 Democrats. After last night’s election, the 2018-19 legislative session will have 109 Republicans and 94 Democrats, after the Democrats picked up 11 seats. In the Pennsylvania Senate, Republicans had a majority during the 2017-18 by a margin of 34-16. Yesterday, Senate Democrats picked up 5 seats, narrowing the Republican’s majority. Next session will have 29 Republican members and 21 Democratic members. The 18-member Pennsylvania delegation had only 6 Democrats during the 115th Congress (2017-19). When new members are sworn into the 116th Congress next year, Pennsylvania’s delegation will be split, with 9 Republicans and 9 Democrats. Governor Governor Tom Wolf (D) and his running mate for Lieutenant Governor John Fetterman (D) defeated the ticket of Scott Wagner (R) and Jeff Bartos (R). Wolf received 2,799,1559 votes (57.66%), while Wagner got 1,981,027 votes (40.81%). U.S. Senate Senator Bob Casey (D) defeated Lou Barletta (R) by a margin of over half a million votes. -
