Subject: Final Fee Structure for the Academic Session 20 l 8-19. Sir/ Madam, I am directed to refer to the subject cited above and to say tha>after receiving proposals for fee approval for the academic session 2018-19, the Government" on the recommendations of the Fee Structure Committee has approved the fee structure of your University as per Annexure- 't.f', subject to following terms and conditions; l. The University shall not start any course without the approval of the Himachal Pradesh Private Educational Institutions Regulatory Commission. 2. The approval of tee structure of new courses as well as for existing courses for the academic session 20 I 8··19 shall be subject to condition that same shall be applicable only after the approval of the courses by the Himachal Pradesh Private Educational Institutions Regulatory Commission. 3. The University shall ensure engaging the faculty as per the norms frxed by the Regulatory bodies i.e. UGC, AICTE, BCl, MC!, etc. and comply with the UGC (Establishment and Maintenance of Standards in Private Universities Regulations) 2003. 4. The University shall comply with "Mandatory Assessment and Accreditation of Higher Educational Institutions" Regulation, 2012. 5. Copies of annual accounts and balance sheet prepared under sub-section (4) of section 39 of the Act of the individual concerned shall be presented to the Regulatory Commission and the Government by 31st May positively. 6. The University shall give the details of regular f1culty, physical academic infrastructure and academic yearly calendar (such as vacation, admission date, eligibility criteria, examination schedule, extra curriculum activities etc.) in the prospectus for the information of students, general public and the State Government, and copy of the same be provided to the Himachal. Pradesh Private Educational Institutions Regulatory Commission as well as to the Govt. well before starting of the academic session. Furiher, the details of the entire faculty including contract/ part time should be available alongwith their photos, qualification and bio-data in the official website of the University. 7. The infrastructure. VJZ. cmnputers, !t:tbon·ltorics and other equipments shall be provided as per the norms of the Regulating Bodice; and shall be available before the start of the respective course. 8. The tuition fee shall be charged annually, in two equal installments. 9. The University shall ensure that fee towar·ds building fund, ir!frastr11dure fund, development fund, elc. be not charged from the students in compliance to judgment passed in CWP No.8789 & 8781 of 2014- Business Institute of Management Studies Vis State of HP and ors. In case lhe Institutional Development Charges have been charged from the old students then it should be ensured that the same should be adjusted in the tuition fee to be charged in future in case of final year students same should be refunded 10. One time Caution Money for Hostel will be ;rs,ooo;. and fryr the University it will be ;rlO,OOO/-, which is refundable. The University shall ensure that the Caution Money which is refundable to the students shall be adjusted in the Tuition Fee, in case of the Final Year of the Students. 11. The University shall ensure that the fee as approved by the Govemment be charged from the Students and no other fees shall be charged under any other head of the University. 12. The University shall clearly categorize the fees for hostellers and non-·hosteller, as the case may be and the details thereof as approved by the Government shall be given in the prospectus. The hostel charges approved in the academic session 2017­ 18 shall be applicable for the academic session 2018-19 also. 13. The University shall encourage and implement all the welfare schemes applicable for the staff as well as to the students. 14. The 10% (ten percent) seats in all the courses will be reserved for Himachali Bonafide BPLI IRDP candidates in all Private Universifles on free of "Tuition Fess Basis''. 15. If any course/ degree./ programme is not recogniz<od by the UGC/ Regulatory Bodies for which the fee has been approved then the fee for the same shall be deemed to be not approved. 16. The fee structure approved for courses for the year 20 18-19, shall not be applicable for the year, unless these courses are not approved by the Himachal Pradesh Private Educational Institutions Regulatory Commission fOr continuation. 17. The fee approved shall be applicable from the academic session 2018-19 for the new batch and till the completion of the course. The old batch shall be charged as per the earlier approved fee structure till completion oftheir course. 18. As per provisions of the Section 8(a.) of the Himachal Pradesh Private Educational Institutions (Regulatory Commission) Act, 2010, upto I% (One) fee as assessed by the Regulatory Commission is required to be credited to the fund established vide Act ibid. To charge such percentage of the total fee as would be assessed by the Regulatory Commission for the academic.. session 2018--19 is pennissible under Section 8(a) of the Act ibid, subject to the final outcome of the Civil Appeal no. 11290 of2013 and get deposited with the HP PEIRC. 19. ln case any deficiency is observed at !ater stage or fee in excess has been ch<lrged, appropriate action as per Act/ Rules shall be initiated against the University. The Himachal Pradesh Private Educational Institutions (Regulatory Commission) Rules, 2011 covers various operational aspects for implementation of the Act such as terms and condition of services, directive powers, operation of funds, penalties, etc. The provisions of this Act or Rules or Orders made thereunder, shall have overriding effect, notwithstanding anything inconsistent therewith contained in any other law for the time being in force.     Chapter-II: Performance Audit CHAPTER-II PERFORMANCE AUDIT Agriculture Department 2.1 Education, Research and Extension activities in Chaudhary Sarwan Kumar Himachal Pradesh Krishi Vishvavidyalaya Performance audit of education, research and extension activities in Chaudhary Sarwan Kumar Himachal Pradesh Krishi Vishvavidyalaya (CSKHPKV) highlighted many financial irregularities, shortage of faculty affecting quality of education, shortfall in enrolment of students in different programmes and delay in completion of research projects. Some of the major findings are as under: Highlights: • Against overall sanctioned strength of 380 faculties, 141 posts (37 per cent) were lying vacant which had affected the quality of education and research activities in the University. (Paragraph 2.1.8.1) • The percentage shortfall in enrolment of students in undergraduate programmes during 2012-17 ranged between 14 and 25 and in postgraduate programmes it ranged between 27 and 67. About 61 to 70 per cent seats in Doctoral programmes remained vacant . (Paragraph 2.1.9.2) • Due to running of non-recognised M.Sc. (Biology) programme by the University during 2007-16 and non-accreditation of programmes under College of Home Science during 2013-17, the University had risked the careers of 259 students who passed out upto 2016-17 under these programmes. (Paragraphs 2.1.9.4 and 2.1.9.5) • Out of 1,545 students passed out under different programmes during 2011-15, only six per cent students (94) got placement through placement cell of the University which indicated that the University was unable to meet the aspirations of the degree holders for securing employment. (Paragraph 2.1.9.8) • The University had not maintained library of outcome of research projects completed during 2012-17 without which their authenticity/ results could not be verified in audit.
