In order to highlight these issues and others (which have been the subject of the authors’ previous studies), in the present work, the dynamics of housing construction in Romania are studied over a long period – namely the period between 1950-2011 – with the aim of highlighting the pres- ent position of Romania compared to other EU countries in terms of housing. The analysis leads to the conclusion that on most housing indicators Romania occupies lower ranks compared to oth- er EU countries. BEISSINGER Princeton University sing two unusual surveys, this study analyzes participation in the 2004 Orange Revolution in Ukraine, comparing participants with revolution supporters, opponents, counter-revolutionaries, U and the apathetic/inactive. As the analysis shows, most revolutionaries were weakly committed to the revolution’s democratic master narrative, and the revolution’s spectacular mobilizational success was largely due to its mobilization of cultural cleavages and symbolic capital to construct a negative coalition across diverse policy groupings. A contrast is drawn between urban civic revolutions like the Orange Revolution and protracted peasant revolutions. The strategies associated with these revolution- ary models affect the roles of revolutionary organization and selective incentives and the character of revolutionary coalitions. ANTHROPOLOGICAL ADVENTURES WITH ROMANIA'S WIZARD OF OZ, 1973-1989 Katherine Verdery Department of Anthropology University of Michigan In a Special Report entitled "Death of a Dictator," aired in April 1990 on the U.S. television channel ABC News, newsman Ted Koppel leads viewers into the surveillance headquarters of the widely feared Romanian secret police, the Securitate. There he points to a modest bank of tape recorders, which (we are to believe) have been monitoring the conversations of Romania's 23 million inhabitants over the previous five decades. "So, here it is," says Koppel, Securitate's main listening center in Bucharest, the principal monitoring location for the Romanian secret police. It is, to put it gently, something of a let-down— rather like the scene in the Wizard of Oz, where Dorothy pulls back the curtain to reveal not the all- knowing, all-powerful wizard, but a rather frightened little man, who has inspired fear and trembling with smoke and mirrors.1 Although I doubt that the modest bank of equipment was all there was to Securitate surveillance, Koppel's conclusion aptly states one of the chief messages I drew from my 25 years of research in socialist Romania: the centralized power of the Communist Party was much overestimated. The image of potency it projected was in considerable measure illusory, like the smoke and mirrors behind the fearsome Wizard of Oz. It was a conclusion hard won, for like many US citizens, when I began my research in Romania in 1973 my image of the Communist East was of stern, oppressive, and all-powerful party-states exercising terror and coercion upon their citizens. -

Ordinary participants become actors performing certain roles, while the events themselves are being seen as cinematic. This increased theatricality of mass protests can thus be seen as an instance of blurring the lines between video and photography on the one hand and performance, theatre and cinema on the other. What can this tell us about the agency of non-state actors in international relations? This thesis explores the practices of non-state actors engaged in political resistance in Burma and the Philippines. The everyday dynamics of political legitimacy are examined in relation to popular consent, political violence, and the influence of international actors and norms. The empirical research in this thesis is based on a grounded theory analysis of in-depth semi-structured interviews with a wide cross-section of spokespeople and activists of opposition groups from Burma, and with spokespeople of opposition groups in the Philippines. -

alexander clapp ROMANIA REDIVIVUS nce the badlands of neoliberal Europe, Romania has become its bustling frontier. A post-communist mafia state that was cast to the bottom of the European heap by opinion- makers sixteen years ago is now billed as the success story Oof eu expansion.1 Its growth rate at nearly 6 per cent is the highest on the continent, albeit boosted by fiscal largesse.2 In Bucharest more politicians have been put in jail for corruption over the past decade than have been convicted in the rest of Eastern Europe put together. Romania causes Brussels and Berlin almost none of the headaches inflicted by the Visegrád Group—Czechia, Hungary, Poland, Slovakia— which in 1993 declined to accept Romania as a peer and collectively entered the European Union three years before it. Romanians con- sistently rank among the most Europhile people in the Union.3 An anti-eu party has never appeared on a Romanian ballot, much less in the parliament. Scattered political appeals to unsavoury interwar traditions—Legionnairism, Greater Romanianism—attract fewer voters than do far-right movements across most of Western Europe. The two million Magyars of Transylvania, one of Europe’s largest minorities, have become a model for inter-ethnic relations after a time when the park benches of Cluj were gilded in the Romanian tricolore to remind every- one where they were. Indeed, perhaps the aptest symbol of Romania’s place in Europe today is the man who sits in the Presidential Palace of Cotroceni in Bucharest. Klaus Iohannis—a former physics teacher at a high school in Sibiu, once Hermannstadt—is an ethnic German head- ing a state that, a generation ago, was shipping hundreds of thousands of its ‘Saxons’ ‘back’ to Bonn at 4,000–10,000 Deutschmarks a head. -

The book consists of twenty-four essays by leading scholars who survey the Cold War in East-Central Europe from beginning to end. East-Central Europe was where the Cold War began in the mid-1940s, and it was also where the Cold War ended in 1989–1990. Hence, even though research on the Cold War and its effects in other parts of the world—East Asia, South Asia, Latin America, Africa—has been extremely interesting and valuable, a better understanding of events in Europe is essential to understand why the Cold War began, why it lasted so long, and how it came to an end. A good deal of high-quality scholarship on the Cold War in East-Central Europe has existed for many years, and the literature on this topic has bur- geoned in the post-Cold War period. -

1 The Revolutions of 1989 and Their Legacies Vladimir Tismaneanu The revolutions of 1989 were, no matter how one judges their nature, a true world-historical event, in the Hegelian sense: they established a historical cleavage (only to some extent conventional) between the world before and after 89. During that year, what appeared to be an immutable, ostensibly indestructible system collapsed with breath-taking alacrity. And this happened not because of external blows (although external pressure did matter), as in the case of Nazi Germany, but as a consequence of the development of insuperable inner tensions. The Leninist systems were terminally sick, and the disease affected first and foremost their capacity for self-regeneration. After decades of toying with the ideas of intrasystemic reforms (“institutional amphibiousness”, as it were, to use X. L. Ding’s concept, as developed by Archie Brown in his writings on Gorbachev and Gorbachevism), it had become clear that communism did not have the resources for readjustment and that the solution lay not within but outside, and even against, the existing order.1 The importance of these revolutions cannot therefore be overestimated: they represent the triumph of civic dignity and political morality over ideological monism, bureaucratic cynicism and police dictatorship.2 Rooted in an individualistic concept of freedom, programmatically skeptical of all ideological blueprints for social engineering, these revolutions were, at least in their first stage, liberal and non-utopian.3 The fact that 1 See Archie Brown, Seven Years that Changed the World: Perestroika in Perspective (Oxford: Oxford University Press, 2007), pp. 157-189.
