Building Capacity of Cities Towards Clean Air Plan Formulation

Background In the , the project “Clean Air for Smaller Cities in the ASEAN Region” (CASC) was implemented in two beneficiary cities, Iloilo and . Through the project, an Emissions Inventory (EI) was conducted in each city. The EI identified the major sources of air pollution and formed the basis of the Clean Air Plans (CAP) of the two cities. To further the goals of CASC, Train for Clean Air (T4CA) was established as the capacity building component of the project. The cities of San Fernando and Baguio are non-participating cities of CASC and are among the country’s major cities, functioning as administrative and economic capitals of their respective provinces. Both cities experience a regular influx of tourists and visitors – Baguio City is a tourist destination due to its yearlong relatively cool weather while San Fernando City is also major hub in Northern , being a commercial and educational center and its proximity to Clark International Airport. Through project experience and knowledge dissemination activities by CASC and Clean Air , city officials of both cities in the Philippines, became interested in their staff attending some of the T4CA training courses.
