Expression of Interest for Potential Site for Headquarters Office Location | Page 2 LOUDOUN COUNTY COMPREHENSIVE PLAN With consistent and projected growth comes the need for new and progressive ways to plan for Loudoun’s future. To that end, the County is currently in the process of updating its Comprehensive Plan to set the stage for the next chapter. The Loudoun County Board of Supervisors is reviewing the draft Loudoun County 2019 Comprehensive Plan throughout spring 2019 with a vote on adoption expected in June. Once adopted, it will serve as the county government’s guide for land use and transportation policy. The current draft designates the easternmost portion of the County as a Suburban Policy Area (SPA). Within the SPA are Place Types that guide the intent, form, character, and anticipated uses. The Visa building and surrounding properties is located in the Suburban Mixed Use Place Type which is intended to provide compact, pedestrian-oriented environments with opportunities for a mix of residential, commercial, entertainment, cultural, and recreational amenities. Although this area provides for residential uses, commercial and entertainment uses are the primary draw to the mixed-use center. Reducing the distance between home, work, and entertainment/retail destinations, Suburban Mixed Use areas serve as logical locations for transit stops. CURRENT AND FUTURE DEVELOPMENTS SURROUNDING VISA’S LOUDOUN PROPERTY Perfectly positioned near major interstates and dedicated metro access, Visa’s Loudoun property is also centered within convenient access to Loudoun’s premier residential, commercial and retail major developments. With the presence of every major cloud provider, over 13.5 million square feet of data centers, ultra-high-speed, high- bandwidth fiber, and state-of-the-art, cloud-based machine learning hardware, there is no other location that offers compute capability and data analytics like Loudoun. And the infrastructure continues to grow, making the compute capability utterly scalable. What does this mean for data science and data analytics? Ten terabits to 30 terabits of data per second – this is the compute speed you get in Loudoun’s Data Center Alley. The fiber running through Loudoun County acts like a super highway with off and on ramps at every data center and every cloud provider. By connecting to the existing infrastructure, companies can do data analytics within seconds and minutes, in real time, and on massive, diffuse data sets. The Loudoun County Public School-Business Partnership has a commitment to and vision of establishing valuable and innovative partnerships between the County’s schools and business community. As of 2018-2019, more than 314 county-wide partnerships exist with more than 50 programs dedicated to STEM learning and excellence. In 2014, Visa, spearheaded by Mr. Paul Russinoff, partnered with the Loudoun County Public School-Business Partnership by financially supporting the evolution of Cedar Lane Elementary School’s “STAR Camp”, focused on science, technology and robotics education. And in addition to the typical head start programs, Loudoun offers many options for families and early childhood education. These programs are offered through the county as well as privately to include: multiple locations of the Early Childhood Special Education Program, the Early Intervention Services Program in Leesburg, the YMCA Early Learning Program and the nine branches which make up the Loudoun County Public Library System.

THE FUTURE OF LOUDOUN’S TALENT Ever cognizant of the need to boost talent, the Commonwealth and its universities have invested in ensuring Northern Virginia remains a preeminent talent location and committed to strengthening our human capital assets with targeted initiatives to build the right pipeline of talent for the region’s economy. The Northern Virginia Tech Talent Pipeline was created to show the strengthening of the technology capacity pipeline across Virginia. As such, the Commonwealth has committed to making performance-based investments in public education institutions statewide with the goal of producing 25,000 to 35,000 additional bachelor’s and master’s computer science and related field degrees, over the next two decades. The overall program includes five components, starting with a K-12 tech talent pipeline initiative, a community college program, bachelor’s-level education, master’s-level education and a technology internship program for higher education students.

• Virginia Association of Colleges and Employers (VACE) connects employers who hire college students and alumni while strengthening relationships between colleges and employers in pursuit of career initiatives and achievement. • Northern Virginia Community College, Loudoun Campus spreads out over 93 acres and features state- of-the-art science and computer labs providing a diverse selection of academic programs to more than 11,000 students each year.

This collaborative program streamlines the education pathway process by reducing the time and cost of earning a four year degree. Future plans include offering more than 75 degree pathways ranging from Computer Engineering, Communication and Concentrations in Technology and Innovation. • George Washington University, Virginia Science & Technology Campus students can select from 24+ flexible format academic bachelor’s, master’s, doctoral degree and certificate programs. • George Mason University, Virginia’s largest public research university, offers a Loudoun campus and a bold, progressive education serving students in the areas of in nursing, education, information technology and management. • Strayer University, Loudoun Campus instructors combine real world experience reflected in creative, interactive, lessons in Associate, Bachelor and Master level classes and includes a dedicated Veterans Center. • Shenandoah University, a nationally-recognized university, blends professional studies in 90 programs in seven different schools. • Virginia Tech, with a proven track record in building a research and training agenda aligned with the needs of industry to solve the workforce problem has existing plans to double its enrollment at its National Capital Region locations, quadruple research funding in the area, and support the creation of closer industry partnerships to co-locate research and incubator spaces. Through steadfast support from the Commonwealth’s sustained commitment in the areas of talent development and pipeline creation, in addition to Loudoun’s countless community talent partners, it is clear Loudoun offers Visa an unparalleled labor force. DEVELOPING AND RETAINING TECH TALENT: TRAINING PROGRAMS Discovering the right technology talent is essential for any business. Having access to engaged and dedicated training programs is indispensable. Loudoun’s advantage is a great number of effective training initiatives already exist within the County or within close proximity. • The Northern Virginia Technology Council (NVTC) Tech Talent Initiative explores the region’s technology employers’ current and future talent needs and institutes programs to positively affect the development of a workforce with the right skills, competencies and industry certifications. • The Tech Talent Employer Collaborative, a component of NVTC, is a full implementation of the U.S. Chamber of Commerce Foundation’s Talent Pipeline Management (TPM) methodology with a goal to create a business-driven self-sustaining model that addresses technology workforce skill and capacity gaps. • SySTEMic Solutions, Northern Virginia Community College’s (NOVA) program to develop a sustainable STEM (science, technology, engineering and math) pipeline in the region with the collaboration among school divisions, university partners, businesses and community organizations.

WORKING WITH VIRGINIA VETERANS The greater Washington, D.C., area is home to nearly 210,000 employment age veterans, with close to 21,000 veterans living in Loudoun County alone, making it the metropolitan area with the largest number of veterans in the labor force, nationwide. Many veterans enter the civilian workforce after senior leadership positions at the Pentagon and elsewhere in national security agencies that populate Northern Virginia. Another valuable recruitment initiative available to Loudoun includes the Northern Virginia Technology Council’s Veterans Employment Initiative, which partners with the Virginia Department of Veteran Services, the Virginia Employment Commission and the Military District of Washington (MDW) and connects veterans and their spouses for recruitment, hiring, training and retention.

Whether it’s high-density multi-family options near the future metro stops or sprawling farmland, there is something for every taste. DIVERSITY OF HOUSING Loudoun is accessible to many desirable housing options. A few of these choices include:

• Ashburn is a suburban community with multiple master-planned residential neighborhoods and home to Ashburn Station, the last stop on Metro’s Silver Line. High-density, mixed-use development is concentrated around the Metro and in popular walkable town centers at Brambleton and Loudoun Station, which has emerged as a focal point for dining and entertainment in Loudoun County. • Leesburg is Loudoun County’s historic downtown, which has a vibrant walking district with a lively mix of independent restaurants, merchants, and arts and performing venues. Leesburg offers a blend of the old and new, with historic buildings, modern homes and new mixed-use centers such as Village at Leesburg and Lansdowne Town Center. • Purcellville is the perfect mix of historic charm, modern amenities, and fun things to do. In the Commonwealth, more than three-quarters of the households have at least one household member who works, and a considerable amount of those workers are employed outside the home. In Loudoun, the Housing and Commuting Affordability Index-Median is 24.30%, compared with 26.90% for Washington, D.C. MSA and more than 28.90% for the City of Alexandria.

Specifically, the region lost 30,600 residents to domestic out-migration, although the overall population has continued to grow slightly due to natural births and international migration. However, Loudoun County continues to defy regional population and migration trends with strong growth. The net domestic migration rate for Loudoun was +9.4 new residents (per 1,000 residents), while the District of Columbia’s rate was -1.3 (per 1,000 residents).

For 2017-2018, Loudoun County grew faster than any other jurisdiction in the D.C. metro area, with a growth rate of 2.5% (compared to 1.0% for the District of Columbia). Additionally, Loudoun County has led the region in the number of people moving to the area through domestic in-migration (+3,790). More than 100,000 residents leave the county for their jobs. This presents Visa with an exciting opportunity to capture a segment of this highly skilled and educated workforce commuting out of Loudoun each day.

Expression of Interest for Potential Site for Headquarters Office Location | Page 14 TRANSPORTATION PUBLIC TRANSPORTATION AVAILABILITIES For commuting and access to the region, Loudoun has a robust public transit system that will add three Silver Line Metro stations in 2020. Loudoun County’s Board of Supervisors has also dedicated $1.266 billion over the next six years to fund capital transportation projects. Loudoun Commuter Services currently provides all-day bus connection service between the Ashburn North Park-and-ride lot on Russell Branch Parkway (located 0.7 miles from Project Foster’s current Ashburn office) and the Wiehle-Reston East Metrorail Station (the provided Route 72 Bus Schedule outlines the current transit operating schedule). Additional dedicated transit bus networks can be created between Visa’s site and future Loudoun metro stations. The establishment of a private/public partnership between the county and Visa would lead to the most convenient employee transportation network possible for metro access. Once Phase Two of the Silver Line is complete and operational Route 72 passengers will experience more frequent service and shorter bus rides. Commuter vanpools are also available as an alternative to Loudoun public transportation routes. Vanpool participants travel to and from work together in a leased van, mini-van or SUV. The vanpool participants identify and maintain the route and schedule which best accommodate their needs. Two or more of the participants alternate driving responsibilities. A vanpool can begin with as few as four participants and can accommodate up to 15 commuters. Additionally, vanpool groups may tap into financial incentives through Virginia Vanpool Alliance. Loudoun County is also improving its multimodal transportation network that connects to the Metrorail system. Numerous roadway connections are being planned that have multiple travel lanes, on-road bike lanes, and sidewalks. Pedestrian and bicycle connection improvements to and from the new Silver Line Metrorail stations are a large part of Loudoun County’s near-term Capital Improvement Plan. Furthermore, to take advantage of the growing popularity of Capital Bikeshare in the region, bikeshare stations have been provided at Metro stations, with funding to provide more by 2020.

It will provide easy access to Dulles International Airport and a one-seat, no-transfer ride to the nation’s capital. The Silver Line extension includes 11 new stations, so greater connectivity with Northern Virginia is another major benefit. The 23-mile extension further ties Visa and Loudoun County into the region’s workforce and booming economy. The existing Metrorail system consists of approximately 118 route miles, 91 passenger stations, and a fleet of over 1,100 railcars. Of Metrorail’s six lines, four of them - Silver, Orange, Blue, and Yellow - serve Northern Virginia.
