Investigación Periodística: Consecuencias de la Dictadura Esta semana el diario El País, en su edición del día 07/10 salió acompañado del suplemento “Qué Pasa”, que dedicó sus páginas a desarrollar la temática del período dictatorial (1973-1985) delineando en diferentes artículos los avatares aun inconclusos de esos años de la historia reciente del país, como ser el asesinato de los ex legisladores uruguayos Zelmar Michelini y Héctor Gutiérrez Ruiz (Argentina, 1976). Por otra parte, el periodista Alejandro Pérez escribió sobre lo acaecido tanto antes como después de la realización del “primer vuelo” (que traslado de manera ilegal ciudadanos detenidos-desaparecidos desde Argentina a Uruguay) y la participación que tuvo en el mismo el actual Cte. en Jefe de la Fuerza Aérea Uruguaya (FAU), Tte. Gral. (Av.) Enrique Bonelli, así como el rol que tuvieron a tal respecto el Organismo Coordinador de Operaciones Antisubversivas (OCOA) y los integrantes del Servicio de Inteligencia de Defensa (SID). También se consignan en diversas notas las acciones emprendidas por los miembros del Partido por la Victoria del Pueblo (PVP), y las torturas a las que fueron sometidos tras ser capturados, en el centro de reclusión clandestino “Automotores Orletti” (Buenos Aires, Argentina). Al respecto, la periodista Marcela Moretti desarrolla un artículo en el cual se narran las vivencias de las militantes del PVP, Ana Quadros y Pilar Nores tras ser detenidas. Varias notas también abordan lo concerniente al “segundo vuelo” (05/10 de 1976), entre ellas una del periodista Roger Rodríguez, en la que señala que: “Ese vuelo y el destino sufrido por sus pasajeros era uno de los secretos mejor guardados de la dictadura uruguaya: reconocer semejante traslado implicaba confesar que (los pasajeros del mismo) fueron masivamente ejecutados y que había un cementerio clandestino”.

At the basis of this process, the article identifies the ongoing debates and demands by sectors of society to come to grips with the legacy of authoritarianism in a way that restored legal accountability, truth and justice as basic to core national principles. Eugenia Allier1 On 1 March 1985, Julio María Sanguinetti2 took office as president of Uruguay, thereby putting an end to the military dictatorship that had ruled the country since the takeover in 1973. The balance of human rights violations under the military regime was considerable: thousands of people had been thrown out of work for political motives in both public and private productive sectors; three to four thou- sand citizens had been imprisoned; there were more than thirty cases of disappear- ances of left-wing militants in Uruguay and 130 Uruguayans in Argentina, Chile and Paraguay; there were the unexplained deaths of some 150 left-wing political activists; the disappearance of at least ten minors, and the forced political exile of 28,000 to 68,000 people. The debate that has dominated the Uruguayan public space in recent decades is the one concerning the recent past. Since 1985, the public space has been affected not only by battles over the political usage of the past, but also by the search for negotiated solutions that strive to deal with a past that still hangs heavy on the pre- sent. This article offers an analysis of the role played by the Peace Commission (2000-2003) in the struggle to appropriate the memory of the recent past in Uruguay. In spite of several legislative attempts to regulate them, the fundraising activities of the Uruguayan parties remain bereft of any external control. The features and amounts of the long-standing electoral subsidy scheme, which dates as far back as 1928, are the only publicly known traits of Uruguay’s political finance system. It is not surprising, thus, that the topic has failed to spawn any academic literature or even extensive journalistic coverage.2 This chapter attempts to piece together the available information on the funding of Uruguayan elections, including that derived from numerous interviews with politicians, party officials, and political donors. I will show that campaign finance practices and the effects of electoral subsidies in Uruguay are decisively shaped by wider institutional, historical and social realities, consistently overlooked in political finance discussions. I will suggest that Uruguay’s system of Double Simultaneous Voting (DSV) and, in particular, the fragmentation of its party system, raise significantly the cost of elections and limit the proportional weight of State funding on campaign finances. I will also suggest that specific features of Uruguay’s electoral legislation have a direct bearing on the structure of campaign expenditure, making it considerably media-oriented. Moreover, the analysis will show the ostensible differences that separate the country’s right-of-centre traditional parties, Colorado Party (CP) and National Party (NP), from their left-leaning rivals, the Broad Front (BF), when it comes to reliance on State funding and many other aspects of their campaign finance practices.

    4 The Citizens’ Testament and the Necessary Risks of Truth: Accounts Pending in Contemporary Uruguay1 Gerardo Caetano (Translated by Kristin Beamish-Brown) Introduction The years of the transition process, especially the final years, tend to be loaded with a sense of the epic, an explosion of expectations and demands, renewed hope, and gazing toward the future on the horizon. Although it is sometimes difficult to admit, those years are not the most suitable time to take inventory, to rigorously evaluate what is to be destroyed and what is to survive after the dark times of a dictatorship. Discourses on victory are abundant and the new, open social dynamics make us see above all what we want to see. Without pseudo- psychological pretensions, it is a cathartic game that is even logical and perhaps unpostponable, after multiple experiences of terror, the trauma of forced privatization of politics and life, self-censorship, and the repression of dreams and projects. When dictatorships end we live through the small “revolution” of returns, the return of faith and debate, the vivid recuperation of things thought to be lost, all of which certainly do not cancel out the pain nor diminish the weight of the absences, but invite views that are more optimistic, less rigorous and frequently, more self-indulgent. Of course these considerations do not work urbi et orbi, nor do they form a universal law. However, in the case of Uruguayan history, they have the force of a consistent interpretative matrix, at least for the purposes of discussing and revisiting decisive stretches of the country’s collective journey in the twentieth century.

Claimed by Argentina but annexed by Brazil in 1821, Uruguay declared its independence four years later and secured its freedom in 1828 after a three-year struggle.
