    Extract from Hansard [COUNCIL — Thursday, 11 October 2018] p6855b-6864a Hon Pierre Yang; Hon Samantha Rowe; Hon Nick Goiran; Hon Alison Xamon; Hon Charles Smith; Hon Darren West; Hon Laurie Graham HOMELESSNESS — 10-YEAR STRATEGY Motion HON PIERRE YANG (South Metropolitan) [11.28 am] — without notice: I move — That the Legislative Council notes the relationship between domestic and family violence and homelessness, and commends the state government for the 10-year strategy on homelessness and its goal to end homelessness in Western Australia. Family and domestic violence is a disease of our society. I was in the legal profession for about 10 years, and my practice had a strong focus on family and criminal law. I witnessed firsthand the devastating effects of domestic and family violence on people’s lives and health and wellbeing. On numerous occasions I had to see clients who came in with injuries and bruises—others came in with photographic evidence of their injuries—inflicted by their partners. On a number of occasions I went with my clients to apply for violence restraining orders, to seek legal protection from their violent partners. Family and domestic violence has many forms, including physical, emotional, mental and psychological abuse. Whichever form it takes, violence in our society is never acceptable, even more so when the violence is perpetrated against women and children. It is a sign of the progression of our society that we talk more and more about family and domestic violence, and that there is more and more reporting of it. Family and domestic violence can happen to anyone—any family— irrespective of their background.

HON PETER COLLIER (North Metropolitan — Leader of the Opposition) [1.11 pm]: I am going to make a few comments on this motion. Suffice to say, we of course will not be supporting the motion; in fact, I am really disappointed that the very first motion of the new government once again condemns the last government. I would have thought that after eight years of desperately trying to get to the other side of the house, it might have actually offered something with a bit more foresight than condemning the previous government. I would have thought that, after eight years, members opposite had a great story to tell, but apparently not. Hon Sue Ellery: We are cleaning up the mess! HON STEPHEN DAWSON (Mining and Pastoral — Minister for Environment) [10.17 am]: It is my pleasure to rise this morning to make some brief comments on Hon Diane Evers’ Royalties for Regions Amendment Bill 2019 before us at the moment. In Hon Diane Evers’ second reading speech, she said — The royalties for regions framework has provided meaningful support to the regional communities of Western Australia for a decade now, and is an important system for ensuring that profits from our state’s mining and gas resources are translated into benefits for the community. However, there has been little emphasis on environmental programs in the application of the royalties for regions fund. Although I agree with the first sentence, I have to differ on the second, which refers to there being little emphasis on environmental programs, because my research for my speech on the bill shows that over the past 10 years or so, about $270 million from royalties for regions has been spent on environmental initiatives. In fact, if members open budget paper No 3 of the 2019–20 WA state budget, the Economic and Fiscal Outlook, they need turn only to page 191 to see that at least $119 million over the forward estimates was allocated to a number of projects under the title “Investing in Our Environment”. That includes such great things as the Aboriginal ranger program, bushfire mitigation, Carnarvon flood mitigation works, the Collie River revitalisation project, work on the Fitzroy River catchment and management plan, Lake Kepwari, marine parks management, Murujuga management, national parks in the north west, marine parks in the south west, the Oyster Reef habitat restoration project in Albany and a range of other things.

HON NICK GOIRAN (South Metropolitan) [5.14 pm]: The more things change, the more things stay the same! Here we are now, on 3 April, and the last time this bill was before the house was yesterday, 2 April. Yesterday, Hon Aaron Stonehouse put forward a quite reasonable request that the government defer its consideration of this bill, and the government simply said no. It continues with its bullying approach with members, and wants them to have less time than the government to consider this review. Today is 3 April and, as I said, the more things change, the more things stay the same. We still have not received an apology from the Parliamentary Secretary to the Minister for Health regarding her remarks on 14 February this year. We still have not received an apology from Minister Cook regarding his remarks on 21 February. We still have not seen the submissions to the review. They have not been tabled by the government, notwithstanding its remarks on 14 March last year. We still have not seen any sign of the government’s alleged legal advice that it is relying on in respect to this matter. We still have not seen any sign of the government’s response to the review by Sonia Allan. We still have not received any indication from the government on its view of the proposed amendments currently on the supplementary notice paper.

Today I thought that I would wear the tie that I wore during my swearing-in. I commence by acknowledging the Whadjuk Noongar people and pay my respects to their elders, past and present, for one last time in this chamber. It is good to see that Pokémon has brought a crowd into the gallery! It has clearly moved from Kings Park over to the public gallery. I worked out that I have been a member of the Legislative Council for almost 170 000 hours, which I think makes the amount of time that I have spoken in this chamber quite reasonable, in fact, and quite modest. It is with a great deal of pride that I stand here never having missed a division. I hope the Whip and her predecessors appreciate that. It is also fitting that I make my final speech on the appropriation bills because when I arrived in this place, I knew very little about the state’s finances. After 16 years on various estimates and finance committees of this house, I leave, I think, knowing too much about the state’s finances, and sometimes their state depresses me.

Political Chronicles Commonwealth of Australia January to June 2007 JOHN WANNA The Australian National University and Griffith University Shadow Dancing Towards the 2007 Election The election year began with Prime Minister John Howard facing the new Opposition leader, Kevin Rudd. Two developments were immediately apparent: as a younger fresher face Rudd played up his novelty value and quickly won public support; whereas Howard did not know how to handle his new “conservative” adversary. Rudd adopted the tactic of constantly calling himself the “alternative prime minister” while making national announcements and issuing invitations for summits as if he were running the government. He promised to reform federal-state relations, to work collaboratively with the states on matters such as health care, to invest in an “education revolution”, provide universal access to early childhood education, and to fast-track high-speed broadbanding at a cost of $4.7 billion. Rudd also began to stalk and shadow the prime minister around the country — a PM “Doppelgänger” — appearing in the same cities or at the same venues often on the same day (even going to the Sydney cricket test match together). Should his office receive word of the prime minister’s intended movements or scheduled policy announcements, Rudd would often appear at the location first or make upstaging announcements to take the wind from the PM’s sails. Politics was a tactical game like chess and Rudd wanted to be seen taking the initiative. He claimed he thought “it will be fun to play with his [John Howard’s] mind for a while” (Weekend Australian Magazine, 10-11 February 2007).
