Section 1.325(C) (2) of the Commission's rules sets forth the categories of facts to be included in any applicant's Standardized Integration Statement. As detailed below, well over half of Eric Hilding's Integration Statement is devoted to matters which are either argument and therefore clearly outside the scope of the Rule, or alleged "facts" which do not in any way fit within these categories.
