Report of on the Review of Student Exchange Agreements

Overview

In early 2008 the University identified a need to review Student Exchange agreements due to significant reciprocity issues. In addition, it was recognized that in order to support the University achieve its goals of teaching and research excellence, there needed to be a refocus of Student Exchange agreements to concentrate on strategically aligned highly ranked institutions abroad.

The review evaluated existing relationships based on Student Exchange activity, reciprocity, strategic value and the international and national reputation of partner institutions.

During review it became apparent that the University required a clear policy on the establishment of international agreements and procedures to assist staff wishing to create Student Exchange opportunities.

Working Party – Membership

In February 2008 a Working Party was created to review Student Exchange agreements comprising:

 Professor Judyth Sachs, Deputy Vice-Chancellor (Provost)  Associate Professor William McGaw, Pro Vice-Chancellor  Ms Alison Taylor, Executive Director, International Programs  Ms Zoe Williams, Manager, Quality Assurance, Macquarie International

The Working Party met on the following dates:

 12 February 2008 to establish guidelines; and  12 May 2008 to finalise recommendations following the consultation process.

Approach

An analysis was conducted to prioritise each agreement. The analysis included the international ranking of partner institutions, based on Academic Ranking of World Universities (Shanghai Jiao Tong), the reciprocity history and engagement measured by teaching and research collaboration.

Consultation Process

The review was undertaken in consultation with Divisions, academic departments and the Higher Degrees Research Office to identify additional existing relationships.

A full record of Student Exchange Agreements (Appendix A: Student Exchange Agreements as at February 2008) was circulated to Deans and Heads of Department and the Manager, Higher Degrees Research Office (Appendix B: Consultation Process).

Staff were requested to provide information on formal and informal collaboration with Exchange partners, including research and academic co-operation such as Cotutelle negotiations or curriculum development.

In total 20 submissions were received. Detailed submissions were received from the following staff:

In addition, information concerning agreement history and student exchange activity was provided by Macquarie Abroad.

Recommendations

The Working Party considered the issues relating to the management of Student Exchange agreements, the strategic value and level of engagement with partners. The Working Party made the following recommendations.

International Agreement Policy The review identified an ad hoc approach to the approval of bilateral University and departmental-level agreements. This exposes the University to considerable risk and

2 liability. Several agreements were not signed by both parties or original copies were not filed with Records and Archives Service.

Recommendation 1: That an International Agreement policy be developed which includes delegations of authority for signing International Agreements and be accompanied by procedures for establishing, approving and recording International Agreements.

Record Keeping The Working Party identified that record keeping relating to Student Exchange agreements and reciprocity requires urgent attention.

Recommendation 2: A central database to record International Agreements, incorporating Student and Staff Exchange, Study Abroad and general Memoranda of Understanding be developed. This database will facilitate the recording of agreement activity and provide accurate data for evaluating agreements and negotiating renewals.

Student Exchange Contract The review identified an inconsistent approach to content of Student Exchange agreements. All were not ESOS compliant, many were for an indefinite period and few included reciprocity or review requirements.

Recommendation 3: A standardised contract for Student Exchange be developed with the University Solicitor detailing ESOS obligations, robust reciprocity requirements a schedule for a regular review and renewal and termination processes.

Determinations on Student Exchange Agreements Recommendation 4: Student Exchange agreements with institutions of little strategic value and low or no activity be terminated or allowed to lapse. A communication strategy will be implemented to diplomatically advise partners and ensure that no student is disadvantaged.

Agreements with 46 institutions were recommended to be terminated (Appendix D: Agreements to terminate).

Recommendation 5: Dual Degree agreements subsidized by Student Exchange placements be re-negotiated at the end of the current contract cycle:
