The modification proposed in this application continues to meet the criteria for first and second noncommercial that were in effect when the original application was filed. Specifically, the first noncommercial service provided by the proposed facilities exceeds 10% of the total population served and exceeds 2,000 persons. Figure 1 shows the proposed facilities with the allocations at the close date of the filing window during which the original application was filed. Population is based on the 2000

Census, which was the latest data available at that time.

Figure 2 shows the proposed facilities with respect to current data extracted from

CDBS. Population is based on the 2010 Census. All licensed facilities and construction permits which overlap portions of the proposed coverage area are included.

The contours were evaluated using terrain extracted from the GLOBE 30 arcsecond terrain database, formatted by V-Soft Communications to work with its allocation and mapping programs.

This Exhibit provides details of the allocations for the proposed modified facilities of

WWOO, Dillsboro, North Carolina. The construction permit authorization file number is

BNPED-20100226ABN. The changes are limited to a new site and structure, and a decrease in Effective Radiated Power.

Allocations This application proposes service to Dillsboro, North Carolina, on channel 237 as a

Class A facility. The Allocations Table in this exhibit provides a list of the stations, construction permits, allocations, and applications studied. All are fully spaced from the proposed facilities under 47 C.F.R. §73.207 by this application with the exception of WYPJ,

Due West, , protected by 47 C.F.R. §73.215(a), which is addressed in a separate exhibit.

Figure 1 shows the authorized and proposed contours.

Source of Data Transmitter location, effective radiated power, directional antenna pattern, and elevation data are extracted from the Commission’s CDBS. All contours for existing and proposed facilities are calculated using height above average terrain calculated at one degree horizontal increments. The contours were evaluated using terrain extracted from the GLOBE

30 arcsecond terrain database, formatted by V-Soft Communications to work with its allocation and mapping programs.

Population data is from 2010 U.S. Census PL data files. Population is counted by considering the location of the centroid of each census block. The data for each block is counted if it falls within the area being counted.

Area and Population The area within the proposed 60 dBu F(50,50) service contour is calculated by a computer program which sums the areas within the contours based on 360 radials. The resulting area is shown on Figure 1. The population is calculated by the centroid method and is also listed on the Figure.

BNPED-20100226ABN. The changes are limited to a new site and structure, and a decrease in Effective Radiated Power.

Allocations This application Protects station WYPJ, Due West, South Carolina, under 47 C.F.R.

§73.215(a). WYPJ is authorized as a station short spaced under §73.2515. Therefore, the actual facilities are protected, rather than class maximum facilities.

Table 1 provides allocation details for the relationship with WYPJ. Figure 1 shows contour protection of the WYPJ facilities.

This facility, when analyzed using the worst case assumptions in OET Bulletin 65, will produce a power density of 0.13 mW/cm2 at an elevation of 2 meters above ground level. This is 67% of the limit for General Population/Uncontrolled Exposure. The antenna elevation pattern will reduce the power density at ground level.

FM Model Evaluation of WWOO The facility was analyzed using the program FM Model on the FCC web site. The ERI

LPX-1 antenna is EPA Type 3: Opposed U Dipole. The program output for 2 meters above ground level is shown below.

This corresponds to 18% of the limit for General Population/Uncontrolled Exposure.

The site is a mountain peak. The land slopes away in all directions. There is no area as high as the base of the antenna mounting structure within 600 meters of the base of the structure. The power density drops below 10 W/cm2, or 5% of the General Population/Uncontrolled

Exposure limit, at 82 meters from the base.
