    Table Mountain National Park Position Statement: Tokai and Cecilia Plantations Date: 2016-08-30 The devastating March 2015 fires which burnt Upper Tokai plantation have refocused the public's attention on the future of the area. Over the past few months a range of letters, opinions, SMSs, advertisements and campaigns have been published and aired in the media and other platforms on the safety issue and status of remaining plantations in the Lower Tokai area of the Table Mountain National Park (TMNP). The facts pertaining to the harvesting of plantation trees are: 1. Tokai and Cecilia are not natural forests but commercial plantations established in the early 1900s by government to provide timber for industry. Fynbos was eradicated in these areas to make way for these plantations. 2. The decision to phase out commercial plantations on the Peninsula was not made by SANParks but by central government in 1999. As the then Minister of Agriculture, Forestry and Fisheries, stated in Parliament at the time “…a thorough, Cabinet endorsed process was followed that led to the decision to end commercial forestry at these locations, and assign the land to SANParks.” 3. The Minister also stated that it is not possible to revisit the decision to end commercial forestry as “…legal commitments are in place...” and “…neither is it considered desirable to do so.” 4. The plantations are not being removed because they are alien to the Cape; they are being harvested as a planted crop grown on a commercial basis. Furthermore, the plantations are not being harvested by SANParks but by a private company, MTO Forestry, which was awarded the public tender by then Department of Water Affairs and Forestry (DWAF) in 2004.

The rounded knob of Lion’s Head and softly rounded Lion’s Rump (Signal Hill) above Sea Point and the V&A Waterfront lie to the west. 12 Mountains rising up from the Flats Whether you are approaching Cape Town from a ship at sea, descending to land in an aircraft or driving in along one of the national motor routes, Table Mountain makes the first and most striking announcement of your arrival. What makes Table Mountain so impressive is the near-vertical relief of over 1 000 m as it rises from the sea to a top that from most approaches looks nearly flat, as if a large block of Earth had popped up from below (Fig. 3). In strong contrast, and emphasising the flat mountain top, are the nearby Devil’s Peak to the east and the rounded knob of Lion’s Head, separated from Table Mountain by the deep Kloofnek saddle. Once you are in Cape Town, there are many good vantage points for viewing the surrounding landforms (Fig. 4). Most of these viewpoints are easily reached by car, such as the top of Signal Hill, Tafelberg Road beyond the cableway station, Rhodes Memorial above Rondebosch, or Bloubergstrand with its overviews of Table Mountain across Table Bay. But the best views are to be had from outside the car, and there are many hiking trails at all levels of altitude and difficulty within easy reach of Cape Town, from which to take in the scenery.

It’s as if the dreams of the city rise, like hot air… there’s that space where dreams are, alongside the real. It’s that more ethereal spirit that is what’s interesting to me about the mountain. Capturing that is like the snow leopard of photography. Not easy, but that’s the challenge. I’m not trying to document everyone on the mountain. ‘Table Mountain is like 260 million years old, ancient. It’s sat there, unmoving and unchanged, a witness to human history – from when Jan van Riebeeck rolled in and brought farms and slavery, to the removal of District Six. ‘When I rst moved to Cape Town I remember Table Mountain as this big, intense presence. Jo’burg is really sparse in terms of nature and I’d always go hunting for a view, for personal space – but it would be the top of a koppie or something, limited and kind of dodgy… and suddenly there was this space.
