SUMMARY
The Office of Regulation, Analysis, and Engagement, Division of Natural Gas Regulation prepares quarterly reports on natural gas import and export activities. Companies are required, as a condition of their authorizations, to file monthly reports. This Natural Gas Import and Export Report is for the first quarter of 2021 (January through March).
Sections 1 and 2 contain quarterly summary charts, tables, and a map displaying U.S. LNG exports by vessel. Section 3 contains the detailed transactions of all imports and exports. The data in Section 3 are organized by activity: long-term imports, long-term exports, short-term imports, and short-term exports. Section 4 lists revisions made to data published previously. There is a table of contents for your convenience.
First Quarter 2021 Highlights
The January through March months saw the lower-48 states export a total of 834.4 Bcf of LNG (including shipments of LNG in cryogenic ISO containers, not including re-exports) through the Sabine Pass LNG, Cove Point LNG, Corpus Christi, Cameron, Freeport, and Elba Island export facilities during the first quarter. The Countries of Destination Table shows the destinations for these 253 LNG by vessel cargos, not including ISO container shipments. The Countries of Destination Table also includes 61 smaller shipment cargos of LNG in cryogenic ISO containers to Barbados, Bahamas, and Haiti from Fort Lauderdale, Florida.
U.S. imports totaled 821.7 Bcf and U.S. exports totaled 1,582.8 Bcf, resulting in net U.S. exports of 761.2 Bcf. As usual, most of the imports by pipeline came from Canada, comprising 98.2 percent of the total imports. LNG imports (truck and vessel) and U.S. imports from Mexico made up the remainder, 1.8 percent of total imports. Mexico eclipsed Canada in total natural gas by U.S. pipeline exports, with 66.0 percent going to Mexico and 34.0 percent to Canada. Total U.S. exports by pipeline equal 47.3 percent of total U.S. exports, with the remaining 52.7 percent of total U.S. exports being very small volumes of LNG trucked exports to Canada and Mexico, as well as LNG by vessel cargos (including ISO containers) to the countries listed in the Countries of Destination Table.

First Quarter 2021 vs. Fourth Quarter 2020 - Highlights
As illustrated in the tables in Section 1, total imports increased 16.4 percent compared to last quarter. Pipeline imports from Canada increased by 15.8 percent, with pipeline imports from Mexico increasing by 419.2 percent (although from a very small initial volume base). LNG imports by vessel increased 61.8 percent. Canadian imports by pipeline prices were up by 43.8 percent from last quarter while Mexican imports by pipeline prices were up by 359.2 percent from last quarter. LNG import by vessel prices rose by 40.3 percent.
Total U.S. exports were 1,582.8 Bcf, 1.3 percent higher than the fourth quarter 2020 total. A 4.4 percent decrease in U.S. exports by pipeline to Mexico which is complemented by a 6.7 percent increase in U.S. exports by pipeline to Canada. Prices of U.S. pipeline exports to Mexico increased by 265.8 percent with prices of U.S. pipeline exports to Canada also having increased by 31.9 percent.

Additionally, there were 253 domestic LNG exports by vessel (not including re-exports) and 61 cargos by ISO container this quarter, with 834.4 Bcf in cargos being shipped to the countries listed in the Countries of Destination Table. Total trucked U.S. import volumes (for LNG and CNG) decreased by 6.5 percent while total trucked export volumes (for LNG and CNG) decreased by 40.3 percent in the first quarter when compared with the fourth quarter 2020. Total trucked U.S. export prices (for LNG and CNG) increased by 46.4 percent and import prices (for LNG and CNG) also increased by 51.3 percent, compared to last quarter.
First Quarter 2021 vs. First Quarter 2020 – Highlights
Total U.S. imports were up 11.0 percent from the first quarter of 2020. Pipeline imports from Canada increased 12.4 percent, while pipeline imports from Mexico increased by 38.5 percent (although from a small base), and LNG imports by vessel decreased 38.1 percent. The average price of pipeline imports increased by 81.3 percent and LNG by vessel import prices rose 48.7 percent. Trucked imports decreased 13.1 percent from last year (although from a small base), with those prices increasing 12.4 percent.
Total U.S. exports rose 8.3 percent compared to the first quarter of 2020. U.S. pipeline exports to Canada decreased by 3.3 percent and U.S. pipeline exports to Mexico increased by 3.2 percent. Total U.S trucked exports decreased by 64.3 percent. Overall, U.S. exports by pipeline increased by 0.9 percent while prices also increased by 285.7 percent, compared to the first quarter of 2020.
Imports and Exports of LNG by Vessel
LNG imports by vessel increased 61.8 percent compared to last quarter and fell by 38.1 percent compared to the first quarter of 2020. Six LNG cargos (13.5 Bcf) were imported by vessel this quarter, compared to three cargos (8.3 Bcf) in the fourth quarter of 2020 and eight cargos (21.8 Bcf) in the first quarter of 2020. LNG import prices by vessel were 40.3 percent higher than the last quarter and 48.7 percent higher than in the first quarter of 2020.
There were 253 exports of domestically-produced LNG (not including re-exports) and 61 cargos by ISO container in this quarter (834.4 Bcf), compared to 244 by vessel and 63 by ISO container in the last quarter (807.5 Bcf) and 222 cargos by vessel and 40 by ISO container in the first quarter of 2020 (719.4 Bcf). The U.S. re-exported zero cargos of LNG in this quarter (0.0 Bcf), and re-exported three cargo of LNG in the last quarter (0.2 Bcf). Two re- exported cargos were shipped in the first quarter of 2020 (0.6 Bcf).
During this quarter, 22 LNG cargos were delivered to Puerto Rico (18.7 Bcf), compared to 25 in the fourth quarter 2020 (16.8 Bcf) and four in the first quarter of 2020 (6.1 Bcf).

• In the first quarter of 2021, the U.S. imported 808.3 Bcf of natural gas by pipeline and truck.
• Nearly all imports by pipeline and truck originated in Canada, continuing a long-term trend. Mexico provided a very small 1.0 Bcf (<0.1 percent) of imports by pipeline and truck.
• Import prices averaged in the range of $3.58 per MMBtu from Canada to $14.06 per MMBtu from Mexico.

• About 66 percent of U.S. exports by pipeline and truck of domestically-produced natural gas during the first quarter were sent to Mexico, while about 34 percent were sent to Canada.
• Prices of exports by pipeline and truck to Canada and Mexico were $3.21 and $9.58 per MMBtu, respectively.

• U.S. LNG exports by vessel to Japan, South Korea, United Kingdom, China, and Brazil make up over 49.9 percent of U.S. LNG exports during the first quarter, with a very small volume of less than one percent being U.S. exports by ISO container to Barbados, the Bahama Islands, Haiti, and Jamaica.

• Prices of exports ranged from as low as $4.43 per MMBtu to Bangladesh and as high as $6.80 per MMBtu to Brazil for U.S. LNG exports by vessel in the first quarter, while the U.S. LNG exports by ISO (Barbados, Bahama Islands, Haiti, and Jamaica) container averaged $10 per MMBTu.

• The total volume of first quarter imports is higher than the fourth quarter of 2020 and also higher than the first quarter of 2020.
• The increase in imports from the fourth quarter of 2020 is due to an increase in imports from Canada. Imports from Mexico remained at a very low level.

• Export volumes in the first quarter of 2021 were higher than the fourth quarter of 2020 and also higher than the first quarter of 2020.
• Exports to Canada by pipeline and truck were higher in the first quarter of 2021 than in the fourth quarter of 2020, but they were lower than the first quarter of 2020.
• Exports to Mexico by pipeline and truck in the first quarter of 2021 were lower than in the fourth 2020, but higher than the first quarter of 2020.
• Exports by LNG by vessel during the first quarter of 2021 were over 3.3 percent higher than the fourth quarter 2020 and were also 16 percent higher than the first quarter of 2020.

• Volumes of natural gas imported under short-term authorizations during the first quarter continued to eclipse volumes imported under long-term authorizations at all entry points.
• Eastport, Idaho experienced the highest volume of imports from Canada, at 28.4 percent of the total. Sherwood, North Dakota and Sumas, Washington had the second and third largest import volumes, accounting for 17.4 percent and 13.0 percent of the total, respectively. These three points, along with Waddington, New York, Pittsburg, New Hampshire, Calais, Maine, and Noyes, Minnesota handled 87.8 percent of all imports from Canada during the first quarter.
• Continuing a trend of negligible imports from Mexico in recent years, only a small volume of natural gas was brought into the country from Mexico, through four entry points, during the first quarter.

• St. Clair, Michigan continued to handle most exports by pipeline to Canada – 57.2 percent for the first quarter – with Niagara Falls, New York and Calais, Maine handling 31.4 percent of the pipeline exports to Canada.
• There were also a small volume of exports to Canada under long-term authorizations in the first quarter through St. Clair, Michigan, Portal, North Dakota, Niagara Falls, New York, and Calais, Maine.

• Rio Grande City, Texas is the largest point of export to Mexico.
• The United States continued to export natural gas to Mexico through a large number of exit points using short-term authorizations during the first quarter. However, over 41.3 percent of the gas transited two points: Rio Grande City, Texas and Brownsville, Texas.
• There was also a smaller volume of gas exported through long-term authorizations through Roma, Texas. Page 22
• Trinidad & Tobago was the only supplier of LNG to the United States in the first quarter.
• Everett, MA was the only U.S. terminal receiving LNG during the first quarter.
