1 Project: Carrying out ridership forecast study (traffic Study) for Mumbai - Nagpur HSR corridor. 2 Terms of Reference

2.1 Objectives: The objective of the study is to conduct stated preference survey to study the modes of travel chosen for long distance travel by the users who are travelling between Mumbai, Nagpur and other HSR Stations. User’s stated preference on mode choice surveys are to be conducted at various locations on the proposed high speed rail corridor between Mumbai and Nagpur.

The survey consists of two parts:

1. User’s data on socio-economic characteristics, travel characteristics chosen for commute.

2. User’s stated preference (SP) mode choice questionnaire must be conducted to analyse the demand for upcoming High Speed Rail Systems. There are four types of users SP mode choice survey. These are as follows

a. User’s SP mode choice survey at b. User’s SP mode choice survey at Bus Terminals (Ac buses) c. User’s SP mode choice survey at Railway Terminals (AC) d. User’s SP mode choice survey on selected road sections (Passenger vehicle: Car &Taxi)

2.2 Basic Approach: The overall study shall be performed in a systematic manner. The work on stated preference mode choice survey and data digitization involves the following four major tasks:

1. Survey preparatory activities: this stage involves pre-requisite preparatory activities for SP mode choice survey shall be prepared and all the necessary letters are prepared permissions shall be obtained where necessary. 2. Survey implementation: the surveys will be conducted in the field and data collected from the potential High speed rail users. 3. Data Digitization/Processing: the responses of field data collection shall be digitized and shall be archived. 4. Submission of Data: submission of completed mode choice survey forms (SP ) in hard copy and organized data in digital files.

3 Scope of work for conducting Stated Preference surveys in Maharashtra: 3.1 Survey Method: The survey must be conducted using face-to-face interview either in by manually (using pen and paper) or by using data collecting applications on an electronic device. The vendor shall obtain all permissions required for conducting the SP surveys. DIMTS will provide the necessary authorization letters to the vendor and support as necessary.

3.2 Study area and Survey Location: Stated Preference Mode choice surveys should be conducted along the proposed High Speed Rail Corridor between Mumbai and Nagpur at the following locations Table 1 Survey Locations for State Preference Survey

Above mentioned survey locations are tentative and the same will be finalized post reconnaissance survey and approval from Client. 3.2.1 Sample size: A total of 6000 samples has to be collected in two different packages divided geographically

1. Pilot survey (100 Samples) 2. Full fledge survey (3000 samples)

Mode wise samples size of each package shall be finalised after the project is awarded to the consultant. 3.3 Survey Details:

A completed mode choice survey shall contain complete and accurate information regarding:

1. For each survey sample vendor shall collect socio economic as well as stated preference data. 2. Any person selected for the interview sha;; not be interviewd twice and his shall be filled only as one sample. 3. Responses shall be collected only from commuters travelling between the following Mumbai, Igatpuri, , Shahapur, Mehkar, Karanja, Aurangabad, Jalna, Jahangir, , Wardha, Shirdi and Nagpur. 3.4 Survey format

Questioner format will be provided by DIMTS, where users characteristics and response on various scenarios should be captured and recorded in the prescribed format. The sample draft questionnaires is given in Annexure and questionnaire will be finalized post sample survey and approval from end client. Data entry shall be done in the prescribed format provided by DIMTS 4 Bidder qualification  Bidder should have prior experience in the similar project (Stated Preference/ Market research studies/ Consumer satisfaction and preference / Product survey)  Bidder should use latest technologies/ quality control mechanisms to monitor the survey  Enumerators should be qualified (Above 10+2 education), trained and have a great communication skills  Enumerators should know Marathi, and English (optional) Stated Preference surveys between Mumbai and Scope for SP Nagpur in the state of Maharashtra for High Surveys Speed Rail Corridor

5 Time Period of Completion  Surveys to be commenced from the date specified after the approval from the approving authority and should be completed within 15 days from the date of start of work this shall include the data coding and processing.  Data Coding, Punching (converting it to soft copy) shall be carried out simultaneously at site and in no case deliverables of the soft copies shall be beyond 5 days after the completion of the respective survey.  Any suggestion/correction should be incorporated and submitted in 3 day’s time from the date of issuing the work order. 6 Selection criteria  Selected bidder will be ask to conduct a pilot based survey (with 100 Samples), if their work is satisfactory, then they are allowed to continue full length of surveys

7 Terms and Conditions

1) Consultant is responsible for taking permissions for conducting the surveys on site from the respective authority. DIMTS will only provide necessary letters for authorization. 2) A trained and experienced supervisor shall be present at all times at all the survey locations. 3) Mobilization, training and transport of the personnel to and from the survey or site locations, and their well-being and necessary insurance if any. 4) As mentioned in the survey plan, the mentioned number of enumerators shall be placed at all the survey locations for all the days of the surveys. 5) All the survey forms in hard copies or mobile devices required for conducting surveys and stationery items (pens, pads etc.) shall be procured by the survey agency; the softcopy of the survey format will be provided by the Client 6) All the necessary infrastructure required for smooth conduct of surveys such as safety jackets, lighting (for night times or low light conditions), temporary seating arrangements, tents, traffic cones, batons, etc. Should be provided by the survey agency and it is the responsibility of the survey agency to maintain the same for the whole duration of the surveys. 7) Vendor shall check the temperature of the all the enumerators and supervisors and they should be wearing face masks and maintain social distancing at all times on the survey site. 8) All the general precautions related to COVID – 19 and government norms shall be followed. 9) All the survey enumerators and supervisors should be well trained and experienced before the start of each survey. The mandatory age of all the enumerators shall be minimum as prescribed and applicable by the local laws. 10) Manpower deployment should be as per commitment. that particular survey on the same day of the week and the cost of the repeated survey will be borne by the survey agency. 11) Data Coding and punching in MS Excel has to be done for all the surveys in the English language only and submitted vide e-mail within the stipulated time agreed prior to the commencement of survey. 12) In case DIMTS is not satisfied with the quality of either data collection or data coding, you may be asked to repeat that particular survey on the same day of the week and the cost of the repeated survey will be borne by the survey agency. 13) Termination: This agreement may be terminated at any point of time which can also be due to the reasons beyond control of the client. If the reason for termination is due to non-performance or non-adherence to the principles of the survey (data collection) by the survey agency (vendor) then no payment shall be made to the survey agency. 14) The cost of conveyance (to and fro from survey locations), food and any other daily allowance of all the Supervisors and enumerators shall be borne by the survey agency. 15) Survey schedule and contact numbers of the deployed team should be communicated to the Client (DIMTS) at least 24 hours prior to commencement of the survey.

Apart from the above-mentioned terms and conditions, checklist provided as part of the work order should also be strictly followed 7.1 Penalty If the work is not completed within the stipulated time frame, unless the reasons are beyond control, a penalty of 0.5% of total fee will be levied on per day basis where the Final penalty is limited to 10% of the Quote value. 8 Quotation and Payment Schedule Submit the quotation under major heads mentioning the rates along with the total amount in the Indian currency excluding taxes and details of the previous projects along company profile has to be submitted.

Note: The numbers and quantum of surveys may change depending on the prevailing conditions and availability of necessary permission for conducting surveys 8.1 Payment Schedule The payment to the survey agency shall be made in Indian (INR) currency. Payment will be made upon raising the invoice as per following schedule:

1. 20% mobilization fee ( After the pilot survey is completed ) 2. 40% amount shall be released after completion of the surveys. 3. 40% amount shall be released after submission of all data in soft and hard copies and incorporating all corrections/ suggestions and after approval by DIMTS.

8.2 Additional scope of work

Any additional surveys (including duration and type of surveys) beyond the surveys mentioned in the scope of work will be paid on item rate which shall be paid as per the quotes provided below.
