Government of India also declared it as a disaster and announced several measures to mitigate the epidemic. Government of Kerala, has deployed several stringent measures to control the spread of the epidemic. Since strict surveillance is one of the most potent tool to prevent the occurrence of a community spread, the government has directed district administration to take all possible measures to prevent the epidemic. AND WHEREAS, SRO notification issued by Govt of Kerala as Kerala Epidemics Diseases, Covid 19, Regulations 2020 in official gazette stipulates that all possible measures shall be incorporated to contain the disease. AND WHEREAS, more than 17520 live cases are undergoing treatment in the district as on date, and epidemiological investigation is being carried out in each case and their primary and secondary contacts is being traced for the effective containment of further transmission of disease. AND WHEREAS, the District Authority has examined the matter in detail and is convinced that the requirement is genuine and urgent to contain the severe spread of covid 19 AND WHEREAS, new cases have been detected vwithout any known source or link with Covid 19 patients or with any travel history and hence the District Core Group has recommended 26 Wards tobe included as containment zones/ micro containment zones. AND WHEREAS, the existing containment zones in the district was analysed, based on the test conducted among the primary contacts and other containment activities it is evaluated that 9number of wards are recommended to be withdrawn. previous District as per the Containment Zones in the details of the existing AND WHEREAS, the Annexure 1. No dine-in and take-away/parcels shall be allowed in any restaurants or hotels in the CriticalContainment Zones. 5) General public is advised to buy provisions and vegetables from the shops near their houses and not to travel long distances for thepurchase of provisions and vegetables. General public will be prevented from traveling long distances for purchase of essential commodities. 6) Shops not covered under points mentioned above shall remain closed. 7) E commerce entities and delivery services for essential items ONLY shall be permitted to operate from 07.00 AM to 02.00 PM on all days. 8) Entry and exit from the Containment Zone shall be strictly regulated by Police. Strict perimeter control shall be ensured in Containment Zones and Critical Containment Zones. 9) No markets will be allowed to function. 10) SDM Thiruvananthapuram and SDM Nedumangad shal ensure strict enforcement Covid protocol through police and Sectoral Magistrates 11) DPC (City) and DPC (Rural) shall ensure all guidelines issued by Government of India and Government of Kerala regarding the containment zones are complied and the all the guidelines as per the 5th reference shall be implemented by concerned authorities in letter and spirit. 12) Medical Officers/Superintendents of corresponding CHC & PHC shall ensure the following i. Shall coordinate with Police, Revenue and LSG for planning containment activities, quarantining the contacts for 14 days and ensure proper IEC. ii. Shall identify, isolate the positive patients and constantly monitor their health status over telephone. ii. Shall conduct house to house ILI surveillance, listing of vulnerable, symptomatic persons, people with high social contacts and screen them using the HR available with the PHC with the help of Block PHC. iv. Shall update the details of positive and quarantined persons in Covid19 Jagrata portal and share the same with DDMA with a copy to DMO on a daily basis. The wards which were declared as containment zones as per the previous orders will be excluded from the list and only certain areas of these wards will be included in the micro containment zones and will be added below SI No LSGI Ward Containment Micro Containment Area 44-Jagathi 1. ARA Now it is observed that Test Positivity Rate (TPR) of Covid 19 disease in the following LSGIs in Thiruvanathapuram Distriet is above 34% which will lead to community transmission. Now it is felt that more regulations are necessary to contain the spread of noval corona virus. Shall ensure strict enforcement of SMS; Break the Chain, Quarantining of contacts, Isolation of positives with help of police, revenue and LSGs. 12) Taluk in Charge Medical Officer, shall conduct daily monitoring of containment activities and submit a weekly report to the DDMA with a copy to DMO. 13) District Medical Officer shall ensure that Health activities planned as per the ref cited 3 is been implemented by the respective Medical Officers and effective supervision is done by the respective Block MOs. DMO shall furnish a daily progress report to this office by 8.00 PM every day through email [email protected]. 14) The concerned authorities should continuously provide awareness and advice to the locals regarding the instructions to be followed in the Containment Zones. Children under 10 years of age, pregnant and lactating mothers, and persons with co morbidities should strictly adhere to the guidelines by Health Department. 15) Police shall ensure the guidelines issued by the Government of Kerala regarding the containment zones are complied with in letter and spirit. Based on the Government letter read 8"h above, the following guidelines in respect of lock down (except critical containment zones) are issued as follows. 1) Machines used in the coir manufacturing units are allowed to function on Tuesday and Saturday. 2) Vehicles supplying women hygienic materials are allowed 3) Optical shops and service centres shall function on Tuesday and Saturday 4) Shops selling hearing aids and their repairing units shall function on Tuesday and Saturday 5) Shops selling artificial limbs and their service centers shall function on Tuesday and Saturday 6) Gas stove repairing units shall be allowed to function on Tuesday and Saturday 7) Mobile phones and computer service centres shall be allowed to function on Tuesday and Saturday District Collector & Chairperson, District Disaster Management Authority Thiruvananthapuram Copy to: 1.

Retting activity has resulted in the mass destruction of the flora and fauna and has converted sizeable sections of the kayal into virtual cesspools of foul smelling stagnant waters. Levels of hydrogen sulphide, phosphate and BOD, increased while dissi lived oxygen and fish and shellfish fauna decreased in the ambient waters. In the Kadinamkulam kayal a total of 37 species of fishes belonging to 26 families, 5 species of prawn and 2 species each of crabs and molluscs were recorded from the nonretting zone, whereas only 20 species of fish in dead condition were collected from the rating zone. Prawns, crabs and molluscs were absent at the vetting zone. IVIajority of the fish fauna in the kayal were marine forms.
