CLARENCE DRAFT LPS - TPC DIRECTION AIRPORT NOISE EXPOSURE AREA OVERLAY MAPPING

I refer to the Commission’s direction dated 4 June 2021 relating to the above and thank you for the requested extension of time until 25 June 2021. The direction specified that the planning authority, in consultation with , is to provide:

• current N-contour mapping for Hobart Airport to inform the airport noise exposure area overlay consistent with SAC2 and SAC3 of Guideline No. 1, and any supporting evidence; and • revised GIS mapping for the airport noise exposure area overlay.

Council has consulted with the Hobart Airport and can confirm that consideration was given to:

• The updated ultimate capacity ANEF 20 contour from the Airport (based on the CAD information provided around October 2020 and GIS data provided on 10th June 2021); • The previously exhibited N60 contour for the draft LPS (based on the information the Airport provided to Council around May 2018); and • The Airport buffer overlay mapping contained within the current Clarence Interim Planning Scheme 2015 (CIPS2015).

For your information each of the above features are shown on the plan attached and provide a useful visual representation of the respective spatial extents. Given the Airport’s requirements and the constraints prescribed in SAC 2 and SAC 3 of Guideline No. 1 it was agreed that that the N60 Contour is the most appropriate feature to be incorporated into LPS representing the Airport Noise Exposure Area overlay.

• In summary the N60 Contour: : • is still current and there is no updated modelling available; • captures the entire extent of the ANEC area (as required under SAC 2); • is consistent with SAC 3; • captures the significant majority of the CIPS2015 Airport buffer overlay; and • is the same as that exhibited in the draft LPS in Jan/March 2020.

Accordingly attached is a zip file containing GIS files and pdf of the Airport Noise Exposure Area overlay.

Despite the above, via email dated 23 June 2021, the Hobart Airport’s Development Manager - Ms Rhiannon West submitted that:

“ If the Council was agreeable to ‘manually’ amending the noise exposure area to cover all of Sandy Point HIAPL would certainly support this, as it protects the airport from any sensitive receptors that may be developed in the future (eg as part of a golf course development). This would be consistent with the submission made to Council several years ago regarding the then proposed hotel. It would have the effect of ensuring that all of the area that was previously covered by airport buffer is still covered.

We have not “pushed” for this, but it would be very positive from our perspective.”

It is considered that this potential modification would result in a modified Airport Noise Exposure Area not based on any particular noise model, not contained in the airport master plan and therefore be inconsistent with Guidelines. However, the modification is minor, and would simplify the planning controls relevant to the Seven Mile Beach peninsula. Should the Commission consider that the modification could be approved, on the basis that is was consistent with Guidelines, the suggested modification is supported.
