KGaA, Weinheim ISBN: 978-3-527-32540-5 3 1 The Energy Challenge “ Pay attention to the whispers, so you won ’ t have to listen to the screams. ” Cherokee Proverb 1.1 Our Spaceship Earth On Christmas Eve 1968, the astronauts of the Apollo 8 spacecraft, while in orbit around the Moon, had the astonishment to contemplate the Earthrise. William Anders, the crewmember who took what is considered one of the most infl uential photographs ever taken, commented: “ We came all this way to explore the Moon, and the most important thing is that we discovered the Earth ” [1] (Figure 1.1 ). The image taken by the Cassini Orbiter spacecraft on September 15, 2006, at a distance of 1.5 billion kilometers (930 million miles) shows the Earth as a pale blue dot in the cosmic dark (Figure 1.2 ). There is no evidence of being in a privi- leged position in the Universe, no sign of our imagined self - importance. There is no hint that we can receive help from somewhere, no suggestion about places to which our species could migrate. Like it or not, Earth is a spaceship. It ’ s the only home where we can live. Spaceship Earth moves at the speed of 29 km s − 1 , apparently without any destina- tion. It does not consume its own energy to travel, but it requires a huge amount of energy to make up for the needs of its 6.8 billion passengers who increase at a rate of 227 000 per day (the population of a medium - sized town), almost 83 million per year (the population of a large nation) [2] . -

Natural capital for governments: why, what and how Natural capital for governments: why, what and how (DRAFT 1.0, 20 November 2018) is developed in the context of the Government Dialogue on Natural Capital (https://naturalcapitalcoalition.org/projects/government-dialogue-on-natural-capital/). It is written by a core-team of authors from the Netherlands Ministry of Agriculture, Nature and Food Quality, Green Economy Coalition, World Bank WAVES Programme and Natural Capital Coalition and builds on contributions from the Narrative Working (France, Germany, Ghana, Japan, Netherlands, Nigeria, South Africa, United Kingdom, CISL, European Commission ICAEW and IUCN, plus the core-team members mentioned before). It also builds on the wealth of best practices that is collected by the Best Practices and Accounting Working Groups, as well as on examples published by the Green Economy Coalition and the World Bank’s WAVES Program. This document contains over 50 examples of government best practices that show that many governments already do act on natural capital. All examples in the text are underlined and in majority hyperlinked. However, 15 of these hyperlinks are not yet in place in this draft and will be added. As soon as all links are available an updated draft will be published on the web on https://naturalcapitalcoalition.org/projects/government-dialogue-on-natural-capital/ and on the webpage of the Policy Forum on Natural Capital . Still, it takes ones breath when realizing the huge challenges ahead. Articles and Letters Statistics has not always been considered as being very necessary. In 1848 the Dutch On Bayesian Measures of Ministry of Home Affairs established an ofŮice of statistics. And then, thirty years later Uncertainty in Large or InŮinite minister Kappeyne van de Coppelo abolishes the “superŮluous” ofŮice. The ofŮice was Dimensional Models p. 4 quite rightly put back in place in 1899, as “Centraal Bureau voor de Statistiek” (CBS). Statistics at the CBS has evolved from “simple” counting to an art requiring a broad range On the Probability of Co-primality of competences. Of course counting remains important. For example the CBS reports in of two Natural Numbers Chosen February 2017 that almost 1 out of 4 people entitled to vote in the Netherlands is over the at Random p. 7 age of 65. But clearly, knowing this generates questions. What is the inŮluence of this on the outcome of the elections? This calls for more data. Demographic data are combined with survey data and nowadays also with data from other sources, in part to release the “survey pressure” that Ůirms and individuals are facing. -

Streltsova1 RESEARCH GRANTS IN RUSSIAN SCIENCE: EVIDENCES OF AN EMPIRICAL STUDY2 The paper discusses the results of a survey devoted to the role of research grants for the modern Russian academic community. Researchers’ motives to apply for grants, the strategies used in grant contests, the factors decisive for grant success are presented. Also the extent of Russian scientists’ trust to the main research foundations in the country is discussed. The study has demonstrated that the symbolic value of grants for Russian scientists play a secondary role in comparison to their economic meaning: participation in grant contests is mainly motivated not by the aspiration for professional recognition, but the need for financial support. The paper might be of interest for sociologists of science and others interested in current transformations of scientific field in the country. Above all, an overview of academic literature on the topic – both foreign and Russian – is presented in the paper, what can make a significant contribution to any research on grant science: its evolution, national peculiarities of grant systems, grants’ influence on researchers’ work and life worldwide. Spash The Ecological Economics of Boulding's Spaceship Earth SRE-Discussion 2013/02 2013 The Ecological Economics of Boulding’s Spaceship Earth1 Clive L. Spash Abstract The work of Kenneth Boulding is sometimes cited as being foundational to the understanding of how the economy interacts with the environment and particularly of relevance to ecological economists. The main reference made in this regard is to his seminal essay using the metaphor of planet Earth as a spaceship. In this paper that essay and related work is placed both within historical context of the environmental movement and developments in the thought on environment-economy interactions. The writing by Boulding in this area is critically reviewed and discussed in relationship to the work of his contemporaries, also regarded as important for the ecological economics community, such as Georegescu-Roegen, Herman Daly and K. William Kapp. This brings out the facts that Boulding did not pursue his environmental concerns, wrote little on the subject, had a techno-optimist tendency, disagreed with his contemporaries and preferred to develop an evolutionary economics approach. Finally, a sketch is offered of how the ideas in the Spaceship Earth essay relate to current understanding within social ecological economics. The essay itself, while offering many thought provoking insights within the context of its time, also has flaws both of accuracy and omission. The issues of power, social justice, institutional and social relationships are ones absent, but also ones which Boulding, near the end of his life, finally recognised as key to addressing the growing environmental crises. -

In this article author said that all the SCO studies in China can be divided into two categories, where one of them is the real political dynamics studies, the other - focuses on theoretical questions. Its creation has affected not only the solution of border issues of China with neighboring countries. The emergence of new international non-governmental organizations focused on dialogue contribute to globalization and challenges against the backdrop of the current international image of the world. Directly in China studies at the SCO is of great interest not only in the scientific public, but also in society. This is due to the fact that the SCO is the only international and regional organizations, which was established on the initiative of not only China, but also with the regional headquarters located in China. The SCO creation has affected not only the solution of border issues of China with neighboring countries, but also largely contributed to peace and stability in the region. -

THE ROLE OF ISAAK PREZENT IN THE RISE AND FALL OF LYSENKOISM GIULIA RISPOLI1 ABSTRACT. The establishment of an “official” biology in the Soviet Union is often associated with the rise of Trofim D. Lysenko and with the unbridled power that he exercised with the active complicity of Stalin. However, Lysenko did not apply his tyrannical methods with the same effectiveness and to the same ends throughout his career. The institutionalization of the new agron- omy involved a complex combination of factors, and the power and charisma of those who surrounded Lysenko greatly facilitated his indoctrination of this branch of science. One of the most influential collaborators of Lysenko was the Marxist ideologist and Party official Isaak Izrailevich Prezent, whose relation- ship with Lysenko is crucial to understand Lysenko’s development from a simple plant breeder to a political force of the Soviet Union. His words sounded flattering especially in the field of biological sciences: In the study of the organism and its cells T. D. Lysenko was right when he wrote in the columns of the Herald of the Academy of Sciences that the nature of an organism is unusually pliant and inconstant, that changes in it may occur in the course of not only several generations but even during several days of its life, and that these changes may be caused artificially. -
