Update your voter registration information or register to vote at oregonvotes.gov/myvote. The Voter Registration Deadline is Oct. 13. Sign up to Track Your Ballot at multco.us/trackyourballot. 2. Get your ballot. You will receive your ballot in the mail beginning Oct. 14. If you have not received your ballot by Oct. 22, take action and contact the elections office. 3. VOTE your ballot. Remember to sign your ballot return envelope. Your signature is your identification.     ​Director’s Report Agenda Item No. 3 April 2019 Photo: MCL ​Spanish GED Instructor Kristine (right) helps a patron during a session at Midland Library. Welcome Spanish GED learners Bilingual GED instruction is now available for the library’s Spanish-speaking GED learners at Midland and Rockwood libraries during drop-in adult tutoring. Thanks to a $15,000 grant from the State of Oregon Higher Education Coordinating Commission, MCL adult learners can get free GED testing, help with transportation and other supports. The response has been overwhelming. Since October 2018, Colleen, the library’s GED coordinator, has connected with more than 100 learners, many of whom have attended drop-in tutoring for help with GED prep, learning math and navigating college resources. Colleen noted a couple of the recent patron success stories: Here are a couple of the recent patron experiences as noted by Colleen: Library Director’s Report to Library Advisory Board 1 of 6 ​Director’s Report Agenda Item No. 3 April 2019 Jorge began his GED studies by learning how to calculate percentages. He works on a printing press and has to calculate and report the percent of wasted print each day. Each day for years, he has had to ask someone to calculate that for him. After an hour of tutoring, Jorge learned how to set those problems up and calculate them on his own. He was so relieved and surprised that there was nothing more to it. Oscar has been getting tutoring at the library for both his GED and his upcoming citizenship test. He has talked about working in the field since he was 10 years old and never spending time on school.

    BEFORE THE MULTNOMAH COUNTY LIBRARY DISTRICT BOARD RESOLUTION NO. 2017-057 Adopting the Multnomah County Library Space Planning Framework. The Multnomah County Library District (MCLD) Board Finds: a. Established in 1864, today's Multnomah County Library is one of the busiest, best and most beloved public library systems in the United States. b. The library offers a wide range of resources, services and personal assistance to people of all ages. c. The library commenced a space planning process in July 2016, engaging nearly 4,000 residents, community leaders, partner agencies, educators and nonprofits for input and carefully reviewed use patterns, demographic data and industry best practices. d. The physical structure of this system began in the Andrew Carnegie era, when libraries served vastly different purposes than today. e. Multnomah County Library's library spaces total just 260,000 square feet, a rate of just over 0.3 square feet per capita. Other Oregon library systems offer up to three times that amount per capita. f. All 19 Multnomah County libraries, plus library office and storage space, would fit into Seattle's downtown library. g. Growth projections show an increase of population to more than 910,000 in Multnomah County by 2035. h. Demographic data show increasing needs in east Portland and east Multnomah County, which offers just 25% of total library space, yet is home to 40% of residents. The Multnomah County Library District Board Resolves: 1. Adopt the findings of Multnomah County Library Framework for Future Library Spaces, authored by Group 4 Architecture. 2. Envision a resulting system of libraries that provides modern and adequate spaces for people across Multnomah County.

    ​Director’s Report Agenda Item No. 2 January 2020 As we close one year and begin both a new year and a new decade, I wanted to express my thanks to our dedicated library staff, our supportive partners, and of course, our community, whose use and love of the library is central to everything we do. The library had many notable moments over the past year. From celebrating the ​first graduates of the library’s adult GED tutoring program​, to advocating for​ equitable e-book access​, to partnering with Ooligan Press to publish print copies of a ​Library Writer’s Project title, and modernizing our integrated library system, the library made great progress in honoring its new ​priorities​. The library will carry that momentum into 2020. As noted below, the library is kicking off its 18th annual community reading project, Everybody Reads with Tommy Orange’s powerful debut novel, There There. In addition to offering a series of events presented by members of the local Native community, I’m thrilled that this year both Multnomah County and the City of Portland will issue proclamations recognizing Everybody Reads and honoring Native voices. Following the direction of the Library District Board in 2017, I’ve been continuing to work with library partners, community representatives, and industry experts to research and plan the future of our library spaces. This phase of work is nearing completion, and we will soon present our research and thoughtful proposals to the Library District Board for consideration. I am proud of the evolving work of this library, and I look forward to all the ways we will progress over the next year to bring all members of our community a library system they can enjoy today and into the future.

    ​Director’s Report Agenda Item No. 3 September 2019 It’s hard to believe that another Oregon summer has flown by again! These past few months, Multnomah County libraries welcomed thousands of youth and volunteers for our annual Summer Reading program, while also hosting numerous camps and programs — everything from Hip Hop Soulsation to babysitter training for teens. In addition to our daily public library activities, we’ve been working on producing our annual Equity and Inclusion Report, which highlights significant efforts across the library system to remove barriers and address racial inequities with intersectional and thoughtful changes. Recently, I’ve been continuing my conversations with partner organizations, county entities, and other municipalities about library spaces and how we can transform libraries to better fit the current and future needs of our community. I’m also continuing advocacy work as part of a national conversation around a troubling trend by publishers to place restrictions on sales of digital content to libraries. This trend grew worse when Macmillan, one of the country’s biggest publishers, announced even more restrictions for libraries (more detail is included in a piece below). In spite of the challenges we face, change is all around us and we are serving patrons in new ways every day. I’m proud of the evolving work of Multnomah County Library and the exciting direction for its future.     Agenda Item No. 2 January 12, 2016 Library Director’s Report to Multnomah County Library Advisory Board Rockwood Library connects through Russian outreach storytime The power of library outreach was evident at Rockwood Library when a young girl and her mother came in this past December to get a library card and to check out books for the first time. The student remembered Bilingual Russian Library Assistant Natalia Myers from storytime at Christian Slavic Academy and proudly showed her all the books she was ready to check out. “Responses like this to our outreach efforts are so inspirational,” said Natalia. “That is why I come to work each day with a smile, ready to work on new creative programs for the kids.” That sentiment was echoed by the school’s administrator, who said, “It is so helpful for us, like a drop of new and fresh air in our community." New streaming platforms offer magazines, comics and films On Dec. 15, Multnomah County Library launched two new streaming content platforms to increase access to magazines, comics and movies. With Zinio, patrons can access 175 digital magazines, including The New Yorker and National Geographic. Patrons can read Zinio content online or download magazines to their devices for offline reading. IndieFlix offers more than 8,000 independent movies and a collection of classic television shows. We’re also excited that digital comics are now available on the Hoopla platform. That means patrons can now read titles from DC, Dark Horse, Image Comics and many more on their electronic devices. In the first three weeks of service, we’ve had more than 5,000 checkouts on Zinio and about 1,000 on Hoopla.
