Haiyan DTM Datasets CCCM on the CCCM Website

 DTM mobile data collection was piloted in using the 15 tablets donated by Harvard Humanitarian Institute. Assessment covered the most populated displacement sites in Tacloban, spontaneous settlements and in the Astrodome evacuation centre. Training on mobile data collection was also conducted for the local site management and assessment teams. Tablets will be distributed to other hubs this weekend targeting a full DTM mobile data collection in the succeeding rounds of DTM.  Round 2 of DTM implementation (for Region VI and VII) and Round 3 (for Region VIII) will begin in mid-January. The DTM will also capture data in the 26 established bunkhouse sites across Regions VI, VII and VIII. In upcoming implementations, the DTM will evolve to include more displacement site categories as currently covered by DROMIC (DSWD), such as host communities and families with damaged/destroyed houses.  In Tacloban, preparations for the identification and activation of displacement management focal points in the municipal and barangay

levels are underway. Trainings (incorporating counter-trafficking sessions) will be piloted in Tacloban City, Palo, Tan-auan and Tolosa in and in Basey in . More municipalities will be targeted based on DTM Region 8 Round 3 results.  In Estancia, the number of families currently reported living in the NIPSC evacuation centre is 118 as of 9 January. As reported by the Municipal Social Welfare Development in Estancia, of the 384 families who received tents from UNHCR and tool/fixing kits from IOM, 365 of these have returned to their places of origin in Botongan barangay after receiving emergency shelter assistance.  DTM/CCCM teams in Roxas are assessing evacuation centres reported by DSWD to be active and hosting 593 families. To-date, DTM teams have verified 16 evacuation centres in Ajuy (of the 18 on the DSWD list in this municipality in Iloilo) and have found only one evacuation centre active. The remaining two evacuation centres in the same municipality will be assessed on 10 January. In Concepcion municipality (Iloilo), five evacuation centres were assessed and two were found active hosting 18 families. Evacuation centres in Estancia municipality (Iloilo) are currently being assessed.

Shelter and NFIs

 IOM continues to distribute emergency shelter kits (ESKs) and non-food items (NFIs) in municipalities across Guiuan, Tacloban, and Roxas. o IOM has distributed ESKs to almost 59,000 households, which, together with the 2,426 households in the pipeline, cover 87 per cent of the targeted 70,000 households. o IOM has distributed NFIs to 30,478 households, which, together with the 944 households in the pipeline, only cover 45 per cent of the targeted 70,000 households.  Attached is a map illustrating IOM’s shelter and NFI distribution in Guiuan, Tacloban, Ormoc and Roxas. Below graph plots IOM’s distribution from the beginning of December 2013.

 IOM training on risk reduction management has reached 1,740 households across 13 municipalities in Guiuan and Mercedes, . The training relates to good construction practices and includes elements such as environmental awareness as it relates to construction (e.g., addressing issues related to winds, flood risks, landslides, types of trees and other vegetation which are more resistant/less likely to fall during a typhoon). The training complements the distribution of corrugated iron sheets and tool/fixing kits and the implementation of the coco-lumber activities.  In Guiuan, IOM continues to work with the Philippine Authority and DSWD to provide useable lumber from coconut trees felled by the typhoon to facilitate the reconstruction of homes under the “Debris to Shelter” programme.

Health

 IOM’s support to health facilities in Capiz have assisted 5,366 patients including 3,982 outpatient consultations, 707 immunizations, and 56 medical referrals.

 Assessments of health conditions in key evacuation centres and surrounding health facilities continue in Tacloban along with the identification of nurses to be stationed at priority evacuation centres.  A “referral map” has been developed for Tacloban City showing the locations of available and functioning health services within the vicinity of evacuation centres. This map will be distributed to evacuation centres in Tacloban.

Protection

 Information, Education and Communication banners and posters were posted at the Tacloban airport and evacuation centres to raise awareness on trafficking in persons and on ensuring the safety and protection of the IDPs.  The Child Protection Cluster will be launched in Ormoc. The Protection Cluster states counter-trafficking as one of the protection gaps and has requested IOM to look into possible support to address this issue in Ormoc, given that IOM is implementing counter-trafficking activities in Tacloban.
