Call to Order Chairperson Kevin Denhof called the meeting to order at 8:00 a.m. Attendance: Members Present: Kevin Denhof, Mark Rambo, Marcia Rapp, Joan Rosema-David, Mike Ellis, Commissioner Lumpkins, Andy Guy, Peter Varga and Dwayne Moore Members Absent: None City Staff Present: Pam Ritsema, Kimberly Miller, Eileen Pierce, Henry Bouman, Mitch Schutter, Barbara Singleton, and Aaron Terpstra Visitors Present: Charlsie Dewey (The Grand Rapids Business Journal), Mark de la Vergne (Sam Schwartz Engineering) II. Review and Approval of April 16, 2015 Minutes Andy Guy moved to approve the April 16, 2015 minutes. Mr. Rambo supported. Motion passed. III. Transportation Demand Management Presentation and Feedback Opportunities An evaluation of parking rates has not been completed yet. Ms. Ritsema asked Sam Schwartz Engineering to discuss Transportation Demand Management (TDM). Parking management is a component of TDM and parking rates are a component of parking management. According to the City Commission resolution, parking rates are to be based on CPI-U for the period ending March 31, with a recommendation made by June 1. This year the CPI-U is .001. If we followed the resolution no rate changes would be made, so there is time to work on this. Mobile GR was included in the packet this month. Mr. de la Vergne, Sam Schwartz Engineering, discussed Mobile GR, a plan that expands parking management to include more mobility choices and encourages public participation and partnership. It is a different way of looking at the goals of TDM by looking at transportation as a whole. Outreach is a large part of TDM. Employers need to be involved in the process of providing options such as car share, bike share, remote parking, and transit incentive programs. All of these options will need marketing to be successful. Another area to develop is a new TDM ordinance and policy changes. We will need to look at what is feasible and achievable and decide where we are going from there. Sam Schwartz Engineering will be submitting a report one week from Friday. Back and forth discussion on specific items could take two more weeks. A final report should be available June 8. They will try to provide enough time for review before the next meeting on June 11. Mr. de la Vergne will be available to discuss the plan this afternoon and tomorrow. IV. Accounts Receivable Infinite Selection Ms. Miller provided information on the selection of a new billing and accounts receivable vendor for monthly cards. Infinite will replace the current vendor which we have been using since 1997. We needed the ability to track revenue by location with a customer facing website. With Infinite we will be able to communicate with customers online and will no longer have double entry to apply payments. The system will run in the cloud. V. Project Updates A Request for Proposal is out for the LED sign count system. On Monday, Ms. Miller answered questions from interested parties and an addendum was issued Wednesday. Responses are due May 20. The requirements are exterior signs that will show the number of visitor spaces available and real-time parking information to be available on a mobile app. The count signs will be installed in all eight ramps. VI. Grand Rapids Parking Related Articles (Attachments) Parking related articles were included in the packet. VII. Other Business Mr. Varga sent a link to the Center for Transportation Excellence Conference to be held June 1 through 3 at the Amway Grand Plaza Hotel. Anyone can attend the conference for one day, two days, or the whole conference. Ms. Ritsema invited Parking Commissioners to a Lunch and Learn on June 26, 2015, from noon to 1:30 p.m. The DDA Director from the City of Ann Arbor will talk about the Go Pass program. Andy Guy commented on the DDA budget recommendations to the City Commission that included funding for car share, support for bike share planning, and Dash funding. He asked about Parking Service’s budget. Ms. Ritsema said the budget was submitted in January and at that time we didn’t know the parking study recommendations. Three additional positions were requested at budget review to assist with TDM. No funding was included for specific programs; these will be presented to the City Commission as they are implemented. VIII. Public Comment There was no public comment. IX. At the June meeting, Mark De la Vergne will present the findings and recommendations of the Parking and Mobility study. There will be opportunity for feedback and questions, as we work toward finalizing the report. Thank you for your support as the City of Grand Rapids expands to incorporate Transportation Demand Management, more dense development patterns, and intentional actions towards creating mode shift (more transit, biking, walking) that will make a difference in creating a more equitable community that offers all of its citizens access to where they want to go without requiring the cost of car ownership.
