15.09.15 11 WHY ARE THEY NEEDED TODAY? § Ship‘s Bridge Teams cannot have detailed global knowledge of Ports and Approaches § To provide an Independent, safety-based navigation service to counter the Commercial Pressures on Ships. § To provide support to fatigued and minimum manned Bridge Teams. § To Berth ships using local allied services who use local language & procedures 15.09.15 12 THEIR LEGAL STATUS...... § Pilotage is generally mandated as Compulsory by a National Instrument as it is performed in a national jurisdiction § The Master remains in Command Ø The Pilot either has the ‘Conduct‘ of Navigation or advises the Master § The Pilot is not part of the ships Complement or Bridge Team § Pilot‘s Liability is normally limited but..... § They are not absolved of Legal responsiblity § IMO provides International standards on Training and Operational Procedures to overlay National Requirements.
