    An Affiliate of the Center on Budget and Policy Priorities 820 First Street NE, Suite 460 Washington, DC 20002 (202) 408-1080 Fax (202) 408-8173 www.dcfpi.org February 27, 2009 DC HOMEOWNERS’ PROPERTY TAXES REMAIN LOWEST IN THE REGION By Katie Kerstetter This week, District homeowners will receive their assessments for 2010 and their property tax bills for 2009. The new assessments are expected to decline modestly, after increasing significantly over the past several years. The new assessments won’t impact homeowners’ tax bills until next year, because this year’s bills are based on last year’s assessments. Yet even though 2009’s tax bills are based on a period when average assessments were rising, this analysis shows that property tax bills have decreased or risen only moderately for many homeowners in recent years. DC homeowners continue to enjoy the lowest average property tax bills in the region, largely due to property tax relief policies implemented in recent years. These policies include a Homestead Deduction1 increase from $30,000 to $67,500; a 10 percent cap on annual increases in taxable assessments; and an 11-cent property tax rate cut. The District also adopted a “calculated rate” provision that decreases the tax rate if property tax collections reach a certain target. As a result of these measures, most DC homeowners have seen their tax bills fall — or increase only modestly — over the past four years. In 2008, DC homeowners paid lower property taxes on average than homeowners in surrounding counties. Among homes with an average sales price of $500,000, DC homeowners paid an average tax of $2,725, compared to $3,504 in Montgomery County, $4,752 in PG County, and over $4,400 in Arlington and Fairfax counties.

    2019 Forest Glen/Montgomery Hills Sector Plan WORKING DRAFT 1 Abstract The Forest Glen/Montgomery Hills Sector Plan contains the text and supporting maps for a comprehensive amendment to portions of the approved and adopted 1989 Master Plan for the Communities of Kensington- Wheaton, as amended; 1996 Forest Glen Sector Plan, as amended; and 2000 North and West Silver Spring Master, as amended. It also amends The General Plan (On Wedges and Corridors) for the Physical Development of the Maryland-Washington Regional District in Montgomery and Prince George’s Counties, as amended; the 2013 Countywide Transit Corridors Functional Master Plan; the Master Plan of Highways and Transitways, as amended; and the 2018 Bicycle Master Plan. Summary We recommend that the Board approve this project with the following comments to SHA and request that response to these comments be provided with the Mandatory Referral submittal: We recognize that these recommendations would increase the cost of this project, however there are few locations that could compete with the documented problems here: • Georgia Avenue (MD97) is the highest volume non-Interstate roadway with the highest volume interchange in Maryland • The three major intersections within the project limits of just over a half-mile are rated as some of the most congested in Montgomery County, per the 2014 Mobility Assessment Report: o Georgia Avenue (MD97)/Sixteenth Street (MD390) - #7 o Georgia Avenue (MD97)/Forest Glen Road (MD192) - #32 o Georgia Avenue (MD97)/Seminary Road/Columbia Boulevard - #34 1 The expanded project would encompass two projects on the County’s priority list for State projects (see Attachment 6) , #12: MD97 (Georgia Avenue) and Forest Glen Road: pedestrian underpass and safety improvement, and #16: MD97 (Georgia Avenue), I-495 to MD390 (16 th Street) in the Construction program.
