Congressional Report February 2017 Senate EPW Panel Fills In Subcommittee Assignments February 23, 2017 at 1:38 PM Republican John Boozman of Arkansas will chair the Senate Environment and Public Works (EPW) Committee’s Subcommittee on Fisheries, Water and Wildlife, Senate GOP leaders announced (https://www.epw.senate.gov/public/index.cfm/2017/2/chairman-barrasso- announces-epw) this month. The subpanel has jurisdiction over a range of water policy issues, including the Safe Drinking Water Act and the Clean Water Act. Sen. Boozman previously served as the top Republican on the subcommittee during the 113th Congress, when Democrats held control of the Senate. During his time as a member of the House of Representatives, Boozman also served as the top Republican on the House subcommittee with Clean Water Act oversight. Boozman is scheduled to speak at AMWA’s 2017 Water Policy Conference (http://www.amwa.net/2017WPC) on March 28. Boozman replaces Alaska Sen. Dan Sullivan as chair of the subcommittee. Sen. Sullivan will remain a member of the panel, along with fellow Republicans James Inhofe (Okla.), Shelley Moore Capito (W.Va.), Roger Wicker (Miss.), Deb Fischer (Neb.), and Mike Rounds (S.D.). An increase in insurance requirements is both unnecessary and impractical with the result having little to do with improving highway safety. Furthermore, the addition of these requirements would negatively impact a wide range of industries that are crucial to our states and the nation. Increasing minimum liability coverage would impact any business that transports property, which would be felt by the very industries that have been deemed essential during this period of crisis. A coalition composed of truckers, farmers, and manufacturers recently sent a letter to the Committee warning of the economic impact that would come as a result of an increase in insurance rates. As you push for legislation designed to support economic recovery and growth, it is imperative that you do not add policies that would lead to even more lost American jobs. We believe these cuts will further strain our health care system, which is already stressed by the COVID-19 pandemic, and jeopardize patient access to medically necessary services over the long-term. On December 1, 2020, the Centers for Medicare & Medicaid Services finalized the Medicare Physician Fee Schedule for 2021. The fee schedule includes several positive attributes, including improvements for maternity care and much-needed payment increases for physicians delivering primary and other essential outpatient and office-based care to some of our nation’s most vulnerable patients. These changes should take effect on January 1, 2021, as planned. However, a statutory budget neutrality rule requires that any increases in Medicare payments for these office visits, also known as evaluation and management (E/M) services, must be offset by corresponding decreases. As a result, many practitioners including surgeons, specialists, therapists and others face substantial cuts beginning on January 1, 2021, if Congress does not take action to provide relief. Health care professionals across the spectrum are reeling from the effects of the COVID-19 emergency as they continue to serve patients during this global pandemic. The payment cuts finalized by CMS would pose a threat to providers and their patients under any circumstances, but during a pandemic the impact is even more profound.
