Planning Committee meeting – 15th October 2018 Minutes of the meeting of St Agnes Parish Council Planning Committee as above, held in the Parish Rooms, 17 Vicarage Rd, St. Agnes, at 19:15.

Present: Cllrs Barrow (Chair), Ball, Brown, Bunt, Johns, Ripper, Slater. Absent: Cllr Palmer. In attendance: C Callaway, Officer; 7 members of the public.

PL52/18 Public Participation S Walters, Planning Consultant with Situ8 Ltd, outlined a potential planning pre-application development site at Rocky Lane, St Agnes. J Hutchings gave context to PA18/08943. S York (Project Manager) spoke for PA18/08738. A Mason gave context to PA18/08761. P Hoare gave context to PA18/08518.

PL53/18 Planning Committee meeting minutes: 17th September 2018 RESOLVED that the minutes of the meeting of the Planning Committee as above, having been previously circulated, be taken as read, approved and signed. Cllrs Ripper/Slater. 5 voted in favour. 2 abstained: Cllrs Ball and Johns.

PL54/18 Planning Applications for consideration RECEIVED a request by the planning authority for consultation and responded:

PA18/08172: Conversion of existing garage/workshop, derelict outbuildings and hardstanding to two holiday bungalows and a holiday chalet. T Johnson. Cottingham Cottages, The Willows access track to Cottingham Cottages, Two Burrows, Blackwater TR4 8HJ

A ‘no objection’ motion was lost by a majority of 4 votes to 3 against the proposal. The Council objects as follows: Inappropriate scale of development in comparison to existing (overdevelopment of the site); Concern regarding accessibility to a range a transport modes, contrary to Policy 5 of Cornwall Local Plan and Policy 19 of emerging NDP; Diagrams presented online were not clear (in particular the footprint of the previous building), which made assessment of the proposals difficult and further, there was limited planning history available online regarding previous applications for the same site. Cllrs Ripper/Slater. 4 voted in favour. 2 against: Cllrs Ball and Barrow. 1 abstained: Cllr Johns.

The Council strongly support the application and wish to note that the proposal is an excellent example of infill development. Cllrs Ripper/Slater. 6 voted in favour. 1 abstained: Cllr Johns.

PL57/18 National and Local Neighbourhood Plan updates RECEIVED an update from NALC entitled “Where next for Neighbourhood Plans: can they withstand external pressures?” NOTED the Crantock Parish Council Judicial Review in respect of their Neighbourhood Development Plan.

PL58/18 Reports from Council representatives NOTED the following reports: A suitable examiner has now been selected to inspect the NDP draft document; Advised that the Cornwall Planning Partnership (CPP) may send out requests for new representatives and it was agreed to remove the CPP reports item from the agenda until the Council has a representative to attend future meetings; At the recent North Coast Cluster Group meeting it was explained that St Agnes Parish is significantly over its specified housing quota, whereas some other local areas are below theirs.
