Vulnerabilitatea economiei la fluctuatiile de prețuri ale petrolului, precum și resursele petroliere relativ limitate (în actualul ritm de exploatare îi ajung pentru 40 de ani), au schimbat optica guvernului, Qatarul punând apoi accentul pe exploatarea rezervelor însemnate de gaze naturale, în paralel cu promovarea investiţiilor în sectoarele non-petroliere ale economiei. Resursele de gaze naturale situeazț Qatarul pe locul trei în lume, după Rusia și Iran. Uriașul rezervor de gaze neasociate din nordul Qatarului a fost descoperit în 1971 și se constituie în cel mai mare rezervor de gaze naturale neasociate din lume; rezervele sigur descoperite sunt apreciate la 25 trilioane m.c., ceea ce reprezinta cca 13% din totalul mondial. Exporturile de GNL ale Qatarului asigură în prezent cca 30% din necesarul pe plan mondial, iar în actualul ritm de exploatare resursele sale de gaze s-ar epuiza in peste 130 de ani. Potrivit ultimelor date PIB-ul Qatarului a înregistrat în 2017 o rată de creştere de 3,6% faţă de anul precedent. Bugetul Qatarului pe 2018, care este calculat la un preţ de referinţă al barilului de petrol de numai 45 USD, prevede alocarea pentru cheltuieli a sumei de 55,4 mld USD, faţă de 47,7 mld USD în 2017, (adică + 16%) din care 25 mld USD (45%) urmează a fi investiţi în proiecte. Oo parte din încasările suplimentare urmează a fi asigurate odată cu creşterea producţiei exploatării de gaze Barzan, la 11 mld. p.c. standard/zi. Chiar şi numai la un preţ de referinţă de 55 USD/baril Qatarul ar urma să înregistreze un surplus fiscal de cca 1,6 %, iar la 65 USD/baril excedentul ar urma să fie de 3,7% (or am văzut că barilul de ţiţei Brent a ajuns la 71 USD). În condiţiile menţinerii pe parcursul întregului an 2018 a preţului barilului de ţiţei în jurul valorii de 70 USD, se poate aprecia că surplusul fiscal al Qatarului ar urma să depăşească lejer procentul de 4%. Qatarul a amânat introducerea TVA-ului (de 5%), preconizată pentru 1 ianuarie 2018, către sfârşitul a.c. Numărul mare de proiecte restante de infrastructură şi construcţii în contextul găzduirii viitorului Campionat Mondial de Fotbal FIFA 2022 şi a planurilor de dezvoltare în conformitate cu “Viziunea Naţională 2030” vor asigura continuarea procesului de dezvoltare a sectorului non-hidrocarburilor şi în perioada următoare. Structura economică Dependenţa de ţiţei şi gaze, economia qatareză se caracterizează printr-o activitate economică direct legată de cheltuielile de la stat pentru dezvoltarea infrastructurii. Menţinerea la un nivel neasteptat de ridicat al preturilor la titei a determinat orientarea politicii economice a Dohai atat pe segmentul dezvoltarii industriale a țării cât și pe cel al investițiilor pe termen lung în exterior. Principalele regiuni vizate pentru investițiile externe rămân în continuare Europa occidentală (Marea Britanie, Franța) și spațiul MENA (Egipt, Algeria, Maroc), în timp ce domeniile predominant vizate sunt cel imobiliar și turistic-hotelier. În scopul diversificării producției interne, statul a investit masiv în dezvoltarea altor ramuri industriale precum industria oțelului, cimentului, fertilizatorilor și industria petrochimică, contribuind la crearea unei baze industriale solide. O nouă orientare a Qatarului în domeniul investițiilor vizează asigurarea necesarului alimentar al țării pe termen lung. Astfel Autoritatea de Investiții a Qatarului a înființat o companie specializată în domeniu care deja a antamat proiecte în regim mixt în agricultură și zootehnia altor țări (SUA, Sudan, Rusia, s.a). Industria serviciilor contribuie și ea semnificativ la realizarea PIB, fiind în continuă creștere. Sectorul financiar este sanatos si o politica monetara prudenta, dictata de Banca Centrala a Qatarului, a contribuit la crearea de instituții financiare bine capitalizate. Deficitul de forta de munca înalt calificată, a încurajat aducerea de specialiști din Europa, America de Nord și Asia, în paralel cu menținerea forței de muncă brute, predominant din țări asiatice. Populația Qatarului este de cca 2,2 milioane persoane, din care cca 90% locuiesc în Doha. Lucrătorii străini, cu rezidența temporară, reprezintă cca. 90% din aceasta populație, cele mai numeroase comunități fiind: indiană (cca 550.000), nepaleză (400.000), filipineză (200.000), egipteană (180.000), bengaleză (150.000), srilankeză (100.000) și pakistaneză (90.000). Bugetul pe 2018 Emirul Qatarului, Tamim bin Hamad Al-Thani a ratificat bugetul de stat aferent anului 2018 (care începe la 1 ianuarie), în care sunt prevăzute venituri în valoare de 47,12 mld USD, în creştere cu 2,91% faţă de anul precedent, şi cheltuieli în sumă de 55,82 mld USD, în creştere cu 2,4% faţă de 2017. Creşterea veniturilor se bazează, în principal, pe o sporire anticipată a celor din alte sectoare decât cel petrolier. Bugetul pe 2018 a fost calculat raportat la preţul de referinţă al barilului de ţiţei din 2017, de 45 USD/baril. Se urmăreşte reducerea deficitului de la 7,80 mld USD în 2017, la 7,72 mld USD (1,1% din buget), urmând a fi finanţat prin emiterea de obligaţiuni de stat. Bugetul are în vedere eficientizarea cheltuielilor, cu menţinerea sumelor alocate proiectelor majore care contribuie la dezvoltarea ţării, potrivit “Viziunii Qatar 2030”, care pune accent pe dezvoltarea economică, socială, umană şi pe prezervarea mediului. Fondului de salarii sunt alocate 14,34 mld USD, corespunzător unei creşteri procentuale de 8,8% faţă de 2017, suplimentare pusă pe seama deschiderii unor noi şcoli, centre educaţionale, centre de sănătate, spitale, altor facilităţi publice. Suma alocată proiectelor majore va rămâne la nivelul celei din 2017, de 25,55 mld USD, reprezentând 45,8% din totalul cheltuielilor. Acestea vizează prioritar completarea proiectelor în sectoarele îngrijirea sănătăţii, educaţie şi transporturi, alături de cele aferente construirii bazei logistice necesare găzduirii C.M. de Fotbal FIFA 2022. Alocările pentru sănătate, educaţie şi transporturi sunt în sumă de 22,94 mld USD, adică 41% din totalul cheltuielilor. Acestora li se vor adăuga noi contracte destinate sprijinirii dezvoltării sectorului privat, în sumă de 7,97 mld USD, care se aşteaptă a fi acordate în 2018. Bugetul pe noul an fiscal are prevăzută şi alocarea sumei de 3,43 mld USD pentru dezvoltarea teritorială în favoarea naţionalilor, în cadrul perioadei 2018-2020. Aceasta include construirea de reţele de aprovizionare cu apă şi electricitate, canalizare, căi de acces şi alte infrastructuri aferente. Au fost alocate fonduri pentru construirea a 3.000 de locuinţe pentru naţionali. Bugetul prevede de asemenea fonduri pentru dezvoltarea de zone economice libere, sprijin pentru proiecte de securitate alimentară şi producţie agricolă. Conform defalcării, transporturilor şi altor proiecte de infrastructură le sunt alocate 11,54 mld USD, adică 21% din totalul cheltuielilor. Proiecte precum: metroul din Doha, trenul uşor din Lusail, autostrada Al Bustan, drumul expres Orbital, şoseaua Al Rayyan, şoseaua de coastă Al Khor, extinderea reţelelor de apă şi electricitate, toate vor beneficia de sume substanţiale. Sectorului sănătate îi sunt alocate 6,24 mld USD, reprezentând 11,2% din totalul cheltuielilor.     www.valustrat.com Real Estate Market 1st Quarter | 2019 Review VPI ValuStrat Price Index Residential The first quarter 2019 ValuStrat Price Index (VPI)-Residential, displayed an overall 9.9% annual and 2.2% quarterly decline in capital values. Villa and freehold apartment prices saw marginal QoQ declines of 2.5% and 0.8%, respectively. Amongst freehold apartments, West Bay Lagoon witnessed the highest overall decline in values followed by Lusail and The Pearl. Villas coped well this quarter with only a few locations experiencing price declines.
