1.0 PURPOSE OF ARTICLE

1.1 To inform Members of the strategic importance of Local Transport Plans and their implications upon West Lancashire.

1.2 To inform Members of the Council’s response to the Lancashire, Merseyside and Greater Manchester Local Transport Plans.

2.0 BACKGROUND

2.1 Members may be aware that Local Transport Plans are strategic documents which set out the local transport priorities in the long term. All transport authorities are required by law to produce a Local Transport Plan at least every 5 years. Local Transport Plans are strategic documents which set out the local transport priorities in the long term. The Current Local Transport Plan covering West Lancashire is the Lancashire Provisional Local Transport Plan for Lancashire (2006-2011). However as neighbouring authorities with shared cross-boundary issues the Merseyside and Greater Manchester LTP’s have important implications upon our Borough.

- 33 - 2.2 The preparation of LTP3’s has been guided by the five broad objectives set out by the Department of Transport in Delivering a Sustainable Transport Systems (DaSTS).

These are:

x To support national economic competitiveness and growth, by delivering reliable and efficient transport initiatives. x To reduce transport’s emissions of carbon dioxide and other greenhouses gases, with the desired outcome of tackling climate change. x To contribute to better safety security and health and longer life expectancy by reducing the risk of death, injury or illness arising from transport and by promoting travel modes that are beneficial to health. x To promote greater equality of opportunity for all citizens, with the desired outcome of achieving a fairer society x To improve quality of life for transport users and non-transport users, and to promote a healthy natural environment.

3.0 CURRENT POSITION

3.1 All Local Transport Plans must be in place by April 2011 and consist of overarching strategies supported by rolling implementation strategies. West Lancashire has been consulted on and responded to all 3 LTP’s.

Lancashire Local Transport Plan

3.2 Lancashire County Council is the transport authority for West Lancashire and are preparing a joint LTP with Blackpool and Blackburn with Darwen Council’s ‘A Draft Strategy for Lancashire’. This LTP has the most direct implications for West Lancashire. The consultation document can be viewed online at: http://www.lancashire.gov.uk/corporate/web/?siteid=5489&pageid=33488&e=e

The biggest changes which the LTP seeks to address has been summarised as:

x The need to support economic growth and regeneration across the county through tackling poor connectivity, congestion and poorer parts of the network which makes travel difficult x Providing access to skills and education x Fear of crime and antisocial behaviour in some public places and using public transport, particularly at night x Poor access to services and social networks for vulnerable and isolated communities in our towns and rural areas x Addressing the transport needs of an ageing population x Relatively high costs of public transport for certain groups x Negative impacts of traffic and transport on communities and the public realm x High dependency on the car for personal travel x High levels of carbon emissions x Road casualties among children x The fear of traffic which deters to cycling and walking x Maintaining a safe and efficient road network

- 34 - 3.3 Towards the end of 2010 WLBC held several meetings with officers from LCC to discuss projects within West Lancashire we would like to see included within the LTP. Following these discussions the Council prepared a formal response which was agreed at the Council’s Cabinet meeting on the 18th January. The full approved response was sent on the 19th January 2011.

3.4 In responding to this document, there are 5 key strategic issues the Council wanted to promote. These are:

1. Assisting with the ongoing regeneration of Skelmersdale through the delivery of a modern, fit for purpose, public transport system, 2. Improving accessibility for the public in rural areas 3. Tackling congestion in the key service centres of Ormskirk and Burscough 4. Improving rail linkages across West Lancashire through the delivery of new rail infrastructure; and 5. Encouraging sustainable forms of transport such as improved cycle and pedestrian links.

3.5 The Council has also produced a list of specific schemes it would like to see included within the LTP. This list can be viewed in Appendix A, which is a copy of the Council’s response.

Merseyside Local Transport Plan

3.6 The Third Local Transport Plan for Merseyside ‘A New Mobility Culture for Merseyside’ Preferred Strategy Draft has recently been published for consultation. This LTP has been prepared by the Merseyside Transport Partnership and the Merseyside Integrated Transport Authority (MITA). The Merseyside Transport partnership is made up of Merseytravel, Knowsley, Liverpool, St Helens, Sefton and Wirral Council’s. 3.7 The main aim of the plan is to support the economy and cut carbon emissions whilst improving health and well being. There are 6 goals to helping to achieve this objective: 1. To ensure that the transport system supports the wider plans for the region 2. To provide a transport system that is clean and helps cut the carbon footprint 3. To help improve the health and wellbeing of people in Merseyside 4. make sure everybody can get to where they need to go, when they need to go 5. To grow Merseyside’s economy by helping goods and people move around the region 6. To keep the roads and rail network well maintained.

3.8 The vision and goals set out within the strategy reiterate the clear need, in line with government policy, to both support the continuing growth and regeneration of Merseyside and to address climate change by reducing transport carbon output. The plan aims to promote a new concept of mobility culture seeking to change the approach to how to plan, provide and promote future transport

- 35 - provision. In a time of fiscal constraint the plan aims to use bold and innovative actions to achieve multiple objectives. An important aspect of this new mobility culture is that it is not just about transport, but about how everybody can play a part in creating a sustainable and just community.

3.9 Specifically, bus and rail issues will be of the most relevance to West Lancashire. As we are a neighbouring authority we have close links to both the and Merseytravel bus network. Due to the tight timescales involved in responding to this consultation officers agreed our response with the Portfolio Holder which was submitted on the 26th November 2010.

3.10 The Council’s response to this consultation was broadly supportive; however, we raised two specific issues. The Council supports the expansion of Merseyrail through schemes including the Burscough Curves reinstatement and expansion to Skelmersdale. However, the Council would like to see both schemes come forward and does not believe that only one scheme should necessarily come forward as indicated in the report. The Council also raised concern over possible changes to the rural bus network.

3.11 The Council also wanted the document to demonstrate a full awareness of cross- boundary issues between Lancashire and Merseyside, and of specific schemes emerging, through the West Lancashire LDF. The full consultation response can be viewed in appendix B (attached).

3.12 Following this response, Council officers have been involved in further discussion with the Merseyside LTP team as the LTP is further developed to ensure that the development of the LTP is in line with the Council’s LDF. A West Lancashire narrative will also be included within this LTP when published in April.

Greater Manchester LTP3

3.13 The Association of Greater Manchester Authorities (AGMA), along with the Greater Manchester Integrated Transport Authority, are now preparing a new Local Transport Plan for Greater Manchester which should be in place by April 2011. The plan will seek to set out the short, medium and long term priorities for Greater Manchester for which I attach the following link: http://www.gmpte.com/LTP3/documents/LTP3_Long_Term_Strategy_141010.pdf

3.14 The objectives for the Local Transport Plan 3 are to identify a clear programme of investment in cost-effective transport schemes that create maximum economic benefit while improving social and environmental outcomes. The plan will also seek to improve the efficiency and reliability of public transport and road networks to give travellers and commercial users greater confidence in journey times and to accommodate new demands for travel in the future. In particular the plan aims to improve access from more residential areas, specifically linking housing developments to employment areas.

3.15 Across the bus, train and tram networks the plan aims to prioritise safety and security for travellers and those who live along transport routes. The aim is to

- 36 - develop a transport network and information system so that public transport, cycling and walking become realistic options for daily travel.

3.16 The rail system in Greater Manchester has been highlighted as being of particular importance for economic growth and it has been identified that the rail system has capacity to support more commuting. Greater Manchester Passenger Transport Executive (GMPTE) are seeking to deliver additional rail carriages to increase capacity and to work with network rail to develop a strategy to expand the rail network through the Northern Hub. The plan also seeks to ensure that Greater Manchester fully benefits from high speed rail plans as they are developed.

3.17 Whilst the plan seeks to encourage sustainable means of travel other than the car, there are proposals to build a limited number of roads where they would benefit the economy.

3.18 Specifically rail issues are of greatest importance to West Lancashire. The plan seeks to improve the quality, frequency, capacity, service patterns, station standards and structure of fares of the rail network across the Greater Manchester network and neighbouring authorities. This will be done by producing an Agreed Rail Strategy for Greater Manchester. Both the Southport- Manchester line and Kirkby- Wigan lines may benefit from these proposals as they fall within Greater Manchester’s wider travel to work area.

3.19 The Council supported the proposals contained within the plan including proposals that improve the services and facilities within West Lancashire and in particular improvements to the rail services running through the Borough. The Council also welcomed proposals such as providing extra carriages to relieve overcrowding and also providing additional car parking facilities at stations such as .

3.20 The Council also requested that, when the Agreed Rail Strategy for Greater Manchester is prepared, any rail improvements take into account the work planned as part of the Route Utilisation Strategies. In particular the Council wanted to ensure that the results of the ongoing Feasibility Study into the creation of better rail links to Skelmersdale are included in any plans for the future railway network.

3.21 In addition, the Council also requested that this document continues to demonstrate a full awareness of cross-boundary issues between Greater Manchester and Lancashire and of the implications of proposals emerging through the West Lancashire Local Development Framework. This could include cross-boundary matters such as linking of cycling and walking routes together, as well as rail and bus issues.

3.22 Due to the tight timescales involved approval was sought from the Portfolio Holder. This approval was granted and the Council submitted its formal response on the 22nd December 2010. The formal Council response has been included as Appendix C attached.

4.0 ISSUES

- 37 - 4.1 Whilst the Council has submitted consultation responses to all 3 Local Transport Plans, officers need to ensure that when more detailed implementation plans are prepared schemes important to the future growth of the Borough are included and taken account of.

5.0 FUTURE ACTION

5.1 That Council officers continue to monitor LTP’s and ensure that when more detailed implementation plans are prepared additional comments be provided.

6.0 SUSTAINABILITY IMPLICATIONS/COMMUNITY STRATEGY

6.1 By responding to the LTP consultation the Council has ensured that the interests of West Lancashire, including economic development, residential amenity and the accessibility of residents and those travelling through West Lancashire, have been protected.

6.2 These proposals will help to improve the Borough’s sustainability, along with achieving the “sustainable development”, “better environment” and “quality and accessible services” objectives of the Sustainability Community Strategy.

7.0 FINANCIAL AND RESOURCE IMPLICATIONS

7.1 There are no financial implications.

7.2 Officer time has already been spent liaising with the relevant authorities. Additional officer time may be required to liaise regarding the development of the implementation plans.

8.0 RISK ASSESSMENT

8.1 If the Council did not make representations on the development of the three Local Transport Plans there is a risk that there would not be sufficient investment in transport and transport infrastructure harming accessibility in the Borough, which would have a detrimental impact upon quality of life, social inclusion and the economic viability of West Lancashire.

9.0 CONCLUSIONS

9.1 The Council have provided comments on the development of the Lancashire, Merseyside and Greater Manchester LTP’s supporting many of the proposals within them. By doing this have ensured that specific reference is made to West Lancashire and that schemes the Borough Council would like to see come forward have been highlighted.

Thank you for providing West Lancashire Borough Council the opportunity to comment on the next Lancashire Local Transport Plan (LTP3) ‘A Draft Strategy for Lancashire’ on the future of transport in Lancashire until 2021.

Following the meeting held on the 8th December 2010 with council officers I would offer the following comments in relation to the document. However as discussed at the meeting these comments will not be formally considered by the Borough Council’s Cabinet until their meeting on the 18th January 2011. I will confirm the Council’s formal view following this meeting.

The Council would like to broadly support the proposals contained within the plan but would make the following comments:

The Council welcomes the inclusion of Skelmersdale as an area of focus for many of the LTP3 goals generally. Skelmersdale remains the area West Lancashire would like to see continue to benefit from further economic growth. In order to support regeneration both socially and economically it is important to ensure that the public transport system is improved.

Specifically improving both internal and external links are crucial in supporting the successful regeneration of the town. In particular, improved public transport connectivity to the Liverpool City Region has been identified as a way of improving the desirability of Skelmersdale as a housing location of choice, especially the need for improved rail connectivity to Liverpool. As part of the Council’s Core Strategy we would like to see the transport infrastructure improved to accommodate and support up to 3,000 new dwellings plus up to 60 ha of employment development.

The level of service provision within Skelmersdale town centre is extremely poor. The main shopping centre, the Concourse, lacks basic services and there is little in way of a night time economy. This has resulted in many people seeking these services outside of Skelmersdale, which is hindered by the poor connectivity between Skelmersdale and neighbouring towns including Ormskirk, Wigan and Liverpool.

Skelmersdale lies 13 miles north-east of Liverpool and is the second largest town in the North West without a rail station. Currently the nearest station is Up Holland, which is poorly accessed from Skelmersdale and itself has limited facilities and services. Although there are regular bus services running through the town on the Wigan-Ormskirk-Southport route, accessibility on the whole is poor. Until such time when a new rail station has been created linking Skelmersdale to Merseyrail the Council would like to see other measures introduced to link Skelmersdale to Liverpool, depending upon further work this could include an express bus route.

The Merseyside RUS has identified the potential for a new rail link to Skelmersdale. West Lancashire believes this link could assist in improving connectivity to Liverpool and enable the town to benefit from future economic growth. The economic and regeneration impact of linking Skelmersdale to the rail network would be extremely significant for the town. Other benefits the proposed rail link could provide include supporting and including Skelmersdale Vision, through increasing the potential market catchment area and therefore encouraging more high order retailers to locate to the town. This could also improve links between Skelmersdale and Wigan/Manchester.

Improving accessibility to public transport in rural areas

West Lancashire is a predominantly rural authority with many villages that are poorly served by the public transport network. This lack of provision limits the access that local residents have to local services/facilities without the use of a car.

The Council would like to see improvements to the public transport network, including real time buses, improvements to the cycle and pedestrian network, improved coordination of public transport services (such as better linkages between bus and rail) and reduced costs of travel.

The Council also believes that providing better public transport to rural locations will help reduce social exclusion, improve the rural economy and reduce the fear of crime.

- 42 - Tackling congestion in the Key Service Centres of Ormskirk and Burscough

The road network in Ormskirk suffers from major problems of congestion caused by traffic running from the M58 along the A570 and through to Southport. The road network in Ormskirk is often at capacity, causing a segregation of the town centre and also limiting access to businesses. The Council is aware that this level of congestion reduces the level of safety for local residents and also reduces air quality.

Ormskirk bus station is currently outdated, lacking modern facilities currently found in many similar sized towns. The Council believes that the bus station should be remodelled incorporating modern facilities to encourage greater usage. The Council also believe that the current link between Ormskirk bus and train station is in a poor condition giving negative perceptions, such as a fear of crime, which prevents usage. The Council would like to see improvements to this linkage. The Council still believes that the proposed A570 bypass is a priority scheme and is our preferred option to take through-traffic out of Ormskirk, therefore reducing congestion in the town centre and speeding up journey times to Southport.

Until such time when this scheme is deemed viable the Council believe that a range of measures should be explored to improve accessibility in the town centre and improve safety for local residents. The Council awaits with interest the results of the recent study undertaken on this matter and would wish to investigate with Lancashire County Council the implementation of identified measures in order to alleviate traffic congestion in the town.

As part of the Council’s work for the LDF it is likely that both Ormskirk and Burscough will need to accommodate additional housing and some employment. At present there is limited capacity on the road network to accommodate this development. The Council would like to see improvements to the transport network that would allow for additional growth in the two towns.

Improving the rail linkages across West Lancashire through the delivery of new rail infrastructure

The provision of a new rail station within Skelmersdale is a priority scheme for West Lancashire as already discussed. However, rail improvements between Ormskirk and Burscough and relating to better connections between the Preston to Ormskirk line and the Southport to Wigan line are also very desirable.

The electrification of the Ormskirk to Burscough line would provide an alternative to the car for commuting to Liverpool from Burscough and reduce the number of cars travelling into Ormskirk to access the train to Liverpool. Although there is currently a diesel service in place on the line between Ormskirk and Preston (via Burscough), it is slow and infrequent and requires commuters to change at Ormskirk in order to reach Liverpool. Many commuters are put off by this and use the car as a quicker alternative.

Although Burscough is currently served by 2 stations (Burscough Bridge on the Southport to Wigan line and Burscough Junction on the Ormskirk to Preston line) connectivity between these two routes is poor. The reinstatement of the Burscough curves would allow connectivity between these lines and could take a significant number of cars off the road. It is believed that the electrification of track between Ormskirk and Burscough and the reinstatement of the Burscough Curves would raise the quality and accessibility of these services and thereby raise usage levels and reduce dependency upon the car.

- 43 - These proposed schemes are extremely important for West Lancashire but also have significant effect upon Sefton and other Merseyside authorities as well as Wigan and Greater Manchester as a whole. West Lancashire would like to encourage collaborative working between Lancashire, Merseyside and Greater Manchester LTP3 to ensure that opportunities are fully realised.

The improvement of park and ride facilities at stations such as Appley Bridge should be investigated to make rail travel more attractive for commuters.

The Council is very supportive of the Community Rail designation of the Preston Ormskirk Line and wishes to see further service and station improvements on the line.

Encouraging sustainable forms of transport such as improved cycle and pedestrian links.

There are many opportunities within West Lancashire to improve the provision for cyclists and pedestrians, including the creation of linear parks in three locations in the Borough: xLinking Ormskirk and Skelmersdale through the disused railway line; xAlong the banks of the River Douglas between Hesketh Bank and Tarleton; and xAlong the former railway line in Banks.

These proposals would provide safer, alternative sustainable transport corridors between the settlements currently only served by busy roads. Specifically, the Council would like to see greater linkages between the Borough’s main settlements via the public transport network to reduce car dependency and encourage greater accessibility. This would also free up highway capacity and help allow for the additional growth required for the future development of the Borough.

The provision of access for cyclists within Ormskirk town centre also needs to be improved. Currently there are good links to the edge of the town but within the town centre cyclists face issues such as heavy levels of congestion creating a dangerous environment. This environment has caused a reduction in the amount of people who use the cycle network.

In Skelmersdale there are a number of cycle and pedestrian routes which are currently under used due to fear of crime caused by the landscape the routes are located within. Greater use of cycle and pedestrian routes could be encouraged if safer, more easily accessible routes were provided to places of work, the town centre and local schools.

The provision of an improved pedestrian and cycle network across the Borough will help to support local tourism, reduce reliance upon the car and encourage healthier and more active lifestyles.

- 44 - SPECIFIC COMMENTS ON THE DOCUMENT

All the proposals submitted for potential schemes by West Lancashire officers were included within an appendix to the preferred strategy ‘list of suggested schemes’ which is welcomed. However, these schemes have not been individually highlighted within the preferred strategy.

Within the preferred strategy there are 7 areas/priorities which the document is framed around, these are:

1. Improving Access into areas of Economic Growth and regeneration 2. Providing Better access to Education and Employment 3. Improving People’s Quality of Life and Wellbeing 4. Improving the Safety of our most Vulnerable Residents 5. Providing Safe, Reliable, Convenient and Affordable Transport Alternatives to the car 6. Maintaining Assets 7. Reducing Carbon Emissions and its Effects

Issues which the Council believe are of particular relevance to West Lancashire within these priorities are:

Improving Access into Areas of Economic Growth and Regeneration This proposal includes a range of schemes that will help improve access to key economic and employment areas such as Preston, Lancashire, the major Ports of Heysham and Fleetwood, Blackpool Airport and the Energy Coast. One of the options considered includes exploring practicable solutions to the renewal of outdated rural road infrastructure serving the agricultural sector of the economy which is supported by the Council.

This policy makes specific reference to Skelmersdale as an area of focus but there is no mention of Ormskirk which we know suffers particularly from problems of congestion stifling economic growth. The Council would like to see plans to tackle this congestion in the strategy.

Providing Better Access to Education and Employment This strategy includes looking to provide affordable public transport to disadvantaged and isolated communities across Lancashire, including Skelmersdale, and is welcomed. However there is no specific mention of Edge Hill University which causes major issues of congestion within Ormskirk and the wider area. This is a serious issue that not only affects the town but reduces access to a key learning institution in the County, and so the LTP3 should have reference to it.

Improving Peoples Quality of Life and Wellbeing This strategy seeks to improve people’s quality of life by reducing noise and air pollution in Lancashire’s major towns, increasing opportunities for people to visit the countryside, improving provision to health facilities, ensuring that older people are able to engage in society through suitable transport provision, improving walking and cycling networks and developing schemes to improve access for rural communities to services. In principle this strategy is supported. Skelmersdale is also specifically mentioned as an area of focus because it is a disadvantaged community and this is supported.

- 45 - Improving the Safety of our Streets for our most Vulnerable Residents This strategy is aimed at improving safety for road users and pedestrians alike. The scheme proposes introducing 20mph schemes across residential areas where they can be accommodated and do not affect the free movement of the highway network. The strategy also mentions introducing appropriate speed limits and enforcement measures of these speed limits through mobile, fixed safety cameras. The scheme also mentions introducing driver training to targeted groups and including embedded safety principles into traffic management and highway maintenance activities. These measures are supported by the Council provided that we are fully consulted on specific locations and schemes.

Providing Safe, Reliable, Convenient and Affordable Transport Alternatives to the Car This strategy includes a range of proposals including a proposal to develop local rail services to achieve further growth in patronage. This includes more frequent services, greater capacity, new and improved quality of stations and trains. However, there is no specific mention of any schemes in West Lancashire. The Council would like to see specific rail schemes mentioned in the implementation strategy. The strategy also includes pressing for improvements to stops and interchanges, providing discount schemes to young people aged 16-23 and the introduction of new SmartCard technology which should in the future form part of a national scheme. The Council would like to see consideration given to the cross border use of these smart cards so that they can be used in neighbouring authorities including Merseyside and Greater Manchester.

Maintaining our Assets This strategy involves a range of schemes to improve the condition of footways, highways and structures to ensure that maintenance is planned rather than reactive. In order to bring about this strategy proposals include prioritising funding for the maintenance of a) strategic routes to allow the efficient transportation of goods, and b) in residential areas, to enable people to travel in comfort and safety. The Council supports these measures.

Reducing Carbon Emissions and its Effects This is an area that the Council would like to support. We are currently working with Merseyside and Cheshire authorities to look into developing a Low Emissions Strategy (LES) which will cross different council departments. As part of our LDF we are seeking to encourage a shift towards low emissions technologies, such as the introduction of Electric Vehicle Recharging (EVR) points and the provision of infrastructure to allow the use of electric vehicles. In order to ensure that the infrastructure created is consistent across the region the introduction of EVR points should be specifically mentioned in LTP3 with a view to the County working with other transport authorities in the region on infrastructure.

West Lancashire Borough Council would like to broadly support the proposals contained within the plan. However we have a couple of specific issues which are set out below.

In terms of the bus network, there is no detail contained about potential future changes to the network. This Council would however be concerned if any changes led to a reduction of services into or through West Lancashire.

In the case of rail we support the expansion of Merseyrail through schemes including the Burscough Curves reinstatement and a link to Skelmersdale, and mention of these is welcomed. However the Borough Council would like to ideally see both these schemes come forward and does not believe that only one scheme should necessarily come forward as indicated in the report. This can only be determined once studies have been undertaken on both schemes.

In particular the Council support proposals that improve the services and facilities within West Lancashire and in particular improvements to the rail services running through our borough. The Council welcomes proposals such as providing extra carriages to relieve overcrowding and also providing additional car parking facilities at stations such as Appley Bridge.

However the Council would like to ensure that when the agreed Rail Strategy for Greater Manchester is prepared any rail improvements take into account the work planned as part of the Route Utilisation Strategies. In particular the Council is keen to ensue that the results of the ongoing Feasibility Study into the creation of better rail links to Skelmersdale are included in any plans for the future railway network.

The Council would like to ensure that this document continues to demonstrate a full awareness of cross boundary issues between Greater Manchester and Lancashire and of the implications of proposals emerging through the West Lancashire Local Development Framework. This could include cross boundary matters such as linking of cycling and walking routes together, as well as rail and bus issues.
