Public Works

Operational Updates:

Building Inspections • A total of 1,657 single-family rental properties are registered to date; seven properties were registered since the last update. Fifteen inspections were completed since the last update, seven passed while eight failed. Lack of GFCI protection, privacy locks, and vacuum breakers on hose bibs were the primary reasons for the failures. Four residential Certificates of Occupancy were issued for a total of 531 Certificates of Occupancy issued since inception of the Single- Family Rental Registration Program. • Since the start of active lien collection, $273,889.05 has been collected. $807.37 was collected since the last update.

Street Division • Street Division Crews continued removal and reconfiguration of the median on S. Main at Danieldale Road. The new configuration will facilitate left turns onto and from Shady Trail.

Utilities Division • Water usage was 28.91 MG this reporting period, April 19-25, 2021, down from 29.65 MG the previous week. The daily peak water demand occurred on Tuesday, April 20, 2021, when 4.75 MG was used. There were 0.64 inches of precipitation this reporting period. • There was one (1) water main break repaired and three (3) hydrant repairs for the week. • There were nineteen (19) valves exercised and eight (8) hydrants flushed. • One hundred sixty-four (164) feet of sewer line was televised. • Crews responded to three (3) sewer calls and replaced one (1) sewer service lateral. • The Solid Waste Department received three (3) trash complaints, three (3) bulk and two (2) brush complaints regarding items not being collected. One (1) call regarding Republic’s Call Center, where a resident called for pick up and was informed that they don’t do that anymore. Staff fielded six (6) calls inquiring about bulk/brush/trash collection schedules.

Planning Division • The Planning & Zoning webpage has been updated to include the new Zoning Ordinance and updated applications. • Planning is preparing a development guide (applications, forms, and checklists) tailored to the Department based on ongoing discussions amongst the various divisions/departments of the City. In the coming weeks, Planning staff will start circulating the guide to the associated divisions for feedback for final design, format, and content. • Staff received new submittals last week, the projects include the following:

o Planned Development request for an Event Center with modified standards at the Victory House Church located at 515 W. Center Street. o Specific Use Permit request to allow the use of Drive-thru associated with a proposed pharmacy and restaurant located at 102 E. Danieldale Road (corner of Danieldale Rd. and Main St.) o Final Plat application for 507 Hustead Street. • Anticipating complete plat submittal for 906 Wren Circle and 810 Mercury Avenue soon. • Meadowcreek Drainage Improvements – Due to rain, the contractor is delayed in recommencing the construction of wall. They will begin on Monday, 05/03/2021. • FY21 Pipe Bursting – Vortex pipe burst the wastewater main serving the Cedar Hill Rd 1700 Block and Linkcrest Ct. Due to rain, they will not be setting manholes until week of 05/03/2021. • Madrid-Granada Alley Improvements – Contractor removed concrete, raised the low inlets to the center line of the alley, and repaved. The contractor also installed all sod for the entire project.

• Green Tree Ln Water & Wastewater Improvements – FM Utilities is installing the 8-inch water main. • E. Danieldale Rd. Reconstruction & Utility Improvements (Main St. to US-67) o Pavecon installed the parallel 60-inch storm sewer pipes up to Bob Lee Blvd. The 8-inch sewer main installation is also underway. o The Streets Division removed concrete for the median nose modification on S. Main St. This will allow left turns into and out of Shady Trail Rd.

• The Danieldale Tank Project – Construction will commence in early May 2021. • I-20 Service Rd Project - Fluor and TxDOT are currently working on seeding and sodding; they are scheduled to complete the project by the end of May.

Fire Department

The Fire Department has four members in paramedic school. Two are finishing up and should be on the street within a month. Two members who started school on January 11th are scheduled to finish August 13th. One of the newest recruits begins paramedic school June 1st, while the other is a registered nurse and will be attending an RN paramedic course (one day a week and some Saturday clinicals) in August. Both are scheduled to complete these programs in December of 2021.

The Fire Department currently has two members off work due to injury leave. One had surgery on his knee three weeks ago and his recovery will take up to 4 months. He

currently is on light duty and is assisting clerical work in Fire Admin. The other one is a worker’s compensation injury (dislocated shoulder) sustained after slipping on ice during the winter storm, which will also require surgery which will require an extended recovery period.

The Department currently has two vacancies. An interview was conducted with the final candidate on April 21st with the Fire Chief and Assistant Fire Chief. We offered conditional employment to the candidate after the interview. The candidate has successfully completed the polygraph and the psychological exams. He is scheduled to take the medical this week. We are awaiting the documentation to schedule a start date. We anticipate the need for another civil service exam in the near future.

Police Department

PERSONNEL

Three police cadets who graduated Friday, April 16th, are scheduled to be sworn in on May 7th in the Council Chambers. Two police cadets currently in training at the NCTCOG are set to graduate in June. Two police cadets were hired and will begin training at the NCTCOG on Monday, May 3rd.

There are no current openings for sworn officers.

The civil service list is active until October 13th or until it is exhausted.

COVID-19

There are no employees out with COVID-19 at this time.

Parks Department

Parks:

• The Lakeside Park lake fountain is back to fully operational. Marine litter (plastic sacks primarily) was the cause of the service issue. • Damaged perennials are planned to be replaced around town over the next couple of weeks as weather permits. • The Park Maintenance crew worked on cleaning the north fence line of Lakeside Park that is shared with residents.

Fieldhouse:

• Working with Sheila to finalize the Blue Gym & Suites RFP, Sheila asked for our client list, plan to submit it to her on Friday. • Sala Air is scheduled early next week to repair AC fan motor. • We received the bid from Kieffer Signs to upgrade the Hwy 67 Pole sign to LED - total Bid for all 3 signs = $7,787, working with Sheila to get the proper paperwork to pay. • Upcoming Events: . • The Senior Center continues to provide curbside meal pick up and deliveries. The senior center is happy to announce that DAAA’s funding has increased so starting this weekend Sunday meals will resume once again. • Wellness calls continue and are being placed throughout the week.

• Staff continues to routinely sanitize the facility and equipment. • This past Monday was enrollment day of a new session for Cheerleading. Parents and cheerleaders were very excited. • Mr. Howerton and students from Karate are enjoying the start of a new session. He commented that since working with the new crew our marketing support has been the most supportive and that his enrollment has increased. • Upcoming Events: .
