Westplan Delivery Programme Prògram Lìbhrigidh A' Phlana Shiar Development and Infrastructure Service Seirbheis an Leasachaidh agus a’ Bhun-structair WestPlan Delivery Programme Prògram Lìbhrigidh a’ Phlana Shiar March 2021 This constitutes the Action Programme for the West Highland and Islands Local Development Plan (WestPlan) www.highland.gov.uk This Delivery Programme sets out the infrastructure and development required to support the implementation of the West Highland and Islands Local Development Plan (WestPlan). As a result it constitutes the Action Programme which is a statutory requirement of the local development plan making process. The purpose of the Delivery Programme is to provide information for identifying, monitoring and implementing the actions for delivering future growth in the area. It will be used to help identify which infrastructure projects will be subject to developer contributions requirements and as a tool for coordinating investment in development and infrastructure. We will revise and amend it as infrastructure is delivered, opportunities for new development are presented and as pressures change over time. Developer contributions towards the delivery of the infrastructure projects shown in this Delivery Programme may be required from sites located within and outwith these settlements. For secondary school and community facility projects, developer contributions will typically be sought on a secondary school catchment area basis. Therefore, please check the relevant Main Settlement(s) to identify developer contribution requirements. The Delivery Programme is split into the following sections: Page 1. Strategic Infrastructure Improvements - sets out the major investments 3 within the WestPlan area wh0ich will support regional and national growth; 2. Economic Development Areas (EDAs) - sets out the steps for enabling 6 major employment generating development within the EDA sites identified in WestPlan. 3. Fort William 2040 - sets out actions for maximising benefit from 7 investment and development in Fort William and Lochaber (see FW2040 webpage for more information). 4. Main Settlements – outlines the actions for delivering growth in each of 8 the Main Settlements included within WestPlan and identifies which infrastructure projects will be subject to developer contributions requirements. 5. Other Areas - sets out the actions for delivering growth in areas outwith 21 the Main Settlements.     Loch Arkaig Land Management Plan Summary Loch Arkaig Forest flanks the Northern and Southern shores of Loch Arkaig near the hamlets of Clunes and Achnacarry, 15km North of Fort William. The Northern forest blocks are accessed by a minor dead end public road. The Southern blocks are accessed by boat. This area is noted for the fishing, but more so for its link with the training of commandos for World War II missions. The Allt Mhuic area of the forest is well known for its invertebrates such as the Chequered Skipper butterfly. Loch Arkaig LMP was approved on 19/10/2010 and runs for 10 years. What’s important in the new plan: Gradual restoration of native woodland through the continuation of a phased clearfell system Maximisation of available commercial restocking area outwith the PAWS through keeping the upper margin at the altitude it is at present and designing restock coupes to sit comfortably within the landscape Increase butterfly habitat through a network of open space and expansion of native woodland.     Lochaber Eel Survey Final report 2010 Lochaber Fisheries Trust Ltd. Biologists: Diane Baum, Lucy Smith Torlundy Training Centre, Torlundy Fort William PH33 6SW 01397 703728 Funded through grants from Scottish Natural Heritage and Marine Scotland Summary This study is the first systematic survey of eel populations in Lochaber. Electrofishing was used to collect data on eel distribution and density across Lochaber between 2008 and 2010, and this was compared to incidental eel records from historical surveys (1996-2004). We found no evidence for a contraction in the distribution of eels across Lochaber. Eels were recorded in all the catchments surveyed with the exception of Morar. Eels are known to be present in Loch Morar and may simply prefer the loch habitat to tributary burns covered by this survey. Young eels were present on most catchments and estimates of eel age suggest recruitment of young eels has occurred on all but one of the catchments surveyed within the last 4 years. The oldest eel caught was estimated to be at least 28 years old, and could be over 40 years old if growth rates are low on our rivers. Eel densities tended to be higher on rivers entering the west coast (Moidart, Shiel, Inverie) than those draining into upper Loch Linnhe. This could reflect the relative ease of migration of elver to the west coast as opposed to the head of a long sea loch. We found no relationship between eel density or mean eel size and survey site characteristics, altitude and distance form the sea. Overall we found no evidence for a decline in eel distribution or abundance in Lochaber, but potential threats to the region’s eel population are discussed.

It is the Highland Council’s responsibility to consider whether the policies and proposals within the West Highland & Islands Local Plan are likely to have any significant effect on Special Protection Areas (including proposed SPAs), Special Areas of Conservation (including proposed SACs) and Ramsar sites, having regard to the qualifying interests and conservation objectives of those sites. Where a likely significant effect has been identified, appropriate assessment has been undertaken in order to try to ascertain whether the policies and proposals will adversely affect the integrity of the sites protected by the EU Directive and Scottish Government Policy (“the sites”). Mitigation measures have been provided where necessary in order to avoid adversely affecting the integrity of the sites. This has involved making changes to the Plan where necessary. The Council now believes that the Plan’s policies and proposals will not adversely affect the integrity of the sites. We have successfully concluded with certainty that that is the case. During the preparation of this document and the consideration of relevant representations on the Local Plan the Highland Council had discussions with and input from Scottish Natural Heritage (SNH) and the Scottish Environment Protection Agency (SEPA) in particular which helped identify and address any potential shortcomings.

    Glenuig Ferry Services The collection, (Cameron-Head D271/B/II/3/ii/f ), at The Highland Council Archives in Fort William, has a collection of documents about the Glenuig to Lochailort ferries. The earliest article is dated June 1947. This document is an extraction made from some of the articles seen there. The last entry in this collection is dated to 1962 and the road from Lochailort to Kinacarra opened on 29 July 1966. Raghnall Ailean Domhnallach, who organised and ran the ferry, was born on 15/12/1916 and died 20/7/1971. This is only a summary of some of the articles seen in this collection and not a detailed history of the Glenuig Ferries. The earliest dated document says:- "Ronald Allan Macdonald, Home District, Glenuig. Glasgow Address: c/o Cuthill, 200 Deanston Drive, Shawlands, Glasgow. Father has been a fisherman. Started fishing with father aged 16. Joined a whaling station. With Salvesen, Leith, till 1938. Joined Scots Guards. Discharged summer 1944 on medical grounds. Was a Lance Corporal in the Scots Guards 1st. Batt. Got his gratuity - no disability pension. In early autumn joined the Glasgow Corporation 'Bus Service as a 'bus driver. Has been with them 18 months and is still with them. Boat: One of 25/30 ft; engine approx. 13 h.p. Has done a certain amount of herring fishing; worked with nets. No navigation certificate but understands the West Coast". The collection then has two letters dated 5th June 1947 and 18th June 1947 from Norman Sandeman, 25-27 Forth Street, Edinburgh to Mrs Cameron-Head, Lochailort Castle.

Having satisfied ourselves that the planning authority’s consultation and engagement exercises conformed with their participation statement, our examination of the proposed plan commenced on 7 August 2018. We have completed the examination and now submit our report. In our examination, we considered all 28 issues arising from unresolved representations identified by yourselves to the Proposed Local Development Plan. In each case we have taken account of the original representations, as well as your summaries of the representations and your responses to such, and we have set out our conclusions and recommendations in relation to each issue in our report. We undertook a comprehensive series of unaccompanied site inspections. In addition we made six further information requests from the council and representees and the responses to these have been taken into account in making our findings. We did not require to hold any hearing or inquiry sessions. Strategic environmental assessment We have reviewed the environmental report which accompanies the proposed plan. This provides an assessment of the vision and spatial strategy and policies including alternative approaches as well as an assessment of site allocations and alternative sites.
