Manuscript Received: 14.08.2014; Accepted: 12.10.2014 Abstract The study reveals that raising mulberry farm, establishing Chawki rearing centre and cocoon markets have been very effective in enhancing the utilization of silk seed by over four times and the cocoon production by five times over a period of four years (2010-11 to 2013-14). Besides, the awareness level of farmers in sericulture technology was assessed to the extent of 45% through training and exposure visits. The sericulture project has further impacted in terms ofraising income and employment of beneficiaries to the extent of 2 and 11 %, respectively. However, inadequate financial support for constructing silk worm rearing shed and low average yield of cocoons per ounce of seed due to inadequate supply of mulberry leaves need special attention to harness the potential and achieve set targets of the project timely. The study emphasize some policy interventions viz.; enhancing the supply of mulberry leaves in combating the shortage by expanding area at individual and community level and developing irrigation infrastructure for existing mulberry plantations. Secondly, the financial support need to be enhanced for constructing silkworm rearing house with reasonable financial support to the extent of at least Rs 1 lakh. Education of beneficiaries through training camps and exposure visits be continued and strengthened for updating & up- scaling their skill and capacity building.

    H.H. RAJA SIR ANAND CHAND KCIE, MP, MLA (1913-1983) RAJA ANAND CHAND was born on 26th January, 1913. He studied at Mayo College, Ajmer by standing first in the Post Diploma Examination. He then went to Delhi and engaged in Civil and Judicial training in the Gurgaon District before he was invested with full ruling powers on the 9th January, 1933. The Raja abolished Begar (heavy Labour) in 1936 and in 1942 he passed legislation abolishing child marriage. Raja introduced the Bilaspur Prohibition Act. New roads linking Suket and Mandi were built and schools, health centres, a ladies club and cinema halls all flourished during his reign. Raja also built the Shri Gopalji Temple and the Palace which were later submerged in the Bhakara Reservoir along with the historic old Bilaspur Town and a New Town was built upslope of the Old. During Raja’s reign from 1939-1945 there was the Second World War in which his State played its full part and won many Awards including Victoria Cross and the George Cross. Raja received the KCIE, Knight Commander of the Indian Empire in 1945. Raja also served as a Member of the Constituent Assembly (1947- 1948). On 12th October, 1948, Bilaspur was constituted as a Centrally Administered Area, and the Raja was appointed Chief Commissioner with a Deputy Mr. Srichand Chabbra (Padmashri) appointed by the Government of India. On the 26th January, 1950 Bilaspur became a separate state of India under a Chief Commissioner. On the 1st July, 1954 it was merged into Himachal Pradesh and Bilaspur continues as a District of the State of Himachal Pradesh.

    BILASPUR A PEOPLE BETRAYED Author H.H.Raja Sir Anand Chand KCIE, MP, MLA, Raja of Bilaspur INTRODUCTORY This is a story of people, people no more than 130,000 amongst millions of Indians who at the a time when history was in the making and the British were withdrawing from the Indian sub- continent after more than 150 years of uninterrupted rule, chose to fight in order to maintain their identity in the new India that was emerging and in spite of heavy odds succeeded in their mission! It is in fact the story of people of the tiny Indian state of Bilaspur, lying at the foothill of the Himalaya’s to whom it became an obsession to carve out a separate entity for themselves in the new union of India! It was a seemingly impossible task when Indian states very much larger and more effective were to give way under the weight of rapidly changing circumstances but in their success the people of Bilaspur demonstrated in practice what the new government of the dominion of India was preaching in theory, that it was after all the will of the people of the princely states of India that was to decide their future and it is a salute both to the people of Bilaspur and the then minister of states, Sardar Patel, that this story has became possible. But like all other stories it had its pitfall and as the ensuing pages will reveal, although the dominion government signed an agreement on 15th August 1948 (India’s independence day) with the then ruler of Bilaspur agreement to administer Bilaspur as a separate unit, once Sardar Patel was no longer there (his death actually took place in December 1950) the agreement was thrown over-board and by an act of parliament - 1 - passed in 1954 the tiny state of Bilaspur was united with the neighbouring state of Himachal Pradesh despite the united will of practically all its inhabitants.

Degree College Baijnath, Distt. Kangra (H.P.) ABSTRACT The paper presents historical background to spatio-political organisation of Himachal Pradesh with a focus on voting cleavages. The upper and lower regions of Himachal Pradesh are historically different because the nature and types of movements in these areas were different. Historical differences in these two regions have given birth to a very strong territorial cleavage, which divides Himachal Pradesh into two distinct almost equal parts with different socio-economic set ups and political centers. The politics of the State have been influenced by territorial cleavage to a considerable extent. Both the Congress and the BJP are exploiting this cleavage. The Congress Party is dominating in horticultural or upper or old areas and the BJP has an edge in agricultural or lower or new areas of the State.     REPORT CHAPTER I INTRODUCTORY The Parliament (Prevention of Disqualification) Amendment Bill, 2006 was assented to by the President on the 18th August, 2006. While reconsidering the Parliament (Prevention of Disqualification) Amendment Bill, 2006 by the Lok Sabha on 31St July, 2006 an assurance was given on the floor of the House that the various points raised in the message of the Hon’ble President will be examined by the Joint Committee of both the Houses of Parliament. Accordingly, the Hon’ble Minister of Law and Justice moved a motion in Lok Sabha on 17 August, 2006 for constitution of a joint Committee to examine the constitutional and legal position relating to office of profit. The motion was adopted by Lok Sabha on the same day i.e. on 17 August, 2006. The motion provided for inclusion of the following members of Lok Sabha:— 1. Shri V. Kishore Chandra S. Deo 2. Shri Santosh Gangwar 3. Dr. Satyanarayan Jatiya 4. Shri Raghunath Jha 5. Shri A. Krishnaswamy 6. Shri Madhusudan Mistry 7. Shri Mohammad Salim 8. Shri Iqbal Ahmed Saradgi 9. Shri Rajesh Verma 10.
