Response from LCSD Request for Provision of Lockers on Beaches in Southern District

In view of the natural geographical constraints, there is generally lack of suitable space along the shores of LCSD public bathing beaches for the provision of large storage facilities. In addition, the public have free access to these public bathing beaches at all times under the open setting of these facilities. As such, LCSD will encounter more difficulties and risks in the management of lockers at the public bathing beaches than those at other venues (such as swimming pool, sports centre etc.). At present, LCSD provides locker services to swimmers through the beach refreshment kiosk contractors. Such arrangement is a more appropriate and cost-effective approach to meet the needs for safe custody of personal belongings by swimmers. Contractors must provide the necessary services according to the requirements of the refreshment kiosk contracts including the provision of locker services to the public.

LCSD manages a total of ten public bathing beaches with lifesaving services in the Southern District. Except Turtle Cove Beach, Beach and Beach, the refreshment kiosk contractors at seven of these public bathing beaches provide locker services. For the provision of appropriate services to public, the business hours of these refreshment kiosks tie in with the lifeguard service hours, being from 9am to 6pm on Mondays to Fridays and 7am to 7pm on Saturdays, Sundays and public holidays whilst the business hours at other time are normally from 9am to 6pm. For Turtle Cove Beach, no refreshment kiosk and locker services can be provided due to the unavailability of space at this small beach. Owing to the existing locker service provided from nearby stalls in Shek O village, no locker service is provided at the Light Refreshment Restaurant. As for , locker service has been provided by nearby convenient shop and upon the commencement of catering business of the Seaview Building by 1 September this year, the latest, locker service will also be provided by the contractor (Spotlight Enterprises Limited).

There was no theft cases recorded at the beaches in Southern District during the last six months. LCSD will review from time to time the public demand on beach services and will continue to study the feasibility of improving the locker services at beaches.
