Roadworks Programme 2018-19 Agenda Item No. 6 AYRSHIRE SHARED SERVICE JOINT COMMITTEE 9 NOVEMBER 2018 AYRSHIRE ROADS ALLIANCE ROADWORKS PROGRAMME 2018/19 Report by the Head of Roads - Ayrshire Roads Alliance PURPOSE OF REPORT 1. The purpose of this report is to advise the Joint Committee of the progress made with the road improvement programmes within East Ayrshire and South Ayrshire for financial year 2018-2019. BACKGROUND 2. The East Ayrshire Council programme for the 2018/19 Carriageway and Footway Structural Maintenance and Street Lighting Works was approved by Cabinet on 21 February 2018. The 2018/19 programme for Bridge and Culvert Strengthening and Traffic, Transportation and Road Safety were both approved by Cabinet on 21 March 2018. A three year LED street lighting replacement programme commenced in April 2018. This will increase the current number of LED units from around 20% towards 100%. 3. The available budgets for 2018/19 are £5.1 million for carriageways; street lighting £0.250 million; traffic & road safety £0.265 million; bridges £1.0 million; CWSS (Cycling Walking and Safer Streets) £0.166 million; Smarter Choices, Smarter Places £0.112 million; the New Cumnock Flood Works £0.600 million; A70 Glenbuck £1.4 million; SPT £1.215 million; and Sustrans £0.135 million. 4. The South Ayrshire Council programme for 2018/19 was approved by Leadership Panel on 24 April 2018. A two year LED street lighting replacement programme commenced in April 2018. This will increase the current number of LED units from around 20% towards 100%. 5. The available budgets for 2018/19 are £4.0 million carriageway resurfacing; street lighting £0.250 million; LED Lighting £2.0 million; 20mph infrastructure for rural villages £0.250 million; bridges £0.885 million; CWSS £0.155 million; Smarter Choices, Smarter Places £0.102 million; Sustrans £0.466 million; and SPT £0.320 million. DETAIL 6. For the road maintenance performance for East Ayrshire and South Ayrshire two weekly performance meetings are ongoing which are chaired by the Operations Manager and attended by the Head of Roads and other relevant operational staff. 1 7. The programmes for 2018-2019 are contained within Appendices one and two. The Ayrshire Roads Alliance understands the need to monitor and manage the extensive programme of works for 2018-19. For the road surfacing schemes in East Ayrshire and South Ayrshire two weekly programme meetings are ongoing which are chaired by the Operations Manager and attended by the Head of Roads and other relevant operational staff. For the traffic, road safety, structures and externally funded schemes four weekly meetings have commenced which are chaired by the Head of Roads and attended by the Operations Manager; Traffic & Road Safety Manager and the Design & Environment Team Manager. 8. A fortnightly update is provided to all elected members in East Ayrshire and South Ayrshire togetherwith an update for Corporate Communications. 9. Awards have been confirmed from the Scottish Timber Transport Scheme with £348,642 for the C11 Patna, C90 Afton Road and U759 Loch Doon and £382,998 for the A714 at six separate locations. POLICY/COMMUNITY PLANNING ISSUES 10. A well maintained road network will contribute to achieving the Community Plan objectives in relation to Economy & Skills and Safer Communities to maintain good access to our communities within East Ayrshire. 11. The matters referred to in this report contribute to South Ayrshire Council strategic objective of ‘Enhanced Environment through Social, Cultural and Economic Activities’ and within that to the outcome ‘Work with partners to improve roads and other infrastructure, to encourage house building and business investment that sustains local communities’. LEGAL IMPLICATIONS 12. By virtue of the relevant statutory provisions, principally detailed within the Roads (Scotland) Act 1984, the Council as local roads authority is required to manage and maintain all publicly adopted roads within its area other than those which are maintained and managed by the Scottish Ministers. HUMAN RESOURCES IMPLICATIONS 13. The work programmes have direct impact on human resources and the Alliance will ensure all works are suitably resourced to maintain satisfactory progress. EQUALITY IMPACT IMPLICATIONS 14. An equality impact assessment is not needed because the proposal does not have a differential impact on any of the protected characteristics. 2 FINANCIAL IMPLICATIONS 15. The Ayrshire Roads Alliance will deliver the strategic and local services as stated in the Service Plan. The budget is provided by East Ayrshire Council, South Ayrshire Council, and other external organisations. Appropriate scrutiny arrangements are in place to manage these budgets RISK IMPLICATIONS 16. The Ayrshire Roads Alliance Risk Register was approved at a previous Joint Committee. The Risk Register is reviewed and presented to every Joint Committee. 17. The Works Programmes, Service Plan and the Risk Register do not expose either Council to an increased risk as they have been developed from existing budgets and existing service commitment. TRANSFORMATION STRATEGY 18. This report aligns with the following design principle stated in the “Transformation Strategy 2017-2022” Maximum value for our communities; by ensuring the road network is maintained. RECOMMENDATIONS 19.     BARASSIE PRIMARY NEWSLETTER AUGUST 2019 Welcome to our new families and pupils and welcome back to our returning families. It is great to see the children settled in their new classes and enthusiastic about learning in school. Our staff had two stimulating days of professional learning to start the session and ensure we were ready for the year ahead. We are excited to be using a play based approach to learning in P1 and P2/1 with all P2 children experiencing this approach for part of their time in school. We encourage active learning indoors and out at all stages and know that this increases the levels of enjoyment and engagement in lessons. Families can find out more at Meet the Teacher on Thursday 29 August at 3.15pm and P1 families are invited to an information evening on Wednesday 4 September at 6.30pm. The focus of all staff from the beginning of term is building very good relationships with children and their families. Our whole school approach to behaviour will continue to focus on being Ready to learn, Respectful and Safe. We would encourage families to discuss with your children what being ready, respectful and safe might look like at home. STAFFING UPDATE We have two new School Assistants. Mrs Baker who is working full time and replaces Mr McKenna who gained a permanent post at Dalmilling Primary, and Mrs Coulter who will work on a Friday as Mrs Swan has reduced to working four days each week. Walk up beside wall to the large House rock known as the Deaf Stane. Continue on track to waymarker post, then follow arrow straight uphill till reaching a tall stile over wall at back of hill. Cross a short boggy area to a stile at the next wall, then straight over the field till you see track leading down over the burn. View of Pinbraid Loch on your right. Follow track to the Garnaburn road, to either turn left to Lendalfoot or return to Walk 1 Ballantrae to Pinwherry - The Old Walk 3 Ballantrae River Walk ¾ mile Colmonell. Usually cattle on this walk. Coach Road 8 ¾ miles Leave the village on the B7044, past the ruins of Leaving Ballantrae on the A77, walk south across Ardstinchar Castle, built in the mid 15th century, Walk 7 Garnaburn River Walk 1 mile the River Stinchar. Take the first left, a quiet, and home of Hugh Kennedy, Scottish Captain to meandering, single track road, enjoying wonderful Joan of Arc. A sign & steps on the right lead down Take the track downhill opposite the Garnaburn views of the hill of Knockdolian and back to Ailsa to the wide, well mown grassy path beside the road end. From the gate, cross field to stile, then Craig. After 1 ½ miles, turn left at the T junction - river. Narrower at the end with a fairly steep round edge of the 2 big fields beside the Garna you are now on the old coach road that drops climb through the wood to re-join the road.

Police Report Since 2 May until today there was two crimes in the Dailly area (beat 82) – theft from a farm - on-going, assault at a farm – on-going, and vandalism detected on a farm. There had a been a road traffic plan in the carrick area, which produced positive results, such as detaining vehicles with no tax, MOT, insurance and speeding. Minutes of the Previous Meeting Minutes of 02 May 2018 were proposed by Fiona de Faye and seconded by Hilary Denholm. 3. Health & Social Care Partnership – Chic Martindale, Community Engagement Officer CM advised that he had taken over the position from Dawn Parker, who some people were knew. He gave a brief outline of what the H&SC Partnership, Locality Planning Group was about. The LPG holds a forum that includes residents, elected members, professionals and third sector attendees – people that are interested in their local area, and obtaining the best outcomes.
