180 Per Capita Grant – Scouts – Quest 2011 The East Kildonan-Transcona Community Committee approved a Per Capita Senior Committee Clerk and Scoutlook 2011 Grant in the amount of $750.00, funded as follows: File FG-1.1(S) • $450.00 funded from the North Kildonan Ward, • $300.00 funded from the Transcona Ward,

to Scouts Canada, on behalf of Scouts Canada – Quest 2011 and Scoutlook 2011 to assist with the cost of youth from these wards attending the Scoutlook and Quest 2011 adventure challenge camp programs.

File FG-1.1(T) 182 Community Incentive Grant – Donwood The East Kildonan-Transcona Community Committee concurred in the Senior Committee Clerk Community Greening Project recommendation of the Public Service and approved a Community Incentive Grant in the amount of $30,000.00, funded from North Kildonan c. That the engineering of a permanent dike on Bonner Avenue, west of Rothesay Street, to hold back high water in Bunn’s Creek in the spring, be referred to the 2012 Capital Budget.

2. That the design of the dike allow for it to be constructed quickly in the event of flooding, which would allow for costs of the dike to qualify for Disaster Financial Assistance program.

3. That consideration also be given to permanently elevating Bonner Avenue as a solution to provide flood protection.

189 Truck Route Designation Review on Day Street The East Kildonan – Transcona Community Committee called on the Senior Committee Clerk between Pandora Avenue and Gunn Road - Provincial Government to immediately place a moratorium on all new Moratorium on New Industrial and Commercial industrial and commercial development within the Rural Municipality of Development within the Rural Municipality’s Springfield Industrial Park north of Gunn Road and within the Perimeter Industrial Park Highway. The said moratorium shall remaining place until such time as a new plan is submitted by the Rural Municipality of Springfield, with the support of the City of Winnipeg, to the Province of Manitoba.

The plan will include the requirement for the provision of the full range of municipal services, including the need for a system of full-time fire protection and a road network that eliminates the over reliance on the City of Winnipeg’s existing road system, and that said plan will also, for the practical implementation of all recommendations, provide a timeframe and budget for how and when such services will be implemented. The development of said plan includes the City of Winnipeg’s Public Service and includes extensive public consultation in both the Rural Municipality of Springfield and the City of Winnipeg.

199 Request for “No Dumping” Signs – St. Boniface The East Kildonan-Transcona Community Committee directed the Winnipeg Standing Policy Committee on Road Public Service to install a total of fourteen (14) “No Dumping” signs along St. Infrastructure Renewal and Public Boniface Road (seven on each side), and forwarded the matter to the Standing Works Policy Committee on Infrastructure Renewal and Public Works.

PUBLIC HEARINGS 200 Subdivision and Rezoning – 1326 and 1330 The East Kildonan-Transcona Community Committee did not concur in the Standing Policy Committee on Ravelston Avenue West recommendation of the Winnipeg Public Service and recommends to the Property and Development DASZ 11/2011 Standing Policy Committee on Property and Development that the application for subdivision and rezoning under File DASZ 11/2011 be rejected.
