    FROM: Masahiro Usuda General Manager, Media & Publicity Department, THE JAPAN RACING ASSOCIATION (JRA) DATE: February 17, 2019 SUBJECT: RESULT OF THE 36TH FEBRUARY STAKES (G1) Japanese horse racing, which is influenced by British racing, is held mainly on turf. However, dirt tracks that were popular in the U.S., quickly became widely used around the country since the Tokyo Racecourse implemented a new dirt track in 1960. While the mainstream of major JRA races remained over turf, the February Stakes (then called February Handicap), which was established in 1984 in conjunction with the new grading system, was one of just three graded dirt races at the time—the current number of graded dirt events is 15. The race was upgraded to G2 in 1994 and then to G1 in 1997, and stood as the highest-prized event until the Japan Cup Dirt (called the Champions Cup from 2014) took over in 2000. Past winners include Wing Arrow (JPN, by Assatis; ’00), Agnes Digital (USA, by Crafty Prospector; ’02), Gold Allure (JPN, by Sunday Silence; ’03), Admire Don (JPN, by Timber Country; ’04), Kane Hekili (JPN, by Fuji Kiseki; ’06), Vermilion (JPN, by El Condor Pasa; ’08), Espoir City (JPN, by Gold Allure; ’10), Transcend (JPN, by Wild Rush; ’11), Copano Rickey (JPN, by Gold Allure; ’14&’15) and Gold Dream (’17)—all ten are winners of multiple-G1 races as well as JRA Award winners. Makahiki (JPN, C3, by Deep Impact), the Tokyo Yushun (Japanese Derby, G1, 2,400m) victor, became the first Japanese entry in two years and 20th overall (18 horses) to embark on a quest for this French G1 race, the most coveted title in Europe. His sire, Deep Impact, also owned by Kaneko Makoto Holdings Co., Ltd., entered the race back in 2006 with a career record of 10-1-0 from 11 starts, but he finished third and later was disqualified due to a positive drug test. This year’s Arc was also the first time in which Japanese racing fans were able to bet on a homegrown challenger through JRA’s historic new overseas simulcasting. But despite the big buildup to the Arc, Makahiki disappointed badly by finishing 14th. The race unfolded with an uncharacteristically fast pace early on, wearing out the inexperienced three-year-old as he fought to keep his position near the leaders but stayed wide throughout. Although Japan’s highly regarded colt faded from contention, the 2016 Arc added a Makahiki new page to its history book as the top three finishers—Found in the Prix de l’Arc de Triomphe (IRE, F4), Highland Reel (IRE, C4) and Order Of St George (IRE, C4)—all came from the same yard (Irish trainer Aidan O’Brien) and all shared the same sire (Galileo).

In 1861, when Japan was about to move from the feudal system into the Meiji Restoration, foreign residents living in Yokohama, predominantly British, introduced the first Western-style horse racing by establishing the Yokohama Race Club to Japan. Western style horse racing was held in foreign enclaves, and hence, unfortunately, very little is known or recorded about initial era in Japan’s modern horse racing history. At about the same time that the name of the Japanese central city was changed from Edo to Tokyo, Western-style horse racing began to be found in the major metropolitan cities across the country. In 1906, the government embarked on a policy which tacitly allowed to bet. This led to the introduction of modern horse racing featuring sales of betting tickets in Tokyo, Kyoto, Osaka and other metropolitan cities, from which most racing operations benefited. However, this profitable system was short lived; two years later, the government prohibited betting and instituted a system of paying direct subsidies for prize money and other horse racing expenses. During this subsequent period of government-subsidized horse racing, prominent legislators, businessmen, as well as breeders, began active efforts to introduce a horse racing law. Eventually the government began to take proactive position to promote horse racing in order to expand breeding in Japan and to improve quality of the Japanese horses. In 1923, horse racing legislation, so greatly desired by the horse racing industry, was enacted and led to the formation of 11 racing clubs.
