4.4 Flora Restoration and Rehabilitation

Blaauwberg Nature Reserve conserves the largest remaining remnant of Cape Flats Sand Fynbos (± 500 ha) with major conservation potential. Unfortunately the site has been mostly invaded by Australian Wattle species such as Acacia saligna (Port Jackson Willow).

Cape Flats Sand Fynbos (CFSF) is a critically endangered vegetation type with only 11% of the historic distribution remaining, much of which is in a degraded condition. 5.3 Fauna – Monitoring

African Black Oyster Catcher counts were conducted every second week during the breeding season. The African Oyster Catcher survey for the Blaauwberg Nature Reserve is a fortnightly event where data on the breeding African Oyster Catcher population is collected on the beach from Big Bay to Melkbosstrand. The walk is roughly 8 km long and takes approximately 3 hours.

A number of mammal, bird, reptile and amphibian observations were recorded during this quarter including a (Parrotbeaked Tortoise); Buteo rufofuscus (); Imbrasia cytherea (Pine Emperor); Taurotragus oryx (Eland); Pseudaspis cana ().

8. FIRE

8.1 Fire – Preparation and Planning

The author attended the #Wildfire Ready Convention from 26 – 29 November 2018 at Lourensford Wine Estate. The Wildfire Ready Convention, the first of its kind in the Western Cape, focussed on the future of targeting wildfires in the Wildland-Urban (WU) area. It was hosted on Lourensford Wine Estate, one of the oldest and most historic agricultural farms in . The convention proudly hosted both international (Canada, USA and Europe) and local fire specialists and also provided an opportunity to discuss the disastrous wildfires that have taken place with relevance to the WU. The convention coincided with the commencement of the Western Cape’s wildfire season, where fire authorities are in the final stages of readiness. The Western Cape MEC for Local Government, Environmental Affairs and Development Planning opened proceedings, where dignatories and the media witnessed a live aerial firefighting and ground crew demonstration. The opening of the Western Cape Wildfire Season 2018 coincided with a pre-convention two-day training session on the Home Ignition Zone, two-day Wildfire Ready Convention that included an aerial firefighting and ground crew demonstration and a post-convention one-day training session on Fireline Safety.

9.3 Blaauwberg Nature Reserve Visitor Statistics

9.3.1 The Montispectus Overnight Accommodation and WWII Generator Room at Blaauwberg Nature Reserve was burgled on 28 August 2018 with significant damage caused to infrastructure (gates, doors, windows, burglar bars), services (water main, liquid petroleum gas main, photovoltaic system, alarm system) and theft of property occurring. The burglary was reported to Table View SAPS CAS 603/8/2018. The total cost of repairs and replacement of stolen/damaged goods amounted to approximately R142 152.90. The overnight 11

accommodation was closed to the public, being unsuitable for use, until such time that the damage can be repaired. Four (4) customer contracts to the total value of R9 136.00 had to be cancelled and the customers refunded using the SAP booking system with a further loss of income projected due to the facility being closed since 28 August 2018.

9.3.2 Dale Slabbert was appointed as Visitor Controller, based at Blaauwberg Nature Reserve, with effect from 1 October 2015. Dale has since accepted a position as Assistant Conservation Officer, based at Table Bay Nature Reserve, with effect from 1 November 2018. It is projected that the loss of a Visitor Controller at Blaauwberg Nature Reserve will affect the visitor statistics and income generation for the nature reserve until such time that the vacancy can be filled.

9.4 Environmental Interpretation and Education Full Details

The City of Cape Town celebrated Transport Month during October 2018 with an invitation to councillors of the Executive and Council Support Department to use the MyCiti Bus Service and visit Woodbridge Island, Table Bay Nature Reserve, Blaauwberg Nature Reserve and the non- motorised transport facilities en-route. October was declared Transport Month in 2005 by the Department of Transport during the Transport Lekgotla. Transport month is used to raise awareness on the important role of transport in the economy and to encourage participation from civil society and business including the provision of a safe and more affordable, accessible and reliable transport system in the country. She has undertaken surveys, collected seed, planted, and assisted the University of Stellenbosch. This project is critical for the branch and has already changed the way we do many things. The branch would like to thank her and recognise her for her hard work and passion.

Gavin Olivier has been with the branch for many years, starting first as a contract worker at Zandvlei Nature Reserve and then moving to Blaauwberg Nature Reserve as part of the CEPF project under Cliff Dorse. Gavin is an exceptionally hard worker and is always willing to assist wherever he can. He has become one of our very skilled field staff and was recognised for the many years that he has put into Blaauwberg Nature Reserve. Gavin is a great mentor, showing numerous students and interns how to do numerous operational tasks from fencing to installing boom gates.

11. LAW ENFORCEMENT

11.1 Planning and Patrols

11.1.1 Foot and vehicle patrols are conducted on a daily basis in Blaauwberg Nature Reserve and Melkbos Conservation Area. Incidents of illegal dumping, illegal overnight structures, and hunting with snares, graffiti and damaged fences are observed and reported. During these patrols various other sightings are also recorded, including animal tracks and wildlife sightings.

11.1.2 Quemic Africa deploys Rangers for the provision of visitor and staff safety management within the City of Cape Town Nature Reserves and open spaces. Quemic Africa deploys a Regional Integrity Team in area South, area North and area Central, where Rangers are deployed on a 24/7 basis, consisting of Senior Rangers and 4 x 4 vehicle. The Rangers are the first line of response to fires, medical emergencies, water emergencies, water rescues, crime and related offences, anti-poaching and environmental emergencies and reporting and providing assistance during the execution of special law enforcement operations with South African Police Services and the City of Cape Town’s Metro Police and Law Enforcement Units. Quemic Rangers were deployed at Blaauwberg Nature Reserve during the months of November and December 2018 with the main objective to protect the infrastructure at Montispectus overnight accommodation against burglary and theft.

11.2 Incidents

Blaauwberg Nature Reserve staff in collaboration with the Friends of Blaauwberg Conservation Area and neighbouring landowners continues to monitor and patrol the nature reserve fence following the theft of fencing poles during August, September and November. Fencing poles were painted with a distinctive pattern and markings to deter possible theft and aid in the visual identification of poles if recovered.

The two adult males were removed from the nature reserve and issued with a warning. 22/11/2018 Traffic enforcement The City of Cape Town’s Traffic Services were notified of vehicles parking on a no parking zone at Haakgat coastal parking area. Traffic fines are one of the ways that the City ensures that motor vehicle drivers use the City's roads safely. C3 Notification 1000354037. 23/11/2018 Theft Theft of two fencing poles between Gate 5 and Gate 6 and one fencing pole between Gate 6 and Gate 7. SAPS CAS 510/11/2018.

12. INFRASTRUCTURE & EQUIPMENT

12.1 Infrastructure – New Construction buildings be vacated and demolished as soon as possible. Building Development Management granted permission Nothing to report to demolish the building(s) at the above premises in terms of Regulation E1 of the National building Regulations and 12.2 Infrastructure – Demolished Building Standards Act, No 103 of 1977, subject to conditions. The demolition permit, valid for 12 months from The buildings at Blaauwberg’s valley are in a state of date of issue, could not be effected due to ongoing legal disrepair and have deteriorated to the point where they proceedings. are no longer fit for human occupation. There are numerous cracks visible which render the buildings unstable. The buildings contravene the National Building Regulations in terms of:  structural integrity,  the provision of light and ventilation,  the provision of adequate sanitary facilities and,  the provision of water. From the above it can be concluded that the buildings are unfit for human habitation and the City’s Building Development Management recommended that the 20

verge along Otto Du Plessis Drive and in the coastal parking areas and on Blaauwberg Hill and surrounds.

12.5 Vehicle Management

A Motor Vehicle Claim Form was submitted to the General Insurance Fund for accident damage to CCT32711 Nissan NP300 2.5TDI 4x4 LDV. CCT32711 sustained damage to the driver side door when another party reversed into the vehicle on 18 October 2018 at Atlantic Beach Conservation Area. The accident damage was repaired.

The buildings at Blaauwberg’s valley are in a state of disrepair and have deteriorated to the point where they are no longer fit for human occupation.

12.3 Infrastructure – Maintenance

Purchase Order 4503386610 was generated for the repairs and maintenance of the Montispectus overnight accommodation following the burglary in August 2018.

Engen employee’s clean-up Blaauwberg Nature Reserve

Engen are giving back by helping to keep our beaches clean ahead of the summer season. Marking the brand’s 25th birthday and a quarter of a century of caring, Engen management and employees decided to spend their ‘anniversary’ out in the community, embarking on a number of clean-up initiatives around the country, including beach clean-up’s in coastal areas and river clean up’s for inland areas. Taking time out of their busy day, approximately 100 Engen employees were transported to Blaauwberg Nature Reserve in Cape Town on 22 November where they spent the morning cleaning the area as part of a drive to help make our beaches cleaner and healthier for all beach goers and marine life. Adhila Hamdulay, Engen’s Corporate Social Investment Manager says it is important for Engen to actively support and take care of the communities in which the company operates. “Blaauwberg beaches are enjoyed by diverse sections of the community and across all ages. We were very excited to work together as a company and do our part for the environment and keep these beaches clean. “We picked up, broken glass, packets, straws, cigarette lighters and butts, and plastic bottles, which are not biodegradable and very harmful for marine life,” adds Hamdulay. By the end of the day the team managed to fill 46 bags of trash and other environmentally harmful substances. Employees also enjoyed an informative environmental talk with Senior People and Conservation Officer, Elzette Krynauw and her team who provided some invaluable tips and insights:  Always put your litter in the bin or take it home with you and bin it later;  Try not to use plastic straws;  Remember to always Refuse, Reduce and Recycle; and  Either re-use your plastic shopping bags or use material bags Did you know: The Blaauwberg Nature Reserve has a spectacular view down fynbos slopes from Blaauwberg Hill, across the city, to seven kilometres of rocky, sandy coastline, the ocean and beyond. Blaauwberg Hill, is one of the few viewpoints in the world from where you can see two proclaimed World Heritage Sites, namely Table Mountain and Robben Island.
