Although Minnesota State Colleges and Uni- versities decided two years ago that Desire2Learn would be used instead of Blackboard, only 25 per- cent of the instructors at Winona State Universi use this course management system. MnSCU pays for schools to use Desire2Learn; however, the university chooses to pay for Black- board, said Ken Graetz, Winona State's Director of E-Learning. Cost is definitely an issue when choosing a course management system, said Graetz. Wi- nona State will stop using Blackboard once Desire2Learn becomes more stable, he said. "We have a duty to provide the university with a stable course management system," Graetz said.
