WELCOME FROM SCHOOL SPORT AUSTRALIA

Welcome everyone to this week‟s championships, one of the 28 interstate events organised each year by School Sport Australia providing opportunities for over 6,000 students each year. Since its establishment in 1981, School Sport Australia has been responsible for the development and promotion of school . This has been achieved through the work of State and Territory member bodies which have accepted responsibility for implementing the Council‟s programs, assisting in policy development and providing, through their individual state/territory networks, the maximum number of opportunities for students to participate in the broadest possible range of sporting activities. School sport is offered at district, regional, state and interstate level and each year, hundreds of thousands of Australian students are provided with participation opportunities. Pacific School Games involvement and other approved international programs are also features of the national school sport calendar. Other international competition is also planned during 2013 for our Baseball, , , Football, Hockey, Netball, Orienteering, and Tennis. Interstate sporting competitions such as this week‟s championships provide opportunities for students to participate in sport at the highest level. These championships are an integral part of the School Sport Australia program, not only for their sporting benefits, but also for the immense educational, cultural and social benefits they provide for the participants. School Sport Australia congratulates all competitors on their selection in their state and/or territory team and wishes them an enjoyable and rewarding experience as they pursue their personal goals in this particular sporting endeavour. Representing a State or Territory is an achievement of which all can feel very proud. We hope that all competitors, team officials, organisers and others associated with this championship derive satisfaction and fulfillment from their involvement. On behalf of School Sport Victoria I extend a very warm welcome to all students, teachers, team officials and parents to the 2013 School Sport Australia 17 Years and Under Baseball Championships. It is Victoria‟s privilege to host such a prestigious event and I am grateful to the organising committee for their expertise and time in the planning already undertaken to ensure SSV run a quality competition. I would also like to acknowledge the coaches, managers and officials, as well as staff from each state in their School Sport units, for their cooperation and professional attitude towards the staging of this event. I extend my congratulations to the students who have been selected to represent their State or Territory and acknowledge that you wear your uniforms with pride. Your selection reflects dedication and commitment to the sport not only from you personally but also the support you have received from your teachers, coaches and family. I hope that the coming week of competition is rewarding for you; not only to exhibit and develop your skills and teamwork, but to enable you to continue or develop new friendships. The aims of School Sport Australia, which SSV will foster during this event, are to ensure that students develop athletically, socially and educationally from their involvement in school sport. Remembering this, I hope that all participants will enjoy themselves and achieve the team and personal goals you have set yourselves. 2 WELCOME FROM THE BASEBALL NATIONAL SECRETARY

I would like to welcome all players, coaches, parents and supporters to the 2013 School Sport Australia Baseball Championships here in Geelong. This year marks a special anniversary for schools baseball in that this is the 25th running of our National Championships. For many years up until the late 80s, there was simply an annual five game series between NSW and Queensland. Then ACT, WA and Victoria gradually joined the fold and our first National Championships was run in 1989. SA joined the competition in 1996 and the six team competition still remains today. I am very confident that everyone will enjoy this week immensely. The Geelong facilities are a wonderful complex and we can all look forward to a week of great baseball and warm, local hospitality. I hope your stay is enjoyable and that you take home many fond and lasting memories from this tournament. Taking on the hosting duties of a National Championship requires an immense amount of work and preparation, and the co-operation of School Sport Victoria, Baseball Victoria, the Geelong Baseball Club and the Greater City of Geelong Council is greatly appreciated. Also, a tournament such as this could not be staged without the active support of the local baseball community and a large number of volunteers, umpires and scorers not only from the local area but from interstate as well. My thanks to you all. Our Championships are now an official part of the Australian Baseball Federation‟s elite youth program. Normally, every second year, an AAA (Under 18) World Championships is conducted, and so in the alternate year when there is no World AAA Championships, the National Schools Team will be touring. There was a World Under 18s last year but however, the IBAF are conducting another one this year. So as not to clash, we have decided to put off our next international tour, which will be to the U.S., until next year. It is our deliberate objective that these tours will give the players not only a great baseball experience, but just as importantly, a great life experience. 2005 was the beginning of these tours and the players were fortunate enough to travel to South Africa. In 2007 we selected a team which toured to Vancouver and Seattle, and then in 2009 and 2011, our team toured to Oregon, California and Arizona. In the year following these tours, a large number of players from those teams were selected in the Australian Under 18 team which played in the AAA World Championships. From the 2011 tour, seven of the twelve eligible players were selected in last year‟s National AAA team. So it is fair to say that the Australian Schools touring team has become somewhat of a stepping stone to the World Championships. Special mention must be made of Aaron Sloan, one of our 2011 tourists, who was the MVP for the ABL Finals series this year. This tournament is also a great opportunity for the players to showcase their talent and possibly embark on a career path overseas, either professionally or in college programs. Australia now have over 80 players signed with professional clubs and close to a further 50 players in college ball. Indeed, five of the boys who played in our Championships last year have now signed with MLB clubs and, as usual, there will be a large number of pro scouts from U.S. clubs in attendance at these Championships. Listed elsewhere in this program is a list of players from previous years‟ Championships who have gone on to play professional baseball. An innovation this year is that we are bringing in Drew Samuelson, who is currently employed by the ABF as the National Player and Development Coordinator, to give a presentation to all the players about college opportunities in the U.S. Drew‟s background is in the college system and his wealth of knowledge and experience will be of huge benefit to our boys. This talk will take place on the rest day, after the excursion to Bells Beach. The Australian Baseball Federation provides the game balls for this tournament, and also equipment and playing uniforms for our overseas tour. Their ongoing support and commitment to school baseball

I would also like to publicly acknowledge Easton Australia who has again been generous enough to provide the equipment for the tournament‟s individual award winners and their continual support is warmly received. 4 WELCOME FROM THE AUSTRALIAN BASEBALL FEDERATION

On behalf of the Australian Baseball Federation, I would like to welcome all participants to the 25th School Sport Australia Baseball Championships in Geelong which boasts one of the finest baseball complexes in the country, and which has a very enthusiastic local baseball community, and I am sure you will all enjoy the city, the hospitality and the competitive baseball. The opportunities for young baseballers in Australia are now better than they have ever been. The ABF in conjunction with U.S. each year runs an Australian Baseball Academy for 16 to 18 year olds on the Gold Coast for seven weeks, this year in July and August. This is a fantastic opportunity for keen, talented baseballers to learn from the very best Australian and U.S. coaches and to experience full time baseball training, playing and learning, whilst not forgetting academic pursuits. There are also great opportunities for young Australian baseballers to sign professional contracts with MLB clubs and tournaments like the National Schools' Championship showcases young talent to the MLB scouts. From last year‟s National Schools' Championship, I understand five players have now signed professional contracts, joining over eighty Australian players currently signed with professional clubs. In addition, our own Australian Baseball League which has just come off an extremely successful third season, is yet another wonderful opportunity for our players to compete at the highest level. In 2005, your National Schools Championship organisers began a program of conducting international tours every two years for the National Schools Team, and the ABF has agreed that these tours will be incorporated into the ABF‟s elite youth program pathway. The first of these tours was to South Africa in 2005 and ten of the players from that tour then went on to represent our National AAA Team at the World Championships in Cuba in 2006. In 2007, a team was selected from these Championships and toured to Vancouver and Seattle and was from all reports, a tremendous success both on and off the field. Again, eight of those players then were selected for the AAA World Championships in Edmonton in 2008. In 2009, the National Schools team toured to the U.S, enjoying a great deal of success and six of that touring party went on to be members of our silver medal winning team at the 2010 AA World Championships. From the 2011 tour, seven players went on to represent at the World Championships last year. In addition, fourteen players on our recent roster have played in these Championships, as well as two of the coaches. So from an ABF point of view, these Championships are certainly viewed as a stepping stone to further national representation. There are now so many opportunities for our young players to participate in baseball as a "world game". Work hard, train hard and play hard and the opportunities are all there for you. On behalf of Baseball Victoria, I wish you a warm welcome to the 2013 School Sport Australia Baseball Championships. Baseball Victoria is home to almost 10,000 registered members in 9 Associations in over 100 clubs across the state. Our competitions are staged in both summer and winter seasons and attract participants from all walks of life. Our pathways programs are one of the country‟s most successful, producing on average approximately a quarter of Australia‟s elite talent in national, professional and US college teams. The SSA Baseball Championships is yet another opportunity where our developing players can prove themselves in a national competition and we are pleased to be able to host this year‟s edition of the event. I would like to acknowledge our partnership with School Sport Victoria, in particular Howard Louis, for their outstanding organisation in managing the preparations for the event. Along with SSV, Baseball Victoria thank School Sport Australia and their Baseball National Secretary Neil Barrowcliff, the Australian Baseball Federation and the Organising Committee who will assist in running the Championships. Also, thank you to the umpires and scorers that are officiating during the week, and the many volunteers assisting in various and important roles. I would like to particularly thank the Geelong Baseball Association and Guild Baseball Club for hosting this event. Welcome from the Mayor On behalf of the City of Greater Geelong I would like to warmly welcome you to Greater Geelong for the School Sport Australia 17 years & under Baseball Championships.

With representatives from ACT, NSW, QLD, SA, VIC, WA, the standard of baseball will no doubt be exceptionally high. I am sure the scouts who have travelled from US Colleges and professional teams will be spoilt for choice!

Established in 2001, the Geelong Baseball Centre is one of the finest in the Southern Hemisphere and we are very proud to call this internationally renowned facility our own.

It has been used by teams from around the world for training, with Geelong‟s relatively mild climate and the features of the centre proving very appealing for teams looking for an edge.

It is purpose built for international standard training and events, with four diamonds, two enclosed batting tunnels, 600 spectator seats and plenty of parking.

In addition, the Leisurelink Aquatic and Sports Centre next door provides further training opportunities, with a 50 metre international standard pool and elite sports gym.

I hope that all the players and supporters from the School Sport Australia Championships find their time at the Geelong Baseball Centre enjoyable and memorable.

I am pleased that many of you will be touring the region during their stay, with a player excursion planned to Bells Beach and Torquay.

I encourage you to also visit Central Geelong for great shopping and dining, and, if time permits, venture down to the charming seaside towns and villages of the Bellarine Peninsula.

We have so much to offer in the City of Greater Geelong and we hope you get to make the most of your time here.

Players’ Code of Behaviour . Be a good sport. . Play for enjoyment. . Strive for personal excellence . Work hard for your team as well as yourself. . Treat all team mates and opponents as you enjoy being treated yourself. . Play by the rules. . Cooperate with team and game officials. . Control your behaviour on and off the field. . Learn to value honest effort, skilled performance and improvement.

Team Managements’ Code of Behaviour . Set a good example for your players. . Encourage and create opportunities to develop individual skills. . Teach a wide range of team skills. . Ensure that the sport is appropriate for the age group and the skill development level of the players involved. . Teach your players to be friendly towards officials and opponents. . Give all interested students a chance to participate in training and in games. . Remove from the field of play any of your players whose behaviour is not acceptable. . Keep your own knowledge of coaching and the developments of the game up to date. . Support School Sport Australia‟s policy of a smoke and alcohol free environment.  No tour official of the opposite gender should enter the team change rooms until all team members have completed changing.  It is most unwise for any team official to be in a situation where the official is alone with a team member without the knowledge of the team management.

Parents’ Code of Behaviour . Encourage participation by your children. . Provide a model of good sportsmanship for your child to copy. . Be courteous in your communication with players, team officials, game officials and sport administrators. . Encourage honest effort, skilled performance and team loyalty. . Make any new parents feel welcome on all occasions. . Do not interfere with the conduct of any events. . Support School Sport Australia‟s policy of a smoke and alcohol free environment.

Spectators’ Code of Behaviour . Demonstrate appropriate social behaviour. . Remember children play for enjoyment. Don‟t let your behaviour detract from their enjoyment. . Let game officials conduct events without interference. . Support skilled performances and team play with generous applause. . Demonstrate respect for opposing players and their supporters. . Administrators’ and Officials’ Code of Behaviour . Ensure rules, equipment, training schedules and games are safe and match the needs and skill level of the children involved. . Ensure that equal opportunities for participation in sports are available for all children. . Involve children in planning, evaluation and decision making. . Ensure everyone involved, including parents, understand their responsibilities regarding fair play and appropriate behaviour. . Encourage a positive attitude towards children‟s sport i) emphasise fun and enjoyment ii) encourage both teams

Distribute a Code of Behaviour sheet to spectators, officials, parents, coaches, players and the media, and take other positive steps to ensure people understand their responsibilities regarding fair play in children‟s sport. . Media Code of Behaviour . Provide coverage of children‟s sport as well as reporting adult sport. . Be aware of the difference between adult‟s sports programs and children‟s sports programs. . Children are not miniature professionals and adults should not place unfair expectations upon them. . Place in proper perspective the isolated incidents of unsportsmanlike behaviour rather than make such incidents the “highlight” of the event. . Focus upon children‟s fair play and their honest effort. . Identify and report on the benefits of children participating in sport. . Be aware of the difference between the goals of amateur sports and those of professional sports. Make the readers, viewers and listeners aware of these differences. Make it clear that the professional is an entertainer and wage earner and this, on occasions, may be reflected in the professional athlete‟s behaviour.

Current at July 2012

Note: These Rules and Guidelines should be read in conjunction with the School Sport Australia Sports Management Committee Operating procedures and relevant School Sport Australia Policies.

SECTION A - RULES OF COMPETITION

GENERAL All games are to be played under the rules as adopted by for Youth Baseball, except where stated below.

All proposed rule changes can only be voted on at the Pre-Championship meeting of the Annual Championship or the Annual General Meeting of the Association.

PLAYING RULES

1.1 LENGTH OF GAMES 1.1.1 All preliminary round robin and semi-final round robin games are 2 hours or 7 innings in duration. If games are tied after 7 innings and time permits, the game may continue until there is a result or the two hours has elapsed.

1.1.2 Games on final day are to proceed as follows: Playoff for 1st and 2nd is to be a 9 innings game with no time limit, and if tied at the end must play for a result. The mercy rule will apply after 7 innings have been played. However, if any team‟s return travel arrangements may lead to a problem because of the extended game time, then the game will follow the same guidelines as those set out below for 3rd and 4th. The length of the playoff for 1st and 2nd is to be an agenda item at the pre-championship meeting each year where a final decision will be resolved.

Playoff for 3rd and 4th is to follow the above rules, but if tied at the end must play for a result

Playoff for 5th and 6th – the game must go no longer than 2 hours and must be played on Diamond

1.1.3 Where both teams plays only one round robin game in a day, then that game will be of nine innings duration or of two and a half hours limit. If games are tied after nine (9) innings and time permits, the game may continue until there is a result or the two and a half hours has elapsed.

1.1.4 Once an innings has begun it shall be completed or until the team in the bottom half of the innings leads.

1.1.5 The mercy rule will apply: - after five (5) innings of a seven (7) innings game - after seven (7) innings of a nine (9) innings game 1.2 LEGAL GAME 1.2.1 If a game is shortened by weather, darkness or any other causes which makes it impossible or further play in the game, a legal game shall be a minimum of eighty (80) minutes or four (4) innings.

1.3 ABANDONED GAMES 1.3.1 It is an abandoned game when the umpire terminates play on account of darkness, weather or any other cause which makes it impossible for further play in the game, and where less than four (4) innings or eighty (80) minutes have been completed by each team.

1.3.2 When a number of games are abandoned during a Championship then the games shall be re-scheduled so that each team plays as near as possible an equal number of games. Where the cancelled games to be re-scheduled include key games between teams tying for the Championship then these key games will be given precedent over other games. Games may be re-scheduled to be played on rest days provided at least 75% of all managers present agree. The Championship Coordinator shall liaise with the state officials in all re-scheduling of games.

1.3.3 NOTE: Suspended games will not form part of the rules of Australian Baseball. A game will either be a regulation game or an abandoned game.

1.3.4 The National Secretary, in negotiation with the coaches involved, may re-schedule abandoned games in exceptional circumstances.

1.4 PITCHING RESTRICTIONS 1.4.1 A ‟s assignment will be classified as: - major - more than 75 pitches/not exceeding 100 - substantial -from 40 to 75 pitches - minor - less than 40 pitches Note: A pitcher may complete the batter in which the pitch limits occur, and still be considered as throwing the lower assignment. A pitcher reaching his maximum number of pitches for a major assignment is to be removed from the game once he has completed the batter up to maximum of 105 pitches, or has been moved to Designated Hitter.

1.4.2 For a major assignment, three (3) days rest is required before the next pitching assignment, and two (2) days rest from catching. This pitcher can only be used as pinch hitter, runner, designated hitter on their first day of rest and in the second game of a double header.

1.4.3 For a substantial assignment, two (2) days rest is required before the next pitching assignment, and one (1) days rest from catching. If a pitcher is removed from the mound after pitching a substantial assignment he is not permitted to play in another defensive position on that day.

1.4.4 No day‟s rest is required after a minor part played. However, it should be noted  two minor assignments on the same day that total less than a substantial require one day‟s rest  two minor assignments on the same day that total more than a substantial require two days‟ rest  two minor assignments on consecutive days require one day‟s rest  a minor assignment, followed by a substantial assignment on the same day or on consecutive days, requires three days‟ rest (Note: first rest day has same restrictions as a major).  a minor assignment followed by a major assignment is not permitted on the same day or on consecutive days.

1.4.5 A player once removed as a pitcher may not pitch again in the same game.

1.4.6 The scorers shall indicate in the scorebook for each pitcher the assignment and when the pitcher may next pitch.

1.4.7 No pitcher/catcher interchange in the same game.

1.4.8 No pitcher may play catcher on his first day of rest.

1.4.9 No player may come straight from the field in a defensive inning to pitch. They must come from the bullpen.

1.4.10 If a pitcher is removed from the mound after pitching a substantial assignment he is not permitted to move to another defensive position in that day.

1.5 PITCHER RE-ENTRY RULE Can only be used with players who have not already been used defensively in the game. Players may only be removed from the defence to warm up as and must at least start the next innings or be removed from the game.

1.6 PENALTIES FOR INFRINGEMENT OF PITCHING RULES 1.6.1 When an offending team in breach of the tournament pitching rules has won the game, then that team will be deemed to have lost the game on a forfeiture, and the non-offending team will be awarded the win 9-0 (9 innings game) or 7-0 (7 innings game).

1.6.2 If the offending team loses the game, then the violation shall be reported to the National Secretary for the consideration of the imposition of a penalty.

1.6.3 If the offending team is tied with one or more teams at the end of Round 1 or Round 2, then it will automatically be ranked last amongst the tied teams, at the end of the round in which the breach occurred.

1.7 DESIGNATED HITTER The designated hitter rule may be used in the Annual School Sport Australia Baseball Championship.

1.8 SPEED UP RULES 1.8.1 One (1) foot in the batter‟s box at all times.

1.8.2 Courtesy runners for catchers and pitchers and any offensive player who will be the starting pitcher in the next innings may be used at any time but are mandatory with two out however no change can be made once the at bat has commenced. Courtesy runners may be players not currently in the line-up.

1.8.3 Sixty (60) seconds between innings/minimum five (5) warm up pitches.

1.9 ELIGIBILITY AND TEAM SIZE 1.9.1 Player eligibility to compete at the Championship is as contained in the School Sport Australia By-Laws and Policies.

1.9.2 Age Limits Players to be 17 or under at 1 June in the year of the Championship.

1.9.3 Each state is allowed a minimum of fifteen (15) players and a maximum of seventeen (17) players.

1.10 INJURIES 1.10.1 A player who is injured and requires treatment to stem the flow of any body fluids may leave the game without penalty and may re-enter the game up to the time of his next at bat.

1.10.2 A courtesy player may be used for the player if removed for treatment. The courtesy player may be any rostered player, whether or not they have already participated in the game, except for pitchers who are unable to take a defensive position due to their rest period.

1.10.3 If the player is unable to return to the game by his next at bat, then he shall be replaced, subject to the normal replacement rules, and may take no further part in the game.

1.10.4 Soiled clothing shall be replaced.

SECTION B - COMPETITION STRUCTURE

HOME TEAM Will be the first mentioned team in the official schedule of games and will occupy the third base dugout.

GAME FORMATS The event should be held from Sunday to Sunday with the first day of play being Monday and the finals day being Saturday.

2.1.1 FOUR STATE PARTICIPATION A double Round Robin will be conducted. Followed by the Educational Tour Day. The Final series will be 3 v 4 followed by 1 v 2

2.1.2 FIVE STATE PARTICIPATION A double Round Robin will be conducted. Followed by the Educational Tour Day. The Final series will be 3 v 4 followed by 1 v 2. This Championship will require 5 games each day of the Round Robin Series with each state having two games per day for the Round Robin Series. Two grounds are necessary for the program with no triple headers to be scheduled.

2.1.3 SIX STATE PARTICIPATION A single Preliminary Round Robin will be conducted on the Sunday, Monday and Tuesday. Followed by the Educational Tour Day. The Final series will have two separate Round Robin series where the teams finishing 1, 2 & 3 comprising one pool and the teams finishing 4, 5 & 6 comprising the other pool. These placings having been determined by the Preliminary Round Robin series. The Final series will involve each team in each pool playing each other once.

The team which travels the furthest should not play in the first game of day one. If they are drawn to do so then the nine (9) innings game set down for Time 3 should become Time 1.

Program of games may involve the use of two grounds, double headers and night games. Where possible, double headers will be played back to back.

SEE APPENDICES (SECTION G) FOR DRAW FORMATS

CHAMPION STATE 2.5.1 The Champion State will be based on performances in the Round Robin games (Round 1), followed by a Semi-Final Series (Round 2), followed by Play-Off Games to determine final Championship positions.

NOTE: A team must complete 50% of Round 1 games in a four and five state Championship or 60% of their scheduled matches in a six state Championship, to be eligible to win the Championship.

2.5.2 Where teams are tied after Round 1, the positions will be decided by: i) Head to Head clashes in all games between the teams involved.

26 ii) If still tied, the team with the lowest ratio of (number of runs scored against them) divided by (the number of defensive outs) in the games played between the tied teams, shall decide the position. iii) If still tied, go to the runs allowed by each of the tied teams against the highest ranked team in Round 1, then the next highest team and so on. iv) Ranking of the final two tied teams will be determined by the Head to Head process.

2.5.3 Where teams are tied after Round 2, the positions will be decided by: i) Head to Head clashes in Round 2 games between the teams involved. ii) If still tied, then the Head to Head results of the Round 1 game(s) will be used to separate the teams. iii) It still tied, the team with the lowest ratio of (number of runs scored against them) divided by (the number of defensive outs) in the Round 2 games played between the tied teams, shall decide the position. iv) If still tied, go to the runs allowed by each of the tied teams against the highest ranked team in Round 2, then the next highest team and so on. v) However, the ranking of the final two tied teams will always be determined by the Head to Head process for the Round 2 game.

2.5.4 Higher ranked teams in all Round 2 and Play-off games will be the home team, and proceed to the next round in the event of a game not being able to be played.

2.5.5 In the event of a Championship Final not being able to be played, then the Champion Team will be determined by: i) Head to Head clashes in ALL games between the teams involved. ii) If still tied, the team with the fewest runs allowed in ALL games contested between the teams. iii) If still tied, then the two teams shall be declared joint Tournament Champions.

SECTION C - FACILITIES / EQUIPMENT

BATS Baseball bats for use in all School Sport Australia Baseball Championships must be wood or wood composite/laminated as approved by the Australian Baseball Federation

PRE GAME WARM UP Twenty (20) minutes before the scheduled starting time of a game, the home team shall be entitled to a seven (7) minutes warm up on the playing diamond. The away team shall be entitled to seven (7) minutes warm up starting twelve (12) minutes before the scheduled starting time of the game. The Tournament Co-ordinator or designated official shall supervise the warm up before the game.

SECTION D - AUSTRALIAN MERIT TEAM

ALL STAR TEAM SELECTION An All Star Team may be selected at the conclusion of the Championship. A maximum of fourteen (14) players may be selected. This to be determined at the Opening Conference.

ALL STAR TEAM 4.1.1 Selectors will include the National Secretary and the Head Coaches, with the National Secretary having a deciding vote where necessary.

4.1.2 The All Star Team shall include a Designated Hitter, who shall be the Batting Champion unless they are already chosen as a positional player, in which case it will be the first runner up not already chosen.

27 TOURING TEAM SELECTION The Australian Touring Team is to be selected by a panel consisting of:  Australian Schoolboys Team Management (if in attendance)  National Secretary  ABF representative  up to two others elected from participating states.

SECTION E - TROPHIES / AWARDS

At the conclusion of each game throughout the Championships, the opposing coaches will confer and decide on an MVP Award for a player in each team. This to be in the form of a medallion, and announced to the public with both teams in the vicinity of the home plate area

The following Series Awards will be presented at the end of the Championships based on the following criteria:  Golden Arm Award – minimum eight (8) innings, ERA and strike outs  Batting Award – minimum fifteen (15) at bats  Golden Glove Award – voted from one nominee per state/territory; casting vote with National Secretary  MVP of the Series – voted from one nominee per state/territory; casting vote with National Secretary.

SECTION F - GENERAL

The Championship shall bear the title: SCHOOL SPORT AUSTRALIA (Number)th Annual BASEBALL CHAMPIONSHIP

The Australian Secondary Schools Baseball Championships shall be contested annually by teams representing the affiliated associations of School Sport Australia.

CHAMPIONSHIP DATES The preferred time for the annual Championship is either week 3 or 4 of May. These dates should be derived through consultation between the Host State, the National Secretary, and the Australian Baseball Federation.

OPENING CEREMONY It is preferable for the Opening Ceremony to be scheduled prior to the final game of Day 1.

HOST STATE RESPONSIBILITIES 6.4.1 The host state will be determined by School Sport Australia - Secondary Management Committee and confirmed at the AGM of the Council in the November preceding the Championship.

6.4.2 The host state shall be responsible for all areas as contained in the Constitution and By-Laws of the Council and the following listed below: First Aid Umpires Scorers Statistician (as approved by ABF) Covered Dugouts

6.4.3 MEDALLIONS:  Winners and Runners Up (School Sport Australia medallion)  Third place (if 6 teams participate – School Sport Australia medallion)  Australian All Star Team (cost to be included in Championship levy)  Player of the Match Awards (cost to be included in Championship levy)

28 CHAMPIONSHIP MEETINGS 6.5.1 Pre-Championship Meeting  Managers of competing States will hold a meeting prior to the commencement of the Championship convened by the host state. The business of the meeting to be decided by the host state.

 The host state delegate to School Sport Australia or his representative shall act as Chairman. Other interested persons may be invited to attend the meeting and join in discussions subject to the Chairman's approval. On any matter requiring a decision only one vote per state will be allowed as per the School Sport Australia Sports Management Committee Operating Procedures.

 At this meeting a participating official (and a reserve) shall be elected to act with the National Secretary and the Championship Coordinator to act as the Judiciary should it be needed. The reserve shall be used if the participating official is involved in the game being reviewed.

 Minutes of this meeting shall be included in the Championship Report to be presented to the Secondary Management Committee of School Sport Australia.

6.5.2 Post Championship Meeting  The Post Championship Meeting shall be held towards the conclusion of the Championship (at the host state‟s discretion). The Chairman of this meeting shall be the National Secretary or in his/her absence the host state delegate to School Sport Australia or their representative. On any matter requiring a decision only one vote per state will be allowed as per the School Sport Australia Sports Management Committee Operating Procedures.

 Minutes of this meeting shall be included in the Championship Report to be presented to the Secondary Management Committee of School Sport Australia.

SCHOOL SPORT AUSTRALIA SERVICE AWARDS 6.6.1 The Association may, at its AGM, request School Sport Australia to confer a School Sport Australia Service Award on representatives who have met the conditions as set out in the School Sport Australia Awards policy.

31 THE HISTORY OF SCHOOL BASEBALL IN AUSTRALIA

Baseball has been played in schools since the early 1900s. In New South Wales the longest running School Knockout happens to be in the sport of Baseball, the Proud Shield competition as it is known, began in 1908, and was won by Fort Street High. The sport is presently played in over 500 Secondary Schools around Australia. At the interstate level, competitions have existed since the 1940's, with some evidence suggesting competitions in the 1930's. These competitions involved New South Wales and Queensland teams with spasmodic representation from South Australia and Victoria. Throughout the 1970's and early 1980's only New South Wales and Queensland teams competed, until 1987 when Australian Capital Territory played in a three way Championship. Michael Chapman, the New South Wales Combined High Schools Baseball Convener, worked tirelessly throughout this time to have other States participate and for Baseball to come under the umbrella of the Australian Schools Sports Council. In 1988, Michael was elected the first National Secretary of the Australian Secondary School Baseball Association under the banner of the Australian Schools Sports Council. The Championship of 1988, held in Canberra, had four teams - New South Wales, Queensland, Western Australia and the Australian Capital Territory. It was a trial Championship before the full acceptance into the Australian Schools Sports Council. The venue for the inaugural Australian Secondary Schools Baseball Championship was Oriole Stadium, in 1989 where Victoria also competed for the first time. This year sees us playing our 24th Championship. With the greater interest in the community, baseball standards have improved in schools. The Australian Secondary Schools Baseball Team toured for the first time in 1992. This seven game tour of Japan was an outstanding success. With the team finishing the tour with a 3.5/3.5 win/loss record against some of Japan's leading prefectures. In 1995, the Australian Secondary Schools Baseball Team toured Canada participating in the BC Falls Classic, winning all 10 matches and having an outstanding tour in the process. A National Team also toured to Florida in 2000. Beginning in 2005, with a tour to South Africa, and then in 2007 to Canada, and 2009 and 2011 to the USA, the National Schools Team will be undertaking an international tour every second year. Such future tours will give added incentives to be involved in School Baseball. The following information is provided as an insight into School Baseball and should you have added information regarding its history please do not hesitate to advise the National Secretary.
